The Brewster Old King's Highway Regional Historic District Committee, acting under the
Massachusetts General Laws, Chapter 470, Acts of 1973 as amended, came to order at 7:00 pm
in person and being recorded at the Brewster Town Hall. Committee members present were Jim
Trabulsie (Chairperson), Steven Bergquist, Carol Appleton and George Carey. Tom Turcketta and
Pat Busch were absent. The Chairperson, Jim Trabulsie determined a quorum.

TKC Investments, 2671 Main Street, Map 89 Lot 20
Addition
• Members present and voting: Jim Trabulsie, Steven Bergquist, George Carey and Carol
Appleton.
• Aleks Mazzeo; contractor and their engineer, Travis Babbitt represented the applicant.
• The committee received and reviewed the additional documents requested in the prior
meeting, including the site plan.
• Travis explained the details of the project and that the addition would be replacing the
current food truck.
• Travis said the roof was proposed as a low pitch, black rubber roof. However, Jim pointed
out that the plans showed it as architectural weather wood. Jim asked for an amendment
to be added for the black rubber roof.
• Carol commented on this addition being an improvement of the original version.
• Jim questioned the windows proposed for the right -side elevation, however Aleks said
that there were not going to be any windows and the ones in question were pre-existent.
Aleks said the plan Jim was looking at was an old one and to refer to the one with the
left side elevations instead. That plan was the newest one and where they proposed to
move the door from the back egress to the side instead.
• Steven made a motion to approve with the amendment. Carol seconded the motion. A
vote was taken, and the application was approved unanimously as amended.

Elizabeth Prescott, 53 Harwich Rd, Map 57 Lot 26
Deck
• The applicant, Elizabeth Prescott joined the meeting by phone.
• Jim started by saying that the framing of the deck was already started. He questioned
the framing diagram and said the specification sheets were not complete. Also, there
were no details on the railings.

• Elizabeth said that there wouldn't be any since the deck was less than 24 inches graded
and one set of stairs would be granite or Timber Tek. Jim asked her to decide which one
so it can be recorded at the meeting and Elizabeth told the committee they would be
g rey.
• Jim asked about the skirtboard around the outside on the 2x12 outermost band and said
that generally they were finished boards in white. Elizabeth said that she would be using
screens for the animals and then white lattice around the perimeter. Jim asked for the
color grey and the lattice to be added as an amendment.
• Jim mentioned that if the applicant wanted to change the steps or color afterwards, she
would need to apply for another amendment at the Town Hall.
• Jim asked the rest of the Committee if they felt comfortable with that, and they all
agreed.
• Carol made a motion to accept as amended. George seconded the motion. A vote was
taken, and the application was unanimously approved as amended.

Elizabeth Prescott, 53 Harwich Rd, Map 57 Lot 26
3 Seasons Porch Remodel
• Members present and voting: Jim Trabulsie, Steven Bergquist, Carol Appleton and
George Carey.
• Jim stated that the project wasn't only started but finished.
• Elizabeth said that the project wasn't quite finished because she still needed to finish the
interior and the shingles. Jim reminded her that the interior had nothing to do with the
Committee, but that the framing had already been done. The original application, which
was approved by the Committee, was for a shed roof, but the applicant decided to put a
gable roof instead.
• Jim said that he drove by and everything else seemed to match and the only difference
was the gable roof. He also mentioned that it was a bit of a challenge to understand the
project looking at the presented diagrams, but that the Committee was able to figure it
out.
• Jim asked if there were any abutters, there being none, Steven made a motion to
approve as presented. Carol seconded the motion. A vote was taken, and the application
was unanimously approved as presented.

Robert Libby, 375 Main Street, Map 16 Lot 4
Sign Replacement
• Robert Libby, the applicant, was present at the meeting.
• Jim asked if this was going to be a new post or only a new sign. Robert said it was going
to be a standard wooden post in white and confirmed that it would be a 22x24 sign.
• Jim asked for the color chip since the one attached to the packets was only a copy.
Robert stated that he, in fact, had dropped one off.

• After Jim realized the color chip was attached to the original application, he apologized
and said that he had no problem with the navy color or the sign. He did ask if the letters
were going to be painted. Robert said that he was hoping to have them carved in a gold
color, but it depended on his budget.
• Jim told the applicant that if he decided to paint the letters instead, he wouldn't have to
go in front of the committee again. He told the applicant that all he would need to do
was fill out an amendment which Jim would sign for him.
• George asked if the sign would be lit. Robert answered that yes, they would use the
same ground flood lights they were currently using. Jim reminded the applicant that the
lights had to be less than 60 watts (or the equivalent in LED) and couldn't shine onto the
road or incoming traffic.
• George made a motion to approve as presented. Steven seconded. A vote was taken,
and the application was unanimously approved as presented.

Werzanski Stanley Paul Trustee, 0 Main Street, Map 16 Lot 34
New Single Family Dwelling
• The applicant, Paul Werzanski and his contractor, Thomas Moore were present at the
meeting.
• Thomas explained that the application was for a new single-family home with two
stories, colonial style with clapboard siding on the front and shingles on the other three
sides. The home would have asphalt roofing and a dormer on the back. A deck on the
front facing Cape Cod Bay and a walk out basement on the left side of the house.
• Thomas informed the committee of a change to the windows on the walk out basement
and gave them an updated plan. He told the committee that they wanted to put in a 6
foot slider on the walk out basement instead.
• Jim asked where about on Main Street that property was, and the applicant said they
were directly across from the church on Sea Dist Lane. He also said the there were trees
in front of the property that would block the view and made it more private.
• Jim asked if the rest of the committee had any questions and Carol asked if there were
going to be shutters and for the color and material. She also wanted to know if the front
facade would be flushed with the rest of the building. The applicant said that the plans
showed vinyl shutters with raised panels and that yes, the front would be flushed with
the rest of the building.
• Steven asked what materials the front steps were going to be and to confirm the
material of the shutters. Thomas said that the steps would be granite and vinyl for the
shutters.
• Jim asked if there were any abutters, there being none, Carol made a motion to approve
as presented. George seconded the motion. A vote was taken, and the application was
unanimously approved as presented.

Tanzer Brian, 2623 Main Street, Map 89 Lot 15
Roofing and Window Replacement
• The applicant, Cazeault and Sons was not at the meeting, but Brian Tanzer, the
homeowner was.
• Brian told the committee that he wanted to replace the three back windows with smaller
ones, from 5 feet to 4 so they wouldn't go all the way to the roof of the house. These
windows were going to be fixed windows on both sides of the slanted roof.
• Jim asked if the windows would have stud pockets with casing. He also asked what color
the roof was going to be. The applicant said that the roof would be either architectural
or grey to match the rest of the house which were the only two available options.
• George asked how old the house was. Brian informed the committee that the house built
in 1969 as a sales office for Brewster Green and that the lot was established in 1927as
part of the Highland Park Association.
• Jim asked if there were any abutters and there were none. Jim also noted that the
application did not include the windows, just the roofing. Apparently, there was an
oversight from the roofing company who sent the information on the windows but did
not state the replacement on the application.
• Jim checked with the committee to see if they would approve the project for the roof
only and adding an amendment for the windows after and all members agreed.
• Jim told the homeowner that he could apply for the amendment at the Town Hall since
they already had all the information they needed, but the legal notice did not include the
windows and the town had the obligation to follow the rules.
• After thinking about it for a moment, Jim decided that they needed a Certificate of
Exemption rather than an amendment since window replacements were eligible for it.
• Carol made a motion to approve as presented. George seconded and the committee
voted to approve as presented.
INFORMAL DISCUEPION

• December 19th, 2022
o The committee did not receive the meeting minutes so they couldn't vote on
them.

• Steven made a motion to adjourn. Carol seconded the motion; a vote was taken, and the
Committee voted unanimously to adjourn.
