For this meeting, members of the public who wish to listen to the audio broadcast may do so via the Town of Brewster website at http://livestream.brewster-ma.pov or on Channel 18. No in- person attendance of members of the public will be permitted, but every effort will be made to ensure the public can adequately access the proceedings in real time via technological means.The Town has established specific email addresses for each board and committee that will be meeting remotely so that residents can send their comments in writing either before or during the meeting. Call to Order: 11:00 2. Declaration of a Quorum: • Read by Commissioner Baran. Those in attendance were Commissioner Brown, Commissioner Skid more,LLiasson Mary Chaffee, Assistant Superintendent Alex Provos and Superintendent Paul Anderson:' 3. Meeting Participation Statement: • Read by Commissioner Baran 4. Request for installation fee waiver 26 Red Top Rd Community Housing Project: • Presented by Assistant Town Administrator to waive the tapping fee and meter set fee for two Habitat for Humanity homes and one home for the owner's donating the land for the project. • 3 System Development Fees and three meters:Total cost: $4,005 • Suggestion,by Assistant Town Administrator for the Water Commissioners to write a policy about fees being waived for all future requests. L Motion by Commissioner Brown to waive the tapping fees and meter set fees for both Habitat for''Humanity Houses and for the owner donating the land for the project in the amount of $4005.00. 1. Motion 2nd by Commissioner Skidmore 2. Roll Call Vote: 3-0-0 5, 2022 Main St waiver request: • Emergency;°water service installation based on failing well for homeowner. • Water Deportment did not tap the water main, provide any labor or stock. • Owner had a town approved contractor install entire water service from main to house.The contractor had capabilities to do directional drilling under Route 6A to avoid any cutting of the road. • Fee Amount for tapping water main was$5,333.00 and the W Meter was$380.00. Water restriction update: • Will revisit prior to the spring • Aquifer is recovering very slowly but is going in the right direction. L Commissioner Baran suggested to continue to have updates at up-and-coming meetings but, will re-vote for future water restrictions in the spring. 7. Superintendent's Report: • Water main flushing is complete • Generators have arrived and will be online in the next month or two • Meter reading is complete • Installation of water service from main to curb for 34 Sean Circle due to their,well failing. • Breakwater Road project almost complete and water department may consider replacing services on the same side of the water main. • 2" meter change out being done during December meter reading. • Town of Brewster Dog Park—water department doing installation of dry well'for better drainage at hydration station. • Red Top Water Main: Project to begin January Stn L Project to complete in about 5 days ii. All abutters have been notified of construction and road closures. iii. Estimated $70,000 to complete water main installation on Red Top Road to loop the water main. • Training with Marina Brock: Hazardous Chemicals and OSHA 30 L Water department was approved to do a Co-Op with Mass Maritime cadet with the assistance of Marina Brock.The intern will be doing: 1. Inventory equipment .2. Create user manuals for each piece of equipment for training and repairs. 3. Assess the level of each piece equipment to rate the level of hazardousness. 4. Intern will be starting Monday,January 9tn and has been approved for 120 Hours. • FY24 Budget:Schedule was emailed to Water Commissioners for review and approval. L Budget due:January 6th 8. Assistant Superintendent Report: • Red Top Project L Rise in stock costs is$28 per linear as to two years ago it was$19 per linear foot. • The water department pumped 35 million gallons more water higher than the previous year with July and August being the highest. • Water Department service crew did twelve digs for the month of December.. 9. Office Manager's Report • Currently reviewing meter reads • Mailed out 127 letters for customers with high usage and ten letters for tamper codes. 10. Approval of December 2nd Meeting Minutes: • Will need to hold off until February meeting for November and December draft minutes. 11. One Time Reduced Rates: NA 12. For Your Information: N/A 13. Matters Not Reasonably Anticipated by the Chair: • Superintendent to inquire about in-house meetings at the water department possibly starting in March.
