HomeMy Public PortalAbout08-27-20 councilAUGUST 27, 2020 Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, August 27, 2020, remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk, Robert J. Bergen, Esq., Law Director and the operator. SILENT PRAYER The meeting was opened with a moment of silent prayer and the PLEDGE OF Pledge of Allegiance led by Councilmember Krum. ALLEGIANCE The 2020 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board on December 31, 2019. MEETING NOTICE Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to the Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on August 25, 2020. Notice was published in the Home News Tribune on August 27, 2020. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Krum and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of August MINUTES 6, 2020 were approved as transcribed and engrossed by the Clerk. AUGUST" 27, 2020 (continued) ORDINANCE #20 -15 The Clerk stated that Ordinance #20 -15 was introduced and adopted CAPPTAL on First Reading on July 23, 2020. It was duly published in the Star IMPROVEMENT Ledger on July 30, 2020, with notice that it will be considered for final ORDINANCE passage after Public Hearing to be held on August 27, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Krum and Naples and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Krum and DiMascio ORDINANCE #20 -15 "BOND ORDINANCE PROVIDING FOR THE ACQUISITION OF PROPERTY IN AND BY THE BOROUGH OF CARTERET, APPROPRIATING $4,100,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,895,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMaseio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: September 2, 2020 AUGUST 27, 2020 (continued) A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS/ Council and upon MMS &C, by Councilmembers Krum and Naples AGENDA ITEMS and unanimous affirmative vote of the full membership present, the & NEW BUSINESS meeting was opened for public input on all Resohrtions /Agenda items and new business. There being no continents or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present, the meeting was closed. RESOLUTIONS: 1. #20 -126 Directing the Issuance of Various Raffle Licenses. 2. #20 -127 Awarding Bid for the Rehabilitation of the Bergen Street Pump Station. 3. #20 -128 Adopting Borough Procedures for Federal Aid Highway Projects. 4. #20 -129 Authorizing the Issuance of a Taxicab Owner's License, Adalberto Visciglia, Express Taxi, LLC. 5. #20 -130 Refired of Tax and /or Sewer Fee Overpayments. 6. 420 -131 Professional Services — Thomas Jardim, Esq., Re: Planning Board Matters. 7. 420 -132 Approving Change Order #6 & Final, Noe Street Park Improvements. 8. #20 -133 Appointing School Traffic Guards for the 2020 -2021 School Season. 9. #20 -134 Refired of Tax and /or Sewer Fee Overpayments. Mayor Reiman asked for a motion on the Consent Agenda. PUBLIC PORTION CLOSED RESOLUTIONS CONSENT AGENDA Resolutions #20 -126 through #20 -134 were introduced by Mayor Reiman and referred to the Council for action. AUGUST 27, 2020 (continued) Upon MMS &C, by Councilmembers Diaz and Krum RESOLUTION #20 -126 RESOLUTION #20 -126 ST. DEMETRIUS RAFFLE "DIRECTING THE ISSUANCE OF A RAFFLE LICENSE TO ST. DEMETRIUS UKRAINIAN ORTHODOX CATHEDRAL" RESOLUTION #20 -127 RESOLUTION #20 -127 AWARD OF BID "AWARDING BID FOR THE REHABILITATION BERGEN ST. PUMP OF BERGEN STREET PUMP STATION" STATION RESOLUTION #20 -128 RESOLUTION #20 -128 PROCEDURES FOR FEDERAL AID "RESOLUTION TO ADOPT BOROUGH PROCEDURE HIGHWAY PROJECTS FOR ADMINISTRATION AND INSPECTION OF FEDERAL AID HIGHWAY PROJECTS" Mayor Reiman said this is for procedures with regard to ferry money and other federal highway and NJDOT money coming in. RESOLUTION #20 -129 RESOLUTION #20 -129 TAXICAB LICENSE "AUTHORIZING THE ISSUANCE OF A TAXICAB OWNER'S LICENSE TO ADALBERTO VISCIGLIA FOR THE 2020 -2021 TERM" RESOLUTION #20 -130 RESOLUTION #20 -130 REFUND OF TAX "AUTHORIZING REFUND OF TAX SEWER FEES AND /OR SEWER FEES OVERPAYMENT" 11 AUGUST 12, 2020 (continued) RESOLUTION #20 -131 RESOLUTION #29 -131 PROFESSIONAL "APPROVING PROFESSIONAL SERVICES CONTRACT LEGAL SERVICES THOMAS JARDIM, ESQ." Mayor Reiman said Thomas Jardim is the Borough's Planning and Zoning attorney; this is in regard to litigation from an applicant that was denied. RESOLUTION #20 -132 RESOLUTION #20 -132 CHANGE ORDER #6, "APPROVING CHANGE ORDER #6 & FINAL NOE ST. PARK AND PAYMENT CERTIFICATE #6 & FINAL NOE STREET PARK IMPROVEMENTS" RESOLUTION #20 -133 RESOLUTION #20 -133 APPOINTING 2020 - "APPOINTING SCI -IOOL TRAFFIC GUARDS 2021 SCHOOL FOR THE 2020 -2021 SCHOOL SEASON" 'TRAFFIC GUARDS RESOLUTION #20 -134 RESOLUTION #20 -134 "AUTHORIZING REFUND OF TAX REFUND OF TAX AND /OR SEWER FEES OVERPAYMENT" SEWER FEES were Adopted. Upon individual Roll Call Vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. 5 AUGUST 27, 2020 (continued) PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krim and Naples voted in the affirmative. REPORTS Reports: 1. Board of Health— July 2020 2. Inspection of Buildings — July 2020 Upon MMS &C, by Councilmembers Diaz and DiMascio, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file.
