A special meeting of Council was held to -day at 3 P.M. in the
Council Chamber in the library building at Savannah Beach, and was
attended by Mayor McMillan, who presided, and Councilmen Kreitzer,
Farrell, Haar, May, Mayer and Mr. Cy Spann. Mr. Spann was invited
to tell the meeting of the plans relative to the Town Hall and
Civic building for the Island. It was suggested that the first
floor contain an auditorium, library and reading room, and the
secondfloor a Council Chamber, office for the Chamber of Commerce,
.room for various gatheri.gs and the Mayor's office; also that a
stage be included in the auditorium. It was stated that the VPA
would furnish 75% of the cost and the Town put up 25%. Mr. Spann
was excused. It was estimated that it would cost 32500.00. Council-
man Tant moved that the Mayor discuss the matter with Mr. Don
Nichols of the `IPA and that the Mayor be given authority to sign
the necesvary papers incidental to getting the project through.
Also that Council be informed as to what the cost would be when
the plans and specifications are made. The Mayor seconded and the
motion passed unanimously.
The minutes of the Meetings of May 2nd and May 6th were read and
approved.
Council was informed that the cost of an artificial leg for Mr.
Lingenfelser would be 3150..00 for the leg, plus 35.00 for the
stocking. Councilman Haar moved that the Town pay 3100:.00 toward
the purchase of a leg for Mr. Lingenfelser and that it be paid
direct to the company from which the leg is ordered, provided that
he could make arrangements with the manufacturers for payment of
the balance due. Councilman Tant seconded and the motion passed
iurianimously. A Mr. Robinson, who represented the company, was
asked if his company would deliver the leg to Mr. Lingenfelser
upon the payment of the 3100.00, given by the Town, they to make
arrangements with Mr. Lingenfelser for the payment of the balance
due. Mr. Robinson said that he would handle the matter and advise
Council direct.
The matter of readjusting the 1938 budget was discussed and it was
moved by Councilman Mayer that the matter be referred to the Finance
Committee for recommendations as to changes and report back at a
meeting of Council. Councilman Farrell seconded and the motion
passed.
Upon recommendation of the Police Committee, Councilman Tant moved
that permission to sell whiskey be granted to J. A. Taylor, doing
business at Lovells Station. This was seconded by Councilman Layer
and the motion passed.
Councilman Tant moved permission to sell beer and soft drinks at
Mikes Place, operated by Stanley Minkowsky, located on 1st Street
and 4th Ave. be granted. This was seconded by Councilman Haar
and the motion passed.
Councilman Haar moved that whiskey and beer sellers be given until
Tuesday, May 17 to take out their licenses or else be closed. Council-
man Mayer seconded and the motion passed.
Councilman Kreitzer moved that several bills for material for work
to be done in several departments be approved for payment. Council-
man Mayer seconded and the motion passed.
The Empire Oil Co., Colonial Oil Co. and Joseph F. Griffin Fuel: sup-
ply Co. submitted quotations for furnishing petroleum products for
the current year. Councilman.Haar moved that the business bQ divided •
with all three. This was seconded by Councilman May and the motion
passed.
Councilman Mayer moved that 970 bushels of beach shells be purchased
from Arthur Thomas at four (4') cents per bushel. Councilman
Kreitzer seconded and the motion passed.
Councilman Haar moved that the McFadden estate be notified to
repair the buildings on the Eastern part of lot 94, Ward 4,
at once, thereby removing a fire hazard and unsanitary condition,
and that this be done at once. Councilman Tant seconded and the
motion passed.
A communication from the Southern Sound System was read, request-
ing permission to opezaa.te a sound truck on the Island, they having
operated one last summer. Councilman Mayer moved that permission
be granted on the same terms and conditions as last year. Cpuncil-
man Haar seconded and motion passed.
A petition was presented from the public Library, requesting that
the Town appropriate $75.00 per month for a year. It was decided
that the matter be given consideration and that the decision be made
later.
Mr. G. A. Gordon, representing Mrs. Margaret Mc.C.Gordon, protested
against the high 1938 assessment on her property. Councilman Tant
moved that, since tax assessments has already been placed upon the
Town books and too, as the assessments were in line with others in
that neighborhood, no change be made at this time. Councilman Mayer
seconded and the motion passed. ,
The election for a Town Clerk and Ex- officio Treasurer was called
and Councilman Tant moved that Henry M. Buckley be elected Town
Clerk and Ex- officio Treasurer for the ensuing year. Councilman
Mayer scol} ded and the motion voted on as follows: Councilmen Tant,
carrel, iErd' Kreitzer "Yes "; Councilman May, "No." Councilman Haar
did not vote.
Council was informed that the cypress that was needed to build the '
boardwalk along the Strand to join the Breakers Pavil ion could not
be gotten in Savannah at this time. Quotations were submitted by
several lumber concerns at varying prices, but one, whose price was
slightly higher had a stock of material on hand and could make
prompt.delivery. Councilman Haar moved that one half the order be
bought from Reynolds - Manley Lumber Company, who could' give prompt
delivery and the other half from the Bright- Brooks lumber Compaariy,
on one weeks delivery, they being the lowest bidder.
The Police Committee informed Council that James Adams had requested
permission to operate a Beer Parlor for colored people on Inlet Ave.
but had been refused permission, but that Virginia Williams had
requested permission to operate a similar place on Inlet Avenue
and had been approved.

Councilman Tant called attention to the need of street lights at
several locations. This was received at information.
A communication was read from the American Red Cross relative to
lire guard protection at the Beach for the coming summer, but no
action was taken on this.
Councilman Tant moved that the regular meeting time of Council be
the first Monday in each month at 8 P.M. Councilman Mayer seconded
and the motion passed.
