Declaration of a Quorum: A quorum was present and all members were participating in person. Meeting Participation Statement: Mr. Gallagher read the following meeting participation statement: Pursuant to Chapter 107 of the Acts of 2022, this meeting will be conducted in person and via remote means, in accordance with applicable law. This means that members of the public body may access this meeting in person, or via virtual means. In person attendance will be at the meeting location listed above, and it is possible that any or all members of the public body may attend remotely. No in-person attendance of members of the public will be permitted, and public participation in any public hearing conducted during this meeting shall be by remote means only. Mr. Gallagher was monitoring the public comment/question email address and confirmed that no questions or comments had been received. Report of the Deputy Assessor: Motor Vehicle and Boat Excise bills come due February 27, 2023. Annual inspections of building permit activity began on February 17, 2023. These will be performed by an appraiser with PK Valuations, he will be driving a 2018 Red Hyundai Elantra MA Plate ID #3DVP31. Review and approve Regular Session Meeting Minutes: November 9, 2022; January 11, 2023; February 15, 2023: Ms. Barker made the motion to accept the Regular Session Meeting Minutes for November 9, 2022, January 11, 2023, and February 15, 2023 noting that the February 15, 2023 meeting was cancelled. Mr. Hayes seconds the motion. Roll call vote: Hayes - aye; Barker- aye; motion approved unanimously. Uncollectible Motor Vehicle Excise Abatements: Mr. Gallagher presented a list of 69 delinquent motor vehicle excise bills from FY2010, deemed uncollectible by the Collector/Treasurer, and recommended abating them in full to clear the levy. Mr. Hayes made WWW.BREWSTER-MA.GOV the motion to abate the total tax amount of $4,425.85. Ms. Barker seconded the motion. Roll call vote: Hayes- aye; Barker- aye; motion approved unanimously. Uncollectible Personal Property Tax Abatements: Mr. Gallagher presented a list of 16 personal property bills from FY2020, FY2021 and FY2022 that have been deemed uncollectible by the Collector/Treasurer. Mr. Gallagher recommended abating these in full. Mr. Hayes made the motion to abate the total tax amount of $358.15. Ms. Barker seconded the motion. Roll call vote: Hayes- aye; Barker- aye; motion approved unanimously. Board of Assessors Annual Town Report Review: Mr. Gallagher presented the draft Annual Report for review. Update to meeting participation format: Mr. Gallagher advised the Board that beginning March 1, 2023 the meeting participation format was changing. An in person quorum will be required and in person public participation will be allowed. Matters Not Reasonably Anticipated by the Chair: None at this time. Next Meeting: The next Board of Assessors meeting will be April 26, 2023 Executive Session (To comply with or act under the authority of any general or special law or federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B): At 4:52pm Hr. Hayes moved to enter Executive Session for the reasons noted above, not to return to regular session. Ms. Barker seconded the motion.
