accepted by the owner of said subdivision, known and referred to as the plat of The Rivers
Edge Estates Subdivision, that all taxes have been paid, and that in all respects the
requirements of Chapter 445, RSMo, entitled "Plats" have been fully complied with by the
owner of said subdivision, and that in all respects the requirements of the Planning and
Zoning Commission of the City of Jefferson, Missouri, relating to plats and subdivisions '
