BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS

Section 1. Section 29-1 (Definitions and abbreviations) of the Code of the City of `? ,j

the POTW Treatment Plant to exceed 104T.

The City reserves the option to administer fees to recover the costs for

E. Wastewater contribution permits are issued to a specific user for a specific
operation. A wastewater contribution permit shall not be reassigned or transferred or sold
to a new owner, new user, different premises, or a new or changed operation without the ,
approval of the director of public works.

A. If additional pretreatment and/or operation and maintenance techniques will be required
to meet discharge limitations as prescribed by the director of public works,state or federal laws,they

r< E. Hazardous Waste (Discharge Notification. The industrial user shall notify the
POTW,the EPA Regional Waste Management Division Director,and the State of
Missouri hazardous waste authorities in writing of any discharge into the POTW of
si a substance,which if otherwise disposed of, would be a hazardous waste under 40
` CFR part 261. Such notification must include the name of the hazardous waste as x3f
set forth in 40 CFR part 261, the EPA hazardous waste number and the type of
� discharge(continuous,batch or other). If the Industrial User discharges more than
?� 100 kilograms of such waste per calendar month to the POTW,the notification shall
also contain the following information to the extent such information is known and
readily available to the Industrial User: an identification of the hazardous
constituents contained in the wastes,an estimation of the mass and concentration of
i such constituents in the wastestream discharged during that calendar month and an '`'`

estimation of the mass of constituents in the wastestream expected to be discharged
during the following twelve months. Any notification under this paragraph need be r '

Section 29-110. Show Cause Hearing

Section 29-111. Compliance Order
When the Public Works Director finds that an industrial user has violated or
continues to violate this Chapter or a permit or order issued thereunder, he may issue an
order to the industrial user responsible for the discharge directing that,following a specified ffMY'
t time period,sewer service shall be discontinued unless adequate treatment facilities,devices, f .
or other related appurtenances have been installed and are properly operated,Orders may
also contain such other requirements as might be reasonably necessary and appropriate to

Whenever an industrial user has violated or continues to violate tite provisions ofthis

A. A bypass of the treatment system Is prohibited unless all of the following

1. The bypass was unavoidable to prevent loss of life,personal injury,
N1. or severe property damage;
2. There was no feasible alternative to the bypass,including the use of
auxiliary treatment or retention of the wastewater and
3. The industrial user properly notified the Public Works Director as
described in paragraph (B) below. Cyp
B. Industrial users must provide immediate notice to the Public Works Director
upon discovery of an unanticipated bypass. If necessary, the Public Works

Director may require the industrial user to submit a written report explaining

the cause(s),nature,and duration of the bypass,and the steps being taken tof N

C. An industrial user may allow a bypass to occur which does not cause
pretreatment standards or requirements to be violated, but only if it is for
essential maintenance to ensure efficient operation of the treatment system.
Industrial users anticipating a bypass must submit notice to the Public Works
Director at least 10 days in advance. The Pubiic Works Director may only
approve the anticipated bypass if the circumstances satisfy those set forth in
paragraph(A)above. J!
