R-45 ("URBAN RENEWAL PLAN (AMENDED 1997)") t'd BE IT ORDAINED BY 'THE CITY COUNCIL OF THE CITE'OF JEFFERSON, MISSOURI, AS FOLLOWS: }, SECTION 1. The City Council hereby makes the following findings: d f a. An Amendment to the Urban Renewal Plan (Amended - 1997) has been ;y # approved by the governing body of the Local Public Agency, as evidenced by a copy of said body's duly certified resolution approving the Amendment to the Urban Renewal Plan, 1 which is attached hereto. t b. The Housing Authority has declared this to be a minor, rather than a major, Y change of the Plan. The proposed modifications will not substantially change the Plan as ti previously approved by the City Council. 3 c. It is necessary for the City council to take appropriate official action respecting any amendment to the Urban Renewal Plan in conformity with the Urban Renewal Plan itself ' and applicable laws. d..The objectives of the Amendment to the Urban Renewal Plan cannot be achieved through more extensive rehabilitation of the project area. 1 Amendment to the Urban Renewal Plan for the project area is feasible and i r e. The p 1 conforms with the general plan for the development of the community as a whole. f. The Amendment will further promote the public welfare and the proper' development of the community by making certain areas available for disposition for public use in accordance with the Amendment. 5V f, t SECTION 2. The Amendment to the Urban Renewal Plan, having been duly # ¢` reviewed and considered, is.hereby approved, and the City Clerk is hereby directed to file said copy of the Amendment to the Urban Renewal Plan with the minutes of this meeting. �. s s. Y" is p SECTION& In order to implement and facilitate the effectuation of the Amendment %!'t„ ' t to the Urban Renewal Plan hereby.approved, it is found and determined that certain,official ' action may be necessary to be taken by this Body with reference, among other things, to the disposition of property for public use and accordingly, this Body hereby (a) pledges ;f AF .. 4 a c t � ♦f i its cooperation in helping to carry out the Amendment to the Urban Renewal Plan; b requests the various officials, departments; boards, and agencies of the Locality having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the Amendment to the Urban Renewal Plan; and (c) stands ready to consider and take appropriate action '! upon proposals and measures designed to effectuate the Amendment to the Urban Renewal Plan. SECTION 4. This proposed amendment to the Plan is undertaken in order to designate for public use. It would also t designate for public use Parcel C-5, which is currently under contract for sale to the State of Missouri. Please be advised of the following: 7 , 1. Most of the costs of acquisition and preparation for redevelopment or urban renewal within the project area has already been paid. i' ' 2. Most of the activities in the project area have already been financed. Remaining projects .; , would be financed in part by proceeds from the sale of land, in part by other available means r Of community redevelopment(such as tax increment financing), and perhaps in part by grants or other assistance from other governmental entities. s t 3. Most of the relocation of£families to be displaced from the urban renewal project area 11 1 ahvady occurred. The few remaining families to be relocated if their properties are acquired ' by the housing Authority or some other public entity would be relocated in the same manner . as those who have preceded them,following federal,and state guidelines on such relocations. There should be no difficulty in accomplishing those relocations, not only because they would x � be few ire ntunber but also because of the availability of alternative housing units in;the City. 4.: Since the,amendment to the amended plan has.no distinct phases, no schedule indicating estimated length of time for completion of different phases can be provided. RESOLUTION APPROVING AMENDED URBAN RENEWAL PLAN IN PROGRESS f URBAN RENEWAL PROJECT MO. R45 WHEREAS, due to changes in the intended disposition of certain property owned by the Housing Authority of the City of Jefferson, several modifications have been proposed to the Urban Renewal PIan(Amended - 1997); and WHEREAS, the Authority has considered and determined that the proposed land uses and building requirements in the project area are designed with the general purpose of accomplishing, in conformance with the general plan, a coordinated, adjusted and harmonious development of the community and its environs which,in accordance with present and future needs, will promote health, safety, morals, order, convenience, prosperity and the general welfare, as well as efficiency and economy in the process of development;including,among other things, adequate provision f(.-,r traffic, vehicular parking,the promotion of safety from fire, panic and other dangers, adequate provision for E light and air, the promotion of the healthful and convenient distribution of the population, the ',: provision of adequate transportation, water, sewage and other public utilities, schools, parks, recreational and community facilities and other public requirements, the promotion of sound design and arrangement, the wise and efficient expenditure of public funds, the prevention of the recurrence of insanitary or unsafe dwelling accomodations, or insanitary areas, or conditions of blight or deterioration, and the provision of adequate, safe and sanitary dwelling accomodations; and i WHEREAS, the amended plan, as revised, is considered to be in the best interest of this Authority and the City of Jefferson. d f Commissioners of the Housing NOW,THEREFORE, BE IT RESOLVED by the Boar o g � lAuthority of the City of Jefferson, Nlissouri, as follows: 1.
