Committee members present were Jim Trabulsie (Chairperson), Tom Turcketta, Steven Bergquist Carol Appleton and Patricia Bausch. George Carey was absent. The Chairperson, Jim Trabulsie determined a quorum. 1,Announcement • None SCHEDULED APPLICATIONS H-22-173 Catherine Hartly, 109 Stonehenge Drive, Map 67 Lot 12 Window Replacement • Members present and voting: Jim Trabulsie, Tom Turcketta, Steven Bergquist, Carol Appleton and Patricia Bausch. • Seth Grizey, Renewal by Anderson, represented the applicant at the meeting. • Jim Trabulsie confirmed there were 11 windows to replace. He questioned the screen porch and asked Mr. Grizey if any of the windows would be replaced. Mr. Grizey stated the patio door inside the porch leading into the house would be replaced and a window to the left would be replaced with a double casement window without grills. Both are on the back of the house. • Jim asked the Committee for comments. Carol stated that she drove by the property and could barely see the windows and she was fine with the request. Tom agreed and asked if the grills were interior or snap in. Mr. Grizey confirmed that they were wood interior grills but removable for easy cleaning. Tom expressed a concern that the grills could be removed and not put back. Mr. Grizey confirmed it was not the intention of the applicant to remove the grills permanently. Jim agreed that he was fine with it as long as the applicant agrees the grills remain in the windows. Three Committee members agreed that the grills should be laminated on the outside and removable on the inside for easy cleaning. Jim suggested Mr. Grizey agree to change the grills on the outside. Mr. Grizey stated he did not think the applicant would be opposed to having the grills on the outside as a stipulation. • Jim asked the Committee if they were comfortable with the suggestion. Tom agreed as long as it was in writing from the applicant. Jim suggested an amendment that the windows have fixed grills on the outside and removable on the inside. • Jim asked if there were any abutters on the line, there being none, Steven made a motion to accept the request with the amendment, Tom seconded the motion. Jessica confirmed the date. He asked the Committee if they had any comments on addressing the application or continuing it. • The Committee discussed whether the property was even in the Historic District and viewing Maps online verified it was not in the Historic District. • It was determined the Committee did not have jurisdiction on the property. H-22-212 Kevin Kura, 28 Canoe Pond Drive, Map 24 Lot 65 Solar • Members present and voting: Jim Trabulsie, Tom Turcketta, Steven Bergquist, Carol Appleton and Patricia Bausch. • Trinity Solar represented the applicant, informing the Committee the solar panels are all situated on the back of the house. • Jim Trabulsie informed the Committee that he drove by the property and installing solar panels on the back of the house will not be visible. The Committee agreed. • Jim asked if there were any abutters on the line, there being none, Tom made a motion to approve as presented. Carol seconded the motion. A vote was taken and H-22-212 was unanimously approved as presented. H-22-216 John Fazekas, 179 Swamp Road, Map 49 Lot 144 Deck Expansion • Members present and voting: Jim Trabulsie, Tom Turcketta, Steven Bergquist, Carol Appleton and Patricia Bausch. • Richard Kirchner represented the applicant. • Pat asked about the trench. Mr. Kirchner informed the Committee that the trench was done by Ponderosa with approval from Conservation to replace the current retaining wall. • Jim informed the Committee the back deck cannot be seen from the front. Mr. Kirchner informed the Committee the front deck is currently a 6x3 with 3 steps and it comes out from the house 6ft. The Committee discussed the decking/rail materials and agreed it would be an improvement from the current pressure treated wood. • Jim asked if there were any abutters on the line, there being none, Carol made a motion to approve as presented, Tom seconded the motion, a vote was taken and H-22-216 was unanimously approved. H-22-218 Greg Kasprzak, 35 Canoe Pond Drive, Map 24 Lot 47 Addition • Members present and voting: Jim Trabulsie, Tom Turcketta, Steven Bergquist, Carol Appleton and Patricia Bausch. • Scott Collum, Abacus Building represented the applicant. • Jim commented the application and plans for the addition presented were straight forwa rd. • Mr. Collum informed the Committee a garage addition is proposed that will replace the existing garage. He stepped through the changes proposed, using natural stone on the property and matching everything from the existing house. • The Committee discussed the proposed changes and Steven asked about the surround on the front window. Mr. Collum informed the Committee it was a bumped -out window 11 inches from the house to accommodate a window seat inside the house. Tom confirmed it was a boxed -bay window. Mr. Collum informed the Committee the trim will be larger than the current trim, which is required to box out the window. • Steven asked about the surround trim for the garage. Mr. Collum informed the Committee he intends to match the existing trim, if possible, but he may need to go larger. Tom suggested he match the surround trim on the boxed -bay window to provide a balance. Mr. Collum agreed. The finish of the surround trim will match the current trim which is white. • Jim asked if there were any abutters on the line, there being none, Carol made a motion to accept H-22-218 as amended with the trim on the garage matching the boxed -bay window. Tom seconded the motion, a vote was taken and H-22-218 was unanimously approved as amended. H-22-219 Gillian Mackenzie, 373 Stony Brook Road, Map 15 Lot 47 Restoration Members present and voting: Jim Trabulsie, Tom Turcketta, Steven Bergquist, Carol Appleton and Patricia Bausch. Trever Dash presented the applicant. He informed the Committee of the plan to replace the windows, the existing door, siding, and trim. Mr. Dash confirmed the building is a barn and not the main house. • The Committee questioned the slider. Mr. Dash informed the Committee it is a 6ft Pella slider with no grill. • Tom highlighted the issue of the sliding barn door and suggested it remain over the Pella slider. Steven agreed it would keep the integrity of the barn building. Mr. Dash will reach out to the homeowner to discuss. He stated as long as both doors are functional, he doesn't believe the homeowner will object. • Jim informed the Committee the main house is on the list of Brewster's historic houses, and it goes back to 1830. Tom stated it may be earlier, around 1800. • The Committee discussed the proposed windows. In the barn, the windows are two over two which is keeping with the time the barn was built. • Tom stated there was a permit that was approved for two over two windows, but the project stopped. He believes it went through HDC and was approved. He indicated he was fine with the two over two windows for the barn even though they do not match the main house because the barn was built at a later date and the structure is different from the main house. • Pat believes the current barn may be a replacement and not the original barn because typically the barn is built before the house. Tom disagreed and believed the barn was built around 1850 or 1860. • Jessica informed the Committee that an application was filed in December 2016 to connect the rear building to the house and repair the roof and chimney. Tom confirmed the barn building had two over two windows. • Jim asked the Committee for comments. Steven stated he agreed based on the history. • Tom made a motion to approve as amended with the sliding barn door. Pat seconded the motion; a vote was taken and H-22-219 was approved as amended. H-22-220 Michael & Corrine DeNucci, 0 Blueberry Pond Drive, Map 89 Lot 38 Single Family Dwelling • Members present and voting: Jim Trabulsie, Tom Turcketta, Steven Bergquist, Carol Appleton and Patricia Bausch. • Jim Hagerty, Reef Builders represented the applicants Michael and Corrine DeNucci also joining the meeting. • Mr. Hagerty informed the Committee they are proposing a single-family home on a vacant lot where half of the subdivision is in the district and the other half of the subdivision is not in the district. • The lot is challenging to develop due to the topology. Mr. Hagerty explained the two options for building on the lot. The first option is to use the low area in the front of the lot to build, which would be 40ft. off the street and much further forward by almost 60ft. than the other houses on the street. The second option would be to build into the hill which would be too high for a two-story dwelling. It is designed as a reverse walk out, a ranch with a walk out in the front. All living space is upstairs, and the bedrooms are downstairs. He stepped through the 3-D images on screen that were included in the meeting materials. • Tom expressed a concern with the roof over the front door and suggested a hip roof scaled down and more narrow, bringing the columns in. The applicants agreed with the change. • Jim questioned the outdoor shower, and Mr. Hagerty confirmed the outdoor shower will be behind the garage and the material will be composite. • The Committee asked about the arched windows on the left side of the dwelling because they do not seem to fit with the rest of the dwelling. Mr. Hagerty informed the Committee that in the neighborhood there are many dwellings with arched windows. • The applicant stated that the windows were very appealing from the inside of the home. The Committee agreed that the windows would not be visible from the street. • Steven expressed a concern regarding the forward -facing garage doors and Mr. Hagerty stated there are many forward -facing garage doors in the neighborhood. • Jim asked if there were any abutters on the line. There was one abutter on the line, Dave Dolloff, who resides south of the property. He expressed his primary concern was privacy and asks to retain as many trees as possible. • Tom made a motion to accept H-22-220 as amended with the hip roof on the front and narrowing up the hip roof, Carol seconded the motion, a vote was taken and H-22-220 was unanimously approved as amended. INFORMAL DISCUSSION Other Business • The Committee has previously been informed there will be an informal conversation about 724 Long Pond Road. Pat asked if there should be a site visit. Jim suggested a site visit be put on hold until the Committee finds out what is being proposed and then if they feel it is necessary it will be considered. • Jessica informed the Committee that originally an application was submitted to demolish the barn but because a demo and rebuild cannot be submitted on the same application, two separate applications need to be submitted. The applicant did not meet the deadline and therefore will not be heard at the next meeting.
