AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION 8-3
OF CHAPTER 8 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING
! TO AMENDMENTS TO THE NATIONAL ELECTRICAL CODE 1996, AND AMENDING
SECTION 8-5 OF CHAPTER 8 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI
PERTAINING TO AMENDMENTS TO THE BOCA NATIONAL PLUMBING CODE 1997, �
RELATING TO THE REQUIREMENT FOR LICENSES FOR ELECTRICAL WORK AND �
PLUMBING WORK PERFORMED WITHIN THE CITY OF JEFFERSON. �
I WHEREAS, the Council of the City of Jefferson, Missouri, has determined that exempting
certain electrical and plumbing work from any licensing requirement would cause no
significant adverse effect on the health and welfare of the residents of Jefferson City.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
' FOLLOWS:
Section 1.. Section 8-3 (Amendments to National Electrical Code 1996) of Chapter 8
j (Buildings and Building Regulations)of the Code of the City of Jefferson, Missouri, is hereby
amended by adding a new subparagraph 1, regarding exemptions, as follows:
- H. Licenses No person,firm or corporation shall engage in the business ofelectrical work
in the City of Jefferson unless licensed as an electrical contractor. Each person, firm or corporation
engaged in the business of electrical work shall be or have in its employ at least one(1)journeyman
electrician. The business of electrical work shall mean the supplying of labor and materials for the
installation, alteration or repair of electrical systems. No person, firm or corporation shall cause any
electrical work to be done, altered or repaired by an apprentice electrician unless the apprentice
electrician works directly under the supervision of a licensed journeyman electrician. An Apprentice
Electrician Certificate shall authorize the grantee to perform electrical work only when under the
immediate supervision of a journeyman electrician holding an unsuspended license. The ratio of j
apprentices to journeyman while on the job shall not exceed one(1)apprentice to one(1)journeyman.
r 1. Exemptions: No license or permit is required for the performance of the
following electrical worst:
a) Receptacle replacement(I 10 volt only).
b) Single pole switch replacement
C) Garbage disposals(plug in only) f
d) Light fixtures(110 volt only) j
e) Ceiling fan replacement { 5-
f) Furnace motor replacement
a g) Water heating element(electrical)replacement .
h) Smoke detector replacement
1) Stove element replacement

is hereby amended by adding a new subparagraph 1 to subsection 109.2.3, regarding

exemptions, as follows:
109.2.3 Licenses: No person, firm or corporation shall install, repair, alter, or extend any plumbing
system within the City of Jefferson unless licensed as required in this ordinance. Plumbing System
includes the water supply and distribution pipes;plumbing fixtures and traps;soil,waste and vent pipes,
and sanitary and storm sewer and building drains;in addition to their respective connections,devices and
r appurtenances within a structure or premises and their extension to the purveyors or other water supply
and the connection there to a point of disposal.
1. Exemptions: No license or permit is required for the performance of the j
