( WITNESSETH: . WHEREAS, the parties previously entered into a 5309 Capital Assistance Grant Agreement (hereinafter referred to as the "Agreement"). This Agreement- provided financial assistance to the Grantee for providing transportation services In the form of a grant of funds made available to the Commission under Chapter 53 of `. title 49 U.S.C. 3 WHEREAS the parties to the Agreement have additionally agreed to formally amend:this Agreement and to be bound by the terms contained in the previous Agreement. The Transit System provides fixed route, I y tripper route, park and ride, shuttle and curb-to-curb dial-a-ride paratransit, transportation services. The system operates Nlonday through Friday between the hours of 7:00 a.m. and 5:30 p.m. Durin the winter, fall and spring peak hours a total of eighteen buses are operated as follows: seven fxe " route coaches, two shuttle mute coaches, six tripper route school type buses, and three modified .. vehicles with lifts used to provide paratransit "Handi-Wheels" service. Tlte administration of the system is provided through the City's Department of Public Works, with assistance from the City's Finance Department,with overall project management done by the Transit. Division Director. At the ppresent time, the Director of Public Works acts as the chief administrator of the Transit Division. Tie Finance Department assists with bookkeeping and purchasing. Transit System buses will travel approximately 290,000 mules and provide approximately 350,000 i i unlinked passenger trips this fiscal year. 1 The City works with several local service agencies to help provide transportation. The local sheltered ; t workshop (Capital Projects) relies on our system to provide transportation for their employees to two workshop facilities. The City is also requesting capital funding for the following items: 1. Purchase of one new ntodi�ed van. The City has twenty two revenue vehicles ill it's fleet and eighteen vehicles in operation Burin the peak hour of the day. With the addition off`,the requested vehicle, the spare ratio would be 21%. This vehicle is needed to provide denia�id response paratransit service and as a backup vehicle to be used in place of a coach on regular _ routes and the shuttle service. The ridership on our paratransit service continues to increase and it is necessary to have four buses in use at times. We also have two buses ginning froril 7:00 a.m. to 5:30 p.m, providing shuttle service from a lot on Industrial Drive to the dotown State offices. Purchase of one re lacetnent inodi red imn. This request will not increase the number of vehicles in our fleet. 4. Purchase of a replacentetat personal computer (CPU on!y). This would replace the operations assistant's personal computer (central processing unit only, keyboard and monitor are still operational). This unit is networked with our dispatchingfrecord keeping system and is used i on a daily basis. { : .. 5. Purchase of a reldacement fitel management system. The current system was used to record fuel i used, mileage and the employee fueling the vehicle. It also tracked usage of the vehicle wash 1 and was used to charge back other departments for usa e. This system is inoperable and we were informed that repair cost will be in excess of 50/o of the cost of a new system. Tile.
