May 17, 1938 A. special meeting was held to -day at 3 P.M., called for the purpose of; adopting rulr for operation of the several departments of the Munici- pality; repealing Tax Ordinance for the year commencing May 1, 1938, dated April 29, 1938; adopting the Tax Ordinance for the year commenc- ing May 1, 1938; authorize the Mayor to grant discounts to tax payers after May 15, 1938, and for other purposes, and was attended by Mayor McMillan, who presided, and Councilmen Farrell, Haar, Mayer, Tant and May. Councilman Haar moved that the fixing of salaries be withheld until - a report from the Finance Committee was heard. Councilman Mayer seconded and the motion passed unanimously. The Mayor informed the Council that, at the present time there was no office provided for the Mayor or place for Council meetings. He sug- gested that the Town Hall (now used by Mr. Thomas Reed for his home be utilized and that he was very much in need of office equipment, particularly a typewriter. The Mayor was authorizedto see what a re- built typewriter would cost. The Town Clerk was instructed under what arrangements Mrs. Willis, the school teacher, was occupying the building owned by the Town. The Mayor read a letter from a Mr. W. H. Young, protesting against male bathers going without tops on their bathing suits. The opinion of Council was that, since this is being indulged in on the majority of beaches around the country, that it be permitted at Savannah Beach. A letter was read from the company negotiating with the Town for the purchase of an artificial leg for Mr. W. L. Lingenfelser. The position of this company was that it could not deliver the leg to Mr. Lingenfelser unless they had some assurance that whatever balance was to be paid be him could be collected by them. No action was taken on this. A letter was read from Mr. G. A. Gordon, as agent for Mrs. Gordon, en- closing his check for 439.00, as payment on taxes due May 1, 1938, Mr. Gordon contending that this amount was all that was due on the property, although he had been sent a tax notice showing a net amount for taxes of 461.20. The Clerk was instructed to write him, notifying him that, as the tax books for the current year had been closed and no adjustments could be made at this time, that he remit the full amount of taxes due. A bill of materials was presented to Council for work to be done on the bulkheadi7i in the vicinity of MTh Street and it was authorized that the purchases be made. Councilman Haar moved that the following street lights be installed; this was seconded by Councilman Mayer and the motion passed unanimously. Councilman Tant was requested to inform the electric Company as to the locations: 1 - NW Corner 16th Street & Butler Ave., 2 - 16th St., 1st pole West of Strand, 3 - Atlantic Ave., 2nd pole .Gast of Butler Ave., 4 Atlantic Ave & Strand. 5 - 15th St., 1st pole East of Butler Ave., 6 - 14th Street, 1st pole East of Butler. 1 1 1 Councilman Haar moved that the Mayor be authorized to grant dis- counts•beyond May 15, 1938 to tax payers for taxes due the Town at his discretion. ir.. Y. A. Taylor requested that he be given until Thursday to pay his whiskey license. It was the opinion of Council that this be granted.' Councilman Haar moved the adoption of rules for the operation of the Department of Streets and Public, Works and the Department of Sanitation and Drainage. Councilman Mayer seconded and the motion passed unanimously. PROPOSED CHANGES IN METHOD OF OPERATING THE DEPARTMENTS OF THE MUNICIPALITY First: There shall be two departments, one to be known as the Department of Streets & Public Works and one to be known as the Department. of Sanitation & Drainage. Each of these departments to have a superintendent at the head of it. The department of Sanitation & Drainage to have at its disnosal at all times a gang of men consisting of not less than eight nor more than ten men, with a guard furnished by the County. These men ar to be utilized on sanitation and drainage at all times, except in cases of emergency, and to be under the supervision of the Supt. of Drainage & Sanitation. The Department of Streets & Public Works to have the remainder of the convicts, divided in convenient gangs of 8 to 10 men, under a guard. These men are to•be employed on street and public work and to be under the supervision of the Supt. of Streets & Public Works. As nearly as possible, a gang should be employed on street work at all times, keeping the streets in good condition. Second: All material belinging to the Municipality should be stored in one place. There should be a suitable fence enclosing the present city lot, with a gate and lock and key. The key should be kept by the store- keeper, who shall be responsible for all the supplies of the numicipality kept within said enclosure, which in- cludes all material kept within the present shop or warehouse, There should be only one person with a key to each the warehouse and gate to enclosure, and that person should be.the storekeeper. All mat- erial should be checked in by the storekeeper and checked out by him and proper records made on each checking in or out. No material to be delivered except on requisition. All requisitions to have the O.K. of the Chairman of the Committee, or in his absence the next member of the committee, or in the absence of both, then mist bear the O.K. of the Mayor, the Chairman being in charge of the committee under which the work is to be done. Third: No gas and oil is to be delivered to automobiles or trucks except by the storekeeper. Regular times for the deliveryof gas and oil must be established. Receipt for the gas and oil must be signed by the party getting same and the mileage on the speedometer must be shown. Reports of the monthly consumption of gas and oil must be made to the Clerk of Council and copies furnished the Mayor and Chairman of the Finance Committee. No one but storekeeper to have key to gas and oil tanks. No gas and oil furnished by the m.uriicipality to be used except on work of the Municipality. No employee to leave the town during work- ing hours except by permission of the Chairman of the Committee under which he works. Fourth The Chief of Police to establish working hours for the reg- ular and extra policemen. Also for the ticket sellers. Also to re- gulate hours for meals and relief for policemen and ticket sellers. The selling of tickets to parking spaces to be done by the ticket sellers between June 1st and Labor Day, and regular policemen not to be used in ticket selling between June 1st and Labor Day, except in the wpy of relief for meals, should it become necessary. Ticket sellers not to be employed on a monthly basis until June 1st, but extra ticket sellers may be employed from day to day until needed. A policeman must be kept at police headquarters during the entire day and until the close of activities on the Strand at night, or in the business section. A policeman to be kept on duty at North End on Saturdays & Sundays or whenever necessary. Once a week the Supts. of Public Works and of Sanitation & Drainage must meet with the Chairman of the Committee under which they work aid get instructions as to the kind and nature of work to be done the following week, No work to be done which is not authorized either by the Committee or Mayor. In case &change of working schedule is necessary report must be made to the Chairman of the Committee in charge of the work. Fifth: No purchases to be made for account of the Municipality for an amount in excess of $50.00, unless authorized by Council. A11 requisitions for supplies must first be approved by the Chairman of the Committee, or Mayor, having supervision of the work on which the material is to be used. Requisitions for materials to be purchased *gust be sufficient time in advance to enable Clerk of Council to make the purchases and assemble the mat - erials in time for their use. Storeroom to be checked once each month. Town Clerk to check, materials in storeroom. Councilman Haar moved that the Ordinance to provide for the taxes on real and personal property for the fiscal year commencing May 1, 1938 and passed April 29, 1938, be repealed. Councilman Mayer senonded and the motion passed unamiously. AN ORDINANCE AN ORDINANCE TO BE ENTITLED " AN ORDINANCE TO R EAL THAT CERTAIN ORDINANCE DATED APRIL 29, 193137 ENTITLED " AN ORDINANCE TO PROVIDE FOR THE TAXATION OF REAL AND PERSONAL PROPERTY IN THE TOWN OF SAVANNAH BEACH, TYBF H, ISLAND, GA . , FOR THE FISCAL YEAR COMMENCING MAY 1, 1938, AND TO PROVIDE FOR THE RATE OF LICENSES FOR DOING BUSINESS IN SAID TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GA., FOR THE FISCAL. YEAR ENDING APRIL 30, 1939, AND FOR OTHER PURPOSES. 85 SECTION 1. Be it enacted by the Mayor and Aldermen of Savannah Beach, Tybee Island, Ga., in Council assembled, and it is hereby enacted by the authority aforesaid that that certain ordinance dated April 29, 1938, within the above stated caption, be and the same is hereby repealed. SECTION 2. Be it further enacted by the authority afore- said that all ordinances or parts of ordinances in conflick with this ordinance be and the same is hereby repealed. Concilman Haar moved that an Ordinance to provide for the taxation of real and personal property and also tm rate the licenses for the fiscal year commencing May 1, 1938 be adopted. This was seconded by Councilman Tant and the motion passed unanimously. AN ORDINANCE TO PROVIDE for the taxation of real and personal property in the Town of Savannah Beach, Tybee Island, Georgia, for the fiscal year commencing May 1st, 1938 and to provide for the rate of licenses for doing business in said Town of Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30, 1939, T ixi;ng penalties for the violation and for other purposes." SeCTION 1. Be it Ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Ga., in Council assembled and it is hereby ordained by the authority of the same that the rate of taxation upon real estate and personal property within the limits of the said Town of Savannah Beach, Tybee Island, Ga., for the fiscal year commencing May let, 1938, shall be ONE AND ONE- QUARTER PER CENT upon the assessed or returned value of same, the value of real estate improvements to be ascertained from the returns of the Committee on Assessments of said Mayor and Councilmen and the valuation of per- sonal property to be ascertained from the returns of the owners thereof in pursuance -of the scheme and plan contained in sections One, Two, Three and Four of the Ordinance to provide for the assess- ment of taxable property in the Town of Savannah Beach, Tybee Island, Ga., and the mode of valuing such property for taxation and to carry into effect the provisions of the Act of the General Assembly of the State of Georgia approved August 19, 1922, Section 21, passed in Council assembled October 13, 1922, and it is further ordained that if any person or persons should refuse or neglect to pay the tart required by this Ordinance within Thirty (30) DAYS after same shall become due, or shall fail or refuse to pay any ROUBLE TAX assessed as above provided within THIRTY (30) DAYS after same shall become due, the Clerk of Council as Ex- officio Treasurer of said Town dull issue execution therefore and the further sum of ONE DOLLAR (01.00) for costs, the Chief of Police and Ex- officio Tax Collector shall proceed with such execution in the same manner as now provided by the law in such cases of execution lodged with the Sheriff of Chatham County. SECTION 2. Be it further ordained that any property, includ- ing new improvements upon completion and installation, will become taxable after May 1, 1938, and shall be subject to taxation from the first day of the month immediately succeeding the time when the same becomes taxable and the owner or owners shall pay such proportion of 86 'the tax required by this Ordinance as the time left for the taxable year r shall bear to the whole, Except that any emporvement completed after July 1st shall not be taxed for the remainder of the fiscal year through April 30th. SECTION 3. And every person who shall pay his taxes within FIFTEEN (15) DAYS after same shall become due shall be entitled to a deduction of TWENTY(20) PER -CENT on account thereof, and the Clerk of Council and Ex- officio Treasurer of said Town id hereby authorized to make such deduction upon receipt of tax. The provision of this section shall not apply to licenses for doing business in said Town, the rate for such licenses being NET. SECTION 4. The licenses for doing business in the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year ending April 30, 1939, payable on or before commencing of business shall be as follows: Every Keeper or keepers of a hotel that contains 10 rooms or less - Every keepre of keepers of a hotel that contains over ten rooms, each or rooming house or rooming house room - every owner, operator or lesses of a billiard or pool table other than those used in private dwellings, each - Every owner or keeper of a rifle range, gun or ball game, each game Every keeper of a show place of amusement - Every keeper or owner of a motion picture show - Every keeper or owner of a bowling alley, eaoh alley - Every owner or keeper of a photograpy gallery - Every owner or keeper of a skating rink - Each and every fortune teller or palmist Each and every owner of a souvenir stand - Each and every owner of a pinwheel or prize tale, each Each and every owner or keeper of a grocery store or provision store, including soft drinks - In the event any business or calling not spec- ifically mentioned in the above list set forth shall be established ih the Town of Savannah Beach, Tybee Island, Ga., The Mayor and Council- men reserve the right to establish a license fee for same by resolution which fee is to :be of equal dignity as the license specifically mentioned in the above section, provided, however, that such license shall not be less than 32.50 and not more than the sum of 3100.00. SECTION 6. This ordinance shall be subject to alterations or repeal in whole or in part at any time during the fiscal year, beginning May 1st, 1938, should it be deemed advisable and no such amendment or repeal shall be construed to impair the right of Council tO assess or levy tax for the whole of such year whenever made. SECTION 7. Any person, firm or corporation violating any of the provisions of this Ordinance shall upon conviction beftre the Police Court of said Town be subject to be fined in the sum not more than 4100.00 or be imprisoned not more than 30 days, eith or both, or any part of either or bothin the discretion of the court. SECTION 8. All ordinances or parts of ordinances,confliet- ing with provisions of this ordinance are hereby repealed, providing nevertheless that so much and such parts of ordinances passes as provided for the execution for any tax assessment, or part of shall continue and remain in force so as to authorize the Clerk of Council, and Ex- Officio Treasurer, to issue executions and the Chief of Police and Ex- Officio Tax Collector, to collect same until taxes or assess- ments shall be fully paid.
