AN ORDINANCE AMENDING SUBSECTION E
"AMBULANCE FEES AND CHARGES" OF SECTION 12
"AMBULANCE SERVICE" OF CHAPTER 1 "GENERAL
PROVISIONS" OF THE CODE OF ORDINANCES OF THE
CITY OF RICHLAND HILLS, TEXAS, AS AMENDED BY
ORDINANCE N0.843-98, TO IMPOSE A NEW CHARGE FOR
AMBULANCE CALLS INVOLVING "ADVANCED LIFE
SUPPORT, LEVEL 2"; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVING CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Richland Hills, Texas, has heretofore set a
charge of $350.00 per patient, per transport, for use of the Richland Hills ambulance service; and
WHEREAS, although said standard charge covers the cost of basic life support services and
Advanced Life Support, Level 1 Services; and
WHEREAS, said $350.00 charge does not cover the cost to the city of Advanced Life
Support, Level 2 services, involving the administration of at least three different medications, and/or
• the provision of one or more of the following procedures: manual defibrillation/cardioversion,
endotrachael intubation, central venous line, cardiac pacing, chest decompression, surgical airway,
or intraosseous line; and
WHEREAS, the Richland Hills City Council has found and determined that a charge of
$500.00 will adequately cover the city's costs for the small number of Advanced Life Support,
Level 2 calls; and
WHEREAS, the City Council ofthe City ofRichland Hills, Texas, finds and determines that
the following ordinance amendment will promote the health, safety and welfare of the citizens of
Richland Hills.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
That Subsection E "AMBULANCE FEES AND CHARGES" of Section 12 "AMBULANCE
SERVICE" of Chapter 1 "GENERAL PROVISIONS" of the Code of Ordinances of the City of
Richland Hills, Texas, as amended, be hereby amended to hereafter be and read as follows:
• E. AMBULANCE FEES AND CHARGES
The total fees and charges for use of the Richland Hills, Texas ambulance
service shall be as follows:
1. For all transport calls, other than Advanced Life Support, Level 2
(ALS2) situations: $350.00, per patient, per transport.
2. Advanced Life Support, Level 2 (ALS2): $500.00 per patient, per
transport.
II.
Severability Clause. That it is hereby declared to be the intention of the City Council that
the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or
unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase,
clause, sentence, paragraph or section.
III.
• Saving Clause. That Chapter 1 of the Code of Ordinances, City of Richland Hills, Texas,
as amended by Ordinance No. 843-98, shall remain in full force and effect, save and except as
amended by this ordinance.
IV.
Effective Date. This ordinance shall be in full force and effect from and after its passage and
publication as provided by the Richland Hills City Charter and the laws of the State of Texas.
PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting of the
Richland Hills City Council on the lOthday of ril , 2001, by a vote of 5 ayes, 0 nays,
and 0 abstentions.
