HomeMy Public PortalAbout08-06-20 AgendaAUGUST 6, 2020 The Agenda Meeting of the Mayor and Council of the Borough of Carteret, preceding the Regular Meeting August 27, 2020, was held August 6, 2020, at approximately 6:13 p.m, remotely, via telephone call -in. Mayor Reiman welcomed everyone and apologized for the delay due to the AT &T teleconference system. The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Demris DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge led by Councilmember Krum. . The 2020 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to the Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on June 22, 2020. Notice was published in the Home News Tribune on June 26, 2020. All items being voted on tonight were posted on the Borough's website, www,earteret.net prior to tonight's meeting. Upon MMS &C by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the Rill membership present, the minutes of July 23, 2020 were approved as transcribed and engrossed by the Clerk. AGENDA MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES 1 AUGUST 6, 2020 (continued) ORDINANCE #20 -16 AMENDING SALARY ORDINANCE, RE: FMBA LOCAL 67 FIREFIGHTERS ORDINANCE #20 -16 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #20 -16 "AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" Mayor Reiman said this is the salary schedule for FMBA Local 67, firefighters. He said their contract expired a short while ago; this represents the settlement reached through negotiation and mediation. He said this is the first reading; the public hearing will be done at a later meeting. Mayor Reiman asked for a motion to amend the Agenda to add a Resolution Awarding a Contract for the Repair and Replacement of Light Poles on the Fishing Pier at Waterfront Park. AGENDA AMENDED Upon MMS &C, by Councilmembers Bellino and DiMascio and unanimous affirmative vote of the fall membership present, the Agenda was amended. PUBLIC PORTION A copy of each Resolution listed on the Order of Business was posted RESOLUTIONS/ on the Borough's website for public review prior to the meeting in AGENDA ITEMS accordance with the Rules of Council and upon MMS &C, by & NEW BUSINESS Councilmembers Diaz and Naples and unanimous affirmative vote of the frill membership present, the meeting was opened for public input on all Resolutions /Agenda items as Amended and any new business. ►a AUGUST 6, 2020 (continued) Mayor Reiman said lie wasn't sure if the que system was working and asked if there was anyone who would like to speak. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REPORTS/ Reports /Communications: COMMUNICATIONS 1. Clerk's Office — July 2020 2. Mayor — Proclamation Local Disaster Emergency — Tropical Storm. Mayor Reiman said the proclamation was issued and read prior to the tropical storm and is still in effect. Upon MMS &C, by Councilmembers Diaz and DiMascio, and unanimous affirmative vote of the full membership present, all reports and conmiunications were ordered to be received and placed on file.
