ADJOURNMENT Next Regular Meeting is scheduled for October 20, 2016 Personnel Board Agenda August 18, 2016 Page 3 of 5 CITY OF LYNWOOD REGULAR MEETING OF THE PERSONNEL BOARD AUGUST 18, 2016 The regular meeting of the Personnel Board of the City of Lynwood was held on Thursday, August 18, 2016 at 5:00 p.m. in the City of Lynwood Council Chambers, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER The meeting was called to order at 5:08 p.m. by Chairperson Bradley. Roll call was taken by Haydee Sainz, Director of Human Resources and Risk Management. Commissioner Attendance: Present — Esparza, Robinson, and Bradley Absent — Hardie Excused — Battle Staff: Present — Haydee Sainz and Yolanda Delgadillo Absent — None PLEDGE OF ALLEGIANCE Led by Chairperson Bradley. INVOCATION Chairperson Bradley called for a second of silence. APPROVAL OF MINUTES The motion was made by Board Member Esparza and seconded by Board Member Robinson to approve the minutes of the May 19, 2016 regular Board Meeting. All in favor, motion carried. PUBLIC ORAL COMMUNICATIONS - None NON - AGENDA PUBLIC ORAL COMMUNCIATION — None PERSONNEL BORAD ORAL AND WRITTEN COMMUNICATIONS - None NEW /OLD BUSINESS Chairperson Bradley nominated Vice -Chair Battle for Chairperson as she is next in the rotation. Board Member Esparza seconded. All in favor, motion carried. Personnel Board Agenda August 18, 2016 Page 4 of 5 Chairperson Bradley nominated Esparza for Vice - Chair. Board Member Robinson requested to keep the ration procedure. Therefore the next person in the rotation would be him. Chairperson Bradley withdrew her nomination. Chairperson Bradley nominated Board Member Robinson for Vice -Chair and Board Member Esparza seconded. All in favor, motion carried. Mrs. Sainz distributed a copy of the revised job specification for the Water Service /Wastewater Worker and provided the Board with some background on the final outcome. She noted that the union and the City had been going back and forth until they finally reached an agreement. She also stated that all the areas that should have been included are now in the new job specification. The union negotiated a retro pay to January 1, 2016 with a 5% increase and the requirement of class `B" license for three positions and the other two positions of the series only require a class «C„ Chairperson Bradley inquired if employees were going to have to compete. Ms. Sainz indicated that there will not be any recruitments. The employees would be reclassified. Board Member Esparza made the motion to approve the revised job specification for the position of Water Service /Wastewater Worker I and seconded by Board Member Robinson. All in favor, motion carried. Mrs. Sainz distributed a copy of the Water Service /Wastewater Worker II job specification to the Board. Board Member Esparza made the motion to approve the revised job specification for the position of Water Service/Wastewater Worker II and Board Member Robinson seconded. All in favor, motion carried. Mrs. Sainz distributed a copy of the Water Service /Wastewater Worker III job specification to the Board. Board Member Esparza made the motion to approve the revised job specification for the position of Water Service /Wastewater Worker III and Board Member Robinson seconded. All in favor, motion carried. Mrs. Sainz distributed a copy of the Senior Water Service /Wastewater Worker job specification to the Board. She also stated that there are nine position in total for the Water Division. The senior position requires a class `B" license because this particular person will be driving the big truck. Board Member Esparza made the motion to approve the revised job specification for the position of Senior Water Service /Wastewater Worker and Board Member Robinson seconded. All in favor, motion carried. Mrs. Sainz distributed a copy of the Water Service /Wastewater Lead Worker job specification to the Board. Personnel Board Agenda August 18, 2016 Page 5 of 5 Board Member Esparza made the motion to approve the revised job specification for the position of Water Service /Wastewater Lead Worker and Board Member Robinson seconded. All in favor, motion carried. Mrs. Sainz informed the Board that during the 2017 budget adopted, the organizational charts were revised and there was the elimination of the full time Development Serviced Director. Such position was part of the Classified Civil Service and part of the Management Group. Mrs. Sainz stated that during the reorganization, Council also determined that there was a need to place all the enforcement within the same department. A new job description for the Director of Development, Compliance and Enforcement was created. Such position is at -will and the salary will be on qualifications. ITEMS TO BE AGENDIZED - None ADJOURNMENT Board Member Robinson made the motion to adjourn and Board Member Esparza seconded. The meeting adjourned at 5:58 p.m. All in favor, motion carried.
