HomeMy Public PortalAbout07-23-20 councilJULY 23, 2020 Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, July 23, 2020, remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk, Robert J. Bergen, Esq., Law Director. Noted absent was Councilmember Randy Krum. NOTED ABSENT SILENT PRAYER The meeting was opened with a moment of silent prayer and the PLEDGE OF Pledge of Allegiance led by Councilmember Diaz. ALLEGIANCE The 2020 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board on December 31, 2019. MEETING NOTICE Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to the Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on June 22, 2020. Notice was published in the Home News Tribune on June 26, 2020. All items being voted on tonight were posted on the Borough's website, wwwxarteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, the minutes APPROVAL, OF of June 25, 2020 were approved as transcribed and engrossed by the MINUTES Clerk. JULY 23, 2020 (continued) ORDINANCE #20 -15 ORDINANCE #20 -15 was introduced and adopted on First Reading CAPITAL and the Clerk authorized and directed to advertise same for Public IMPROVEMENT Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon ORDINANCE individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Councilmember Krum was noted absent. ORDINANCE #20 -15 "BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF PROPERTY IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $4,100,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,895,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" Mayor Reiman said this is a Capital Improvement Ordinance. ORDINANCE #20 -13 The Clerk stated that Ordinance 420 -13 was introduced and adopted AMENDING SALARY on First Reading on June 25, 2020. It was duly published in the Star ORDINANCE, Ledger on July 1, 2020, with notice that it will be considered for final RE: LIBRARY passage after Public Hearing to be held on July 23, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is the salary schedule for full time AFSCME Library employees, they will be receiving a 2% increase for each year of their contract. 2 JULY 23, 2020 (continued) There being no further comments or objections to the Ordinance, HEARING CLOSED Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #20 -13 "AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Councilmember Krum was noted absent. Approved and Adopted July 23, 2020 Introduced: June 25, 2020 Advertised as Adopted on First Reading with notice of Public Hearing: July 1, 2020 Hearing Held: July 23, 2020 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: July 30, 2020 The Clerk stated that Ordinance #20 -14 was introduced and adopted ORDINANCE #20 -14 on First Reading on June 25, 2020. It was duly published in the Home AMENDING CHAPTER News Tribune on June 30, 2020, with notice that it will be considered 254, LIMITED TIME for final passage after Public Hearing to be held on July 23, 2020 at PARKING approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and unanimous PUBLIC HEARING affirmative vote of the five (5) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. JULY 23, 2020 (continued) Mayor Reiman said this is regarding timed parking on certain streets in the Borough. HEARING CLOSED There being no fiuther comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #20 -13 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254, ENTITLED "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMaseio, Johal and Naples voted in the affirmative. Councilmember Krum was noted absent. Reiman Advertised as Finally Adopted: July 30, 2020 PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS Council and upon MMS &C, by Councilmembers Diaz and DiMascio & NEW BUSINESS and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions /Agenda items and new business. 0 JULY 23, 2020 (continued) Christo Makropoulos, 14 Fox Road played a clip from the Woodbridge CHRISTO Black Lives Matter rally. IVIAI- ROPOULOS Laura Peticca asked why we have to invite negativity into our LAURA PETICCA meetings. She said these people don't live in our town or pay taxes here. Mayor Reiman said at the local level we are obligated to open up for MAYOR REIMAN public comment. He said anyone can call in and speak; but we do not allow profanity. Michael T. Merez, 1612 Raspberry Court, Edison asked Mayor MICHAEL' MEREZ Reiman a personal question. Clerk Note: : may not be spelled correctly. Councilmember Diaz said this is a serious meeting and suggested COUNCILMEMBER moving on to another caller. DIAZ Mayor Reiman said anyone can speak as long as they are not using MAYOR REIMAN profanity and said Mr. Merez could finish his time. CHRISTO Christo Makopoulos accused the mayor and council of using fake NIAKOPOULOS accounts. Mayor Reiman told Mr. Makopoulos he could only call one time. Christo Makropoulos said he didn't call before. Mayor Reiman said if not, he could go ahead, he had three (3) minutes to speak. Christo Makropoulos spoke about fake accounts and said he was being harassed.
