AUTHORIZING A PROFESSIONAL SERVICES
CONTRACT WITH T &M ASSOCIATES, RE: TRAFFIC,
AIR AND NOISE STUDY SUPPLEMENTAL FOR ENVIRNOMENTAL
ASSESSMENT REPORT ARTHUR KILL FERRY TERMINAL
WHEREAS, the Borough of Carteret is in need of professional engineering services with
regard to the traffic, air and noise study supplemental for environmental assessment
report related to the Arthur Kill Ferry Terminal; and
WHEREAS, the Borough's Consulting Engineer for the project, T &M Associates,
possesses the requisite skill and expertise to provide said services; and
WHEREAS, Donald J. Norbut, P.E., C.M.E. of T &M Associates has submitted a
proposal to provide said engineering services at a total cost not to exceed $39,765.00; and
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
I. The proposal from Donald J. Norbut, P.E., C.M.E. of T &M Associates with
regard to traffic, air and noise study supplement for environmental assessment
report Arthur Kill Ferry Terminal at a total cost not to exceed $39,765.00, at the
hourly rate set forth in T & M's existing contract with the Borough is hereby
approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract pursuant to
N.J.&A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process
as authorized by law.

and certified as a true copy of the

As per Resolution Number 11 -110.
THE CONTRACTOR does hereby agree to perform the following: PROFESSIONAL ENGINEERING SERVICE
IN REGARD TO THE TRAFFIC, AIR AN NOISE STUDY SUPPLEMENTAL FOR ENVIORNMENTAL ASSESSMENT
REPORT RELATED TO THE ARTHUR KILL FERRY TERMINAL. 50% BOROUGH OF CARTERET, AND 50%
CARTERET PORT AUTHORITY.
NOT TO EXCEED: $19,882.50
According to the terms set forth in the Resolution.
THE BOROUGH does hereby agree to pay the Contractor the sum set forth in the Resolution.
IN WITNESS WHEREOF, the parties hereto have here under set their hands and seals or caused these
presents to be signed by their proper corporate officers and their corporate seals to be hereto affixed,
