Reiman at approximately 6:00 p.m. on Thursday, September 17, 2020, remotely, via telephone call - in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum Susan Naples Also noted present were Carnrela Pogorzelski, Acting Municipal Clerk, Robert J. Bergen, Esq., Law Director. SILENT PRAYER The meeting was opened with a moment of silent prayer and the PLEDGE OF Pledge of Allegiance led by Councilmember Krum. ALLEGIANCE The 2020 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF Star Ledger and posted on the bulletin board on December 31, 2019. MEETING NOTICE Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to the Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on August 25, 2020. Notice was published in the Home News Tribune on August 27, 2020. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Krum and Bellino and APPROVAL OF unanimous affirmative vote of the Rill membership present, the MINUTES minutes of September 3, 2020 were approved as transcribed and engrossed by the Clerk. 1 SEPTEIABER 17, 2020 (continued) ORDINANCE #20 -17 ORDINANCE #20 -17 was introduced and adopted on First Reading AMENDING CHAPTER and the Clerk authorized and directed to advertise same for Public 254 -20, NO PARKING Hearing, upon MMS &C, by Councilmembers Diaz and Naples. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE #20 -17 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANCE #20 -18 ORDINANCE #20 -18 was introduced and adopted on First Reading AMENDING CHAPTER and the Clerk authorized and directed to advertise same for Public 254 -27, ONE WAY Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon STREETS individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ORDINANCE 920 -18 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254, SECTION 27 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANCE #20 -19 was introduced and adopted on First Reading ORDINANCE #20 -19 and the Clerk authorized and directed to advertise same for Public CAPITAL Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon IMPROVEMENT individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, ORDINANCE Johal, Krum and Naples voted in the affirmative. Mayor Reiman said the Borough will be receiving $6.2 million in redevelopment fees from Rahway Arch which will be coming in before the end of the year. $3.1 million will be used for various capital improvements. 2 SEPTEMBER 17, 2020 (continued) ORDINANCE #20 -19 "BOND ORDINANCE PROVIDING FOR AID TO THE PERFORMING ARTS CENTER PROJECT LOCATED IN THE COOKS AVENUE MIXED -USE REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, APPROPRIATING $3,000,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $3,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" The Clerk stated that Ordinance 420 -16 was introduced and adopted on First Reading on August 6, 2020. It was duly published in the Star Ledger on September 7, 2020, with notice that it will be considered for final passage after Public Hearing to be held on September 17, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the Rill membership present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is the salary schedule for fall time uniformed fire division. ORDINANCE #20 -16 AMENDING SALARY ORDINANCE, RE: FINIBA LOCAL 67 FIREFIGHTERS PUBLIC HEARING There being no further continents or objections to the Ordinance, HEARING CLOSED Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #20 -16 "AN ORDINANCE TO AMEND ORDINANCE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" e SEPTEMBER 17, 2020 (continued) was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Approved and Adopted September 17, 2020 Introduced: August 6, 2020 Advertised as Adopted on First Reading with notice of Public Hearing: September 7, 2020 Hearing Held: September 17, 2020 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: September 23, 2020 PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of AGENDA ITEMS & Council and upon MMS &C, by Councilmembers Diaz and Bellino and NEW BUSINESS unanimous affirmative vote of the Rill membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. PUBLIC PORTION There being no comments or objections to the Resolutions /Agenda CLOSED items or new business, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the full membership present, the meeting was closed. RESOLUTION #20 -146 EMERGENCYSEWER REPAIR CONTRACT RESOLUTION #20 -147 PROFESSIONAL ENGINEERING & SURVEYING SERVICES DRAINAGE IMPROVEMENTS ADOPTED Upon MMS &C, by Councibnembers Diaz and Krum, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councibnembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reports: 1. Board of Health —August 2020 Upon MMS &C, by Councilmembers Diaz and Krum, and unanimous affirmative vote of the Rill membership present, all reports were ordered to be received and placed on file.
