UNLESS THE OWNERS OF AFFECTED PROPERTY HAVE REQUESTED VOLUNTARY

<. BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, "'
AS FOLLOWS: ; 'f
Section 1. No City funds shall be used directly or indirectly to assist in any
development outside the corporate limits unless prior to the expenditure of such funds the i;, ,
;; owners of such property have requested voluntary annexation as evidenced by the filing
of an appropriate petition or agreement with the City Clerk.
Section 2. The prohibition set out in Section 1 shall not prevent the expenditure of °
City funds outside the corporate limits on City property or projects, nor shall it prevent the
City Council from entering into development agreements on terms it establishes in a ;:
t° individual transactions, provided such agreements area proved by ordinance.

Section 3. This ordinance shall be in full force and effect from and after its
