March 15 and March 23,2020,Orders imposing strict limits on the number of people that may gather in one place,this n't�,eting vill be conducted via remote participation to the greatest extent possible. Specific information and the general gujd:�lin4s.for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting may be found on the Town's website at www.brewster-ma.?,ov. For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at httn://livestream.brewster-ma.gov or on Channel 18. No in- person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means.The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting.For this meeting,please send contact�an�ddersga..@brewster4ma. t . Declaration of a Quorum: • Read by Commissioner Baran, those attending are Commissioner Brown, Commissioner Skidmore, Administrative Supervisor Sherry Theuret, Assistant Superintendent Alex Provos and Superintendent Paul Anderson. 3. ;;Meeting Participation Statement: • Read by Cynthia Baran 4. >Water restriction update • USGS monitoring well has improved a small amount but, not enough to change the current restrictions. a. Superintendent Anderson does not see any reason to change current water restrictions. b. Motion by Commissioner Brown to keep water restrictions as is and re- evaluate in March. c. Douglas Erickson —would like to have the commissioners consider having water restrictions to keep the water up in the ponds to protect the herring. L Superintendent Anderson does not believe pumping of the wells impacts the level of the ponds. 5. Hunting in the Punkhorn Parklands • Those in attendance: Donna Kalinick, Chris Miller, and Douglas Erickson a. Town Meeting allows bow hunting for three weeks in December.' b. Restrictions with access road to well 6 and 150 feet from the well to provide safety to employees. L Donna Kalinick 1. Water Commissioners to consider language presented at town meeting. 2. Hunting starts December 5, 2022 3. The Board voted on putting in areas and buffers in the punkhorn to allow bow hunting only. 4. Local Permit is needed with the state permit to track who is hunting in the area and identify'where hunting is allowed. ii. Chris Miller has been working with the'Conservation Committee to define areas. 1. The east section of punkhorn would be used for bow hunting only. 2. The Northern section is used more for recreation. 3. Temporary signs have been posted indicating where bow hunting is permitted and for the duration of the hunting period. 4. The signs will indicate the first Saturday in December for three weeks. 5. Date will be added to the map when it is finalized. 6. Bow hunting will be added to both kiosks. • Motion by Commissioner Brown move that the Board of Water Commissioners vote-to authorize bow hunting within our area of the Punkhorn Parklands as shown on the map titled Proposed Hunting Area in the Punkhorn Parklands by the Brewster Conservation Commission as amended November 23, 2022, per the request of the Water Commissioners, during the three weeks permitted beginning on the first Monday in December. For the year 2022,'that would mean Monday December 5, 2022, to Saturday December 24, 2022, and subject to each individual hunter obtaining a hunting permit through the Town Clerk. o Motion 2nd by Commissioner Skidmore o Roll call vote: 3-0-0 6. Superintendent's Report • Generator Project—Generators should be in the 2nd week of December. • Flushing of water mains will be completed on December 2nd • EOC Tabletop Exercise a. Chief Moran conducted the meeting. b. Topic: Major Hurricane hitting Brewster • Hydration station a. BWD has one hydration station in stock. L Need to decide location:Tennis Courts or First Light Beach ii. Working with Eddy School to install their hydration stations. • Projects: a. Tap and sleeve on Maury Lane ! b. Install hydrant on Crosby Lane c. Red Top Road L Partial Installation to be done up to new Habitat for Humanity Housing. 77. • Springtime Meeting a. Painting of the tanks b. Engineering is being done now to have construction costs for spring meeting. • Training a. Both new employees passed their D1 Exams b. Matt Silva and Dana Johngren have been attending classes to take their T2 exams for licensing. c. Working with Marina Brock to create Co-op with Mass Maritime Students to do an internship with the water department. L Create user manual and power point for all equipment for training. • 2022 Main Street: a. Was on a private well that failed. The owner needed an emergency water service installed. b. The owner had a private company do tap and install water service. c. Waive $5333.00 tapping fee. d. Superintendent Anderson to reach out to owner to submit formal request to have $5333.00 tapping fee waived. 7. "Assistant Superintendent Report • Red Top Project a. Almost all the materials have been delivered to start the project. b. Waiting for 8" water main pipe. Hoping to have it in December and start the project in January. c. Upgrading necessary water services on Foster Road and Breakwater in anticipation of the DPW project of paving the roads. 8. 'Office Manager's Report • Organizing office prior to meter reading • Almost done with the completion of seasonal turnoffs • Getting ready to meter read the 2nd week of December. 9. Approval of November 411 Meeting Minutes. • Motion by Commissioner Brown to approve November 4th minutes with change as indicated. a. Motion 2nd by Commissioner Skidmore b.
