May 19, 1938 A special meeting was held today in the Council Room at Savannah Beach at 8'P.M. for the purpose of receiving the report of the Finance Committee, fixing salaries and so forth, providing for employing Life Guards, also to amend certain parts of the Budget for the year commencing May 1, 1938, adopted April 29, 1938, and for other purposes. The meeting was attended by Mayor McMillen, who presided, and Council- men Farrell, Haar,- May, Tant, Kreitzer and Mayer. A report of the Finance Committee was read and, after some discussion it was moved by Councilman Tant and seconded by Councilman Haar that it be adopted, except as to that portion relating to salary changes. The motion passed. Your Finance Committee, in conjunction with the Mayor, held a committee meeting for the purpose of going into the matter of setting up a financial budget for the fiscal year May 1, 1938 to April 30, 1939, and other matters, deemed wordy of their consideration. In as much as the preceeding council have already prepared and adopted a financial budget for the fiscal year beginning May 1, 1938 which in their opinion and belief, based upon their past experience is fully ample to cover the financial program for the term above mentioned: And, whereas, the present council is immediately faced with loss in revenue directly compared with prev1.ous.'.years, due to increase discount per cent in assessments against real estate and the payment of real estate taxes and with extraordinary expenses for public im- provements, such as repairs to boardwalk between Tybrisa Pavilion and the Brass Rail, correcting Beach Erosion, new Town Hall and Auditorium, new jail and other incidental improvements, not fully known at this time, the cost of which cannot be accurately or approximately estimated, and in order to guard against appropriating monies that will total beyond the Town's revenue for the fiscal year ending April 30, 1939, and it would become an added burden to make a short time loan or any borrow whatsoever to cover these added expenditmres: We believe, as a matter of sound financing and correct bus- iness policy, principae and economy that the budget adopted by the preceeding council, showing its total estimated receipts and disburse- ments, respectively of 338,539.48 be accepted and used as a budget by the present council. That there be no change in the figures as set forth in the above mentioned budget, except as follows: In as much as the present Mayor is a resident of Savannah Beach and intends to devote a portion of his time daily, as much time as is needed, in carrying out the duties of his office as Mayor, that the salary of the Mayor should be changed to 375.00 per month, 3900.00 per year. That the salary of the Town Clerk and Ex- officio Treasurer should be changed to "125.00 per month, 32100.00 per year. That the salary of the ;Superintendent of Public Works should be changed to 3150.00 per month, 31800.00 per should be an appropriation made for the motor that is gasoline and oils - to be used in the Work's automobile to the amount of 312.00 per carrying on the Town's business only. That the salary of the Sanitary Inspector and Mechanic be changed to 3140.00 per month, 31680.00 per year. That the salary of the Chief of Police be changed to 3140.00 per month, 31680.00 per year. That the salary of the Lieutenant of Police be changed to 3110.00 per month, 31320.00 per year. That the salary of the regular night police officer be Changed to $90.00 per month, 31080.00 per year. That no Town empltlyee shall have the use of any Town owned dwellings with the privilege of free rent. year. And that there fuel and lubrication - Superintendent of Public month, when used in In as much as there is a sufficient sum provided in the budget. And in order to safeguard the residents and visitors while bathing in the surf from accident or injury to body or health of whatever nature, and Whereas, there is a portion-of the beach which at times is premendtusly crowded by bathers without any life -guard pro- tection: We believe it is a good policy and approve the employment of one regular life -guard from June 16th to the closing of the present Summer season, which, in common practice, is Labor Day - September 5, 1938. He should be placed under the supervision of the Town Clerk. Should be able to furnish proper credentials &s to training and fitness for the position and should be provided with proper swimming suit, etc., designating his official position. Be should be required to patrol the beach from the North side of the Tyb risa Pavilion to the North side of 14th Street and should furnish regular assistance when practicable as far North on the beach line as Fresh Air Home. And be required to render his services anywhere along the beach in case of emergency. Salary to be $60.00: per month. Should it be deemed necessary to use another life -guard on Saturdays, Sundays, Wednesdays, holidays, or other occasions (Special) upon request of the Town Clerk, approved by the Mayor and, or member of committee having g.urisdiction, the services of another life -guard should be secured at a salary per diem based on the monthly salary of regular life -guard above mentioned. Councilman Fartell °moved that the salary of the Clerk aid 3x-officio- Treasurer for. the ensuing year be fixed at 32400.00 per annum, pay- able 3200.00 per month, he to maintain his automobile when used for Town work. Councilman Mayer seconded. Those voting "YES" Councilmen Mayer, Haar, May and Tant; "NO ", Councilman Kreitzer. Councilman Tant moved that the salary of the Superintendent of Public Works, Building and Plumbing Inspector be fixed at 31944.00 per annum, payable 3162.00 per month, the Town not to furnish him with or main- tain his automobile, or furnish a house, rent free. Councilman Ha4r seconded and motion passed unanimously. Councilman Tant moved that the salary of the Superintendent of Sani- tation and Drainage be fixed at 31680.00 per annum, payable 3140.00 per month, the Town not to furnish him with a house, rent free. 93 Councilman Mayer seconded and the motion passed unanimously. Councilman Tant moved that the salary of the Chief of Police and Ex- officio Tax Collector be fixed at $1800.00 per annum, payable :150.00 per month, the Town not to furnish him with a house, rent free. Council- man Mayer seconded. Councilmen May, Mayer, Haar and Tant voting "'YES" on the motion, Councilmen Kreitzer and Farrell voting "N0 ". The motion carried. Councilman Haar moved that the salary of the Lieutenant of Police be fixed at $1320.00 per annum, payable $110.00 per month, the Town not to furnish him with a house, rent free. Councilman Mayer seconded and the motion passed unanimously. Councilman Tant moved that the salary of the Motorcycle Officer be fixed at $1200.00 per annum, payable $100.00 per month, the Town not to furnish him with a house, rent free. Councilman Mayer seconded. Councilman May, Mayer, Tant, Farrell and Haar voting "YES" and Council- man Kreitzer noting "NO ", the motion carried. Councilman Haar moved that a regular Life Guard be employed at a salary of $60.00 per month from June 16th to Labor Day. Councilman Mayer seconded and the motion passed unanimously. Councilman Kreitzer moved that all salaries be made retroactive to May 1, 1938. Councilman Tant seconded and the motion passed unanimously. Councilman Haar moved that the rent to be charged for housea owned by the Town and used by employees be 315.00 per month, effective Mayl, 1938. Councilman May seconded and the motion passed unanimously. Councilman Mayer moved that, as it was necessary for the Town to have a typewriter to use for the Town work, that he be authorized to purchase a rebuilt typewriter for not over $40.00.' Councilman Haar seconded and Councilmen Tant, Farrell, Haar, May and Mayer voting "YES"..and Councilman Kreitzer voting "NO" the motion carried. Councilman May informed Council that J. A. Taylor had stated that he was endeavoring to get a bondsman so that he could sell whiskey, and just as soon as he did he would pay the Town for its license. The opinion of Council was that Mr. Taylor would have to stop selling whiskey until he took out his license. There being no further business Council adjourned aubject to the call of the Mayor.
