Savannah Beach, Tybee Island,
June 6th, 1938.
A special meeting of Council was held to -day in the Council chamber
at 8;00 p.m. and was-attended by-Mayor McMillan, who presided, and
Councilmen Kreitzer, Farrell, Haar, Mayer, May and Tant.
The minutes of the meetings of May 5th, 19th and 26th were read
and on motion of Councilman Kreitzer, seconded by Counci1an, that
they be adopted, was passed.
The Mayor called attention to the delinquent licenses and suggested
that an effort be made to collect them. Councilman Tant modced that
the Finance and License Committee be authorized to collect What
they can on back licenses, and on merchandise vending machines,
to allow a reduction of50% on the 1937 licenses, this was seconded
by Councilman Mayer. All voting "yes" except Councilman Kreitzer
who did not vote.
Thee was some discussion relative to the closing hour for bus-
iness places but no action-was-taken.
Councilman Mayer moved that delinquent taxpayers be required to
pay their back taxes by August 1st or have executions issued
against them and that a form letter be sent to them by the Clerk
notifying them of this action, Councilman Farrell seconded, and
the motion passed unanamously.
The Mayor stated that the Town could get a Town Hall costbng about
8000.00 through WPA funds if the Town would agree to put up
about 1) 2500.00 as its share. Councilman Mayer moved that the
Mayor be authorized to have plans and specifications drawn up
showing costs, ect., of suitable building to used as a Town Hall,
Councilman Pant seconded and the motion passed unanamously.
Mrs. Fanny Blumberg petitoned for allowance of discount on 1937
taxes. Councilman Mayer moved that,she be allowed 10 %, Councilman
Tant seconded and the motion passed unanamously.
Councilman Haar moved that the time for Allowing the;discounts
on 1938 taxes be extended to August 1st, 1938, this was seconded
Councilman Farrell and the motion passed unanamously.
Councilman Haar moved that a lighter lad of oyster shells be
purchased at not over .4% per bushel,,f.o.b. Savannah Beach,
Coucilman Mayer seconded and the motion passed unanamously.
Councilman Haar moved that the Town office, now located in
Savannah, be moved to the island at once, with all of the records
of the Town, also that the material necessary to recondition the
room in Hotel Tybee,to be used by the Library be purchased by
the Town, Councilman Mayer seconded. The motion passed, all voting
"yes ", except Councilman Kreitzer who did not vote.
Councilman Haar moved that the following Ordinance be adopted,
Councilan Tant seconded and the motion passed;
AN ORDINANCE.
AN ORDINANCE TO ArRrn THAT CERTAIN ORDINANCE ENTITLED " An ordinance
to adopt the BAts't p 'nr 2the fiscal year commencing May 1, 1938, as
prepared and submitted by the Finance Committee of the Mayor and
Councilmen of Zavanah Beach, Tybee Island, Georgia, and for other
purposes, " Passed by Council, April 29, 1938, and adopted May
19. 1938, by striking from said ordinance under the heading
" Anticipated Disbursements ", the following: Mayor's salary,
600.00, Clerk and Treasurer's salary, 2400.00, Public works
superinterdant's salary $ 1944.00; Sanitary Inspecto 'and Mechan-
ic_'s-aaiary ` 1200.00; Police Dept, Chief of Police salary, $ 1500.00,
Lieut of Police salary, $ 1200.00; One motorcycle police, salary,
300.00 and inserting in lieu thereof, the following, " Mayor's
salary ► 900.00 per annum, payable 75.00 per month; Clerk of
Council and ex- officio Treasurer's salary 3 2400.00 per annum,
payable $ 200.00 per month. Public Works Department, Supt's salary,
1944.00 per annum, payable 162.00 per month, town not to furnish
him his automobile or house, rent free; Sanitary Dep't, Sanitary
Inspector and Mechanic salary, 3 1680.00 per annum, payable $ 140.00
per month, town not to furnish him house, rent free; Police Dep't,
Chief of Police salary, 1800.00 per annum, payable :$ 150.00 per
month, town not furnish him house, rent free; Lieut of Police
salary 3 1320.00 per annum, payable $ 110.00 per month, town not
to furnish him house, rent free; onemototcycle police salary,
$ 1200.00 per annum, payable 100.00 per month, town no to
gurnish him house, rent free", and for other purposs.
SECTION 1 Be it enacted by the Mayor and Councilmen of the Town
of Savanah Beach, Tybee bland, Georgia, and it is hereby enacted
by the authority aforeeaid::_that that certain Ordinance entitled,
" An Ordinance to adopt the budget for the fiscal year commencing
May 1, 1938 as prepared and submitted by the Finance Committee of
the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia,
and for other purposes ", passed by council, April 29, 1938, and
adopted May 19, 1938, be and the same is hereby amended as follows:
By striking from said Ordinance the following under heading " An-
ticipated disbursements ", Mayor's salary $ 600.00 and inserting
in lieu thereof Mayor's salary, 900.00 per annum, payable 4$ 75.00
per month,; by striking therefrom under Public Works, the Supt's
salary 1944.00 per annum, payable $ 162.00 per month, town not
to furnish him with or maintain his automobile, or house, rent free,
by striking therefrom under Sanitary Inspector's and Mechanic's
salary, $ 1200.00 and inserting in lieu thereof Su 't of Sanitation
and Drainage salary, 1680.00 per annum, payable 140.00 per
month, town not to furnish ham house, rent free; by striking
therefrom under head of Police Dep't, motorcycle police salary,
300.00 and inserting in lieu thereof, motorcycle police and
night officer, salary $ 1200.00'per annum, payable $ 100.00 per
month, town not to furnish him house, rent free; by striking
therefrom Chief of police and ex- officio Tax Collector salary,
$ 1500.00 andinserting in lieu thereof Chief of Police and ex-
officio Tax Collector salary, 1800.00 per a num, payable 150.00
per month, town not to furnish him with house, rent free; by
striking therefrom Lieut of Police salary, $ 1200.00 per annum, and
inserting in lieu thereof, Lieut of Police salary $ 1320.00 per
annum, payable $. 110.00 per month, town not to furnish him house,
rent free
SECTION 2 Be it further enacted-Thy the authority aforesaid that
all ordinances or parts of ordinances in conflict with this ordinance
be and the same are hereby repealed.

ordinance to provide for certain traffic regulations to be observed
upon the streets inSavannah Beach,Tybee Island, and for other pur-
poses, " adopted, June 17 1932, by striking the words " between °
the hours of three (3) O'clock p.m. and five (5) o'clock p.m.
eastern standard time, Wednesdays, Saturdays, Sundays and / or
holidays.
SECTION 1 Be it enacted by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island and it is hereby dnacted by
the authority aforesaid that that ordinance en titled, " An ordinance
to provide for certain traffic regulations to be observed upon the
streets of Savannah Beach, Tybee Island, and gor other purposes",
adopted by Council, June 17, 1932 be and the same is hereby amended
by striking from said ordinance the words, " betkees the hours of
three (3) O'clock p.m. and five (5) o'clock p.m. eastern standard
time, on Wednesdays, Saturdays, Sundays and /or holidays.
Section 2 Be it further enacted by

the Council Qammber, and was attended by Mayor McMillan, who
presided, and Councilmen Tant, Kreitzer, Farrell, Haar, Mayer,
Town Attorney Dutton and A.F.Solms.
The meeting was called for the purpose of acting on ;
discussing ways and means for providing beach protection.

Mr. Solms discussing the bad condition of the beach from 16th street
south, suggested that old autos be used to build jetties, stated
that he would willing to subscribe to fund to provide for beach
protection, requested that a groyne be put in between 16th & 17th
streets at once. Mr. Solms excused. After some discussion it
wasagreed that a mass meeting would be called Thursday night at
8:00 p.m. on Tybrisa pavilion to discuss ways and means for pro-
viding beach protection.
