Mi ' SILL NO. 98�-152 PASSED AS AMENDED � x SPONSORED BY COUNCILMAN NILOES ORDINANCE NO. 12876 t f AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING xjP SECTIONS 8••5 and 8-7 OF THE PERSONNEL POLICY FOR THE MUNICIPAL SERVICE OF JEFFERSON CITY, MISSOURI, AS ENACTED BY ORDINANCE 12557. 1; BE IT ENACTED BY THE COUNCIL OF THE CITY OF ,JEFFERSON, MISSOURI, AS FOLLOWS: ' Section 1. Section 8-5 of the Personnel Policy Manual for the municipal F service of ,Jefferson City, Missouri, as enacted by Ordinance 12557, is hereby ` amended to read as follows: y . y: Section 8-5.Total remuneration. r� (a) Any salary rate established for an employee shall be the total remuneration for the ' employee,not including reimbursement for official travel, additional compensation for ? � special.assignments under Section 8-7(a), or other authorized allowances. Except as Y f othe►-wise provided in this article,no employee shall receive pay from the City in addition c to the salary authorized under the schedules provided in the pay plan for services rendered by him,either in the discharge of his ordinary duties or any additional duties which may be 2 imposed upon him or which he may undertake or volunteer to perform. f; (b) In any case in which part of the compensation for services in a City position exclusive ofovertime services,is paid by another department,division,or an outside agency such as the coon state,or the'federal government,or from a different fund or account,an �, J Y such payments shall be deducted from the compensation of the employee concerned,to the end that the total compensation paid to any employee from all sources combined for any f: period,shall not exceed the amount payable at the rate prescribed for the class of position to which the employee is certified and assigned. f ;4 Section I Section 8-7 of the Personnel Policy Manual for the municipal l service of Jefferson City, Missouri, as enacted by Ordinance 12557, is hereby amended by the addition of a new paragraph (a), and renumbering consecutive ; ra ara hs accordingly, to read as follows. P, 9 P �t Section 8-7.Special assignments. (a) Vital uroiect. Employees assigned to projects of a time sensitive non- P f{ recurring nature vital to the continued operation of City government or a.critical 4�w function of its operation may be allowed additional compensation in recognition of the i e extra tlme and effort involved with the project. The provision of additional compensation under this section shall not be available for the.benefit of the city 3 ° administrator or department directors. F Additional compensation shall be determined by the appointing authority and shall be a product of distribution of estimated net worth or savings of the project's end result to the City divided among the key employees assigned. in determining the appropriate level of compensation for any individual assigned to a project, consideration shall be given to the time requirements and constraints, creativity, r importance to the overall mission of the City,effort required,and the critical nature of the project. The appointing authority may appoint additional team members whose time and effort are not significantly impacted without providing additional compensation. Any additional compensation paid in accordance with this provision { shall be limited to 30% of the employees annual base salary. The duration of compensation for any vital project shall not exceed 18 months. Merit or other pay increases awarded during the period of time an employee r s, is receiving special assignment pay shall be calculated on rate of pay net of special assignment pay. The City Administrator shall advise the City Council at least two weeks prior t n r( to the formation of a vital projects committee. r ,4. (b)Undercover work. Employees assigned to undercover work which causes the 'f individual to mock employment with an organization other than the City of Jefferson shall r r � reimburse the city for any earnings in excess of earnings provided by the City. } Section 3. This ordinance shall be in full force and effect from and after the date of its passage and approval. ! .
