Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING
was called to order by Mayor Daniel J. Reiman at approximately 6:00
p.m. on Thursday, September 17, 2020, remotely, via telephone call -
in.
Upon individual roll call, the following were noted present: ROLL CALL

Also noted present were Carnrela Pogorzelski, Acting Municipal
Clerk, Robert J. Bergen, Esq., Law Director.
SILENT PRAYER
The meeting was opened with a moment of silent prayer and the PLEDGE OF
Pledge of Allegiance led by Councilmember Krum. ALLEGIANCE
The 2020 Annual Notice was mailed to The Home News Tribune, The STATEMENT OF
Star Ledger and posted on the bulletin board on December 31, 2019. MEETING NOTICE
Notice was published in The Home News Tribune and The Star
Ledger on January 7, 2020. Notice of tonight's meeting was sent to
the Home News Tribune, posted on the Borough's website, bulletin
board and the doors of the Memorial Municipal Building on August
25, 2020. Notice was published in the Home News Tribune on August
27, 2020. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
Upon MMS &C, by Councilmembers Krum and Bellino and APPROVAL OF
unanimous affirmative vote of the Rill membership present, the MINUTES
minutes of September 3, 2020 were approved as transcribed and
engrossed by the Clerk.

ORDINANCE #20 -17 ORDINANCE #20 -17 was introduced and adopted on First Reading
AMENDING CHAPTER and the Clerk authorized and directed to advertise same for Public
254 -20, NO PARKING Hearing, upon MMS &C, by Councilmembers Diaz and Naples. Upon
individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
ORDINANCE #20 -17
"AN ORDINANCE AMENDING AND SUPPLEMENTING
CHAPTER 254 ENTITLED VEHICLES AND TRAFFIC OF THE
CODE OF THE BOROUGH OF CARTERET"
ORDINANCE #20 -18 ORDINANCE #20 -18 was introduced and adopted on First Reading
AMENDING CHAPTER and the Clerk authorized and directed to advertise same for Public
254 -27, ONE WAY Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon
STREETS individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
ORDINANCE 920 -18
"AN ORDINANCE AMENDING AND SUPPLEMENTING
CHAPTER 254, SECTION 27 ENTITLED VEHICLES AND
TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET"
ORDINANCE #20 -19 was introduced and adopted on First Reading
ORDINANCE #20 -19 and the Clerk authorized and directed to advertise same for Public
CAPITAL Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon
IMPROVEMENT individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
ORDINANCE Johal, Krum and Naples voted in the affirmative.
Mayor Reiman said the Borough will be receiving $6.2 million in
redevelopment fees from Rahway Arch which will be coming in
before the end of the year. $3.1 million will be used for various capital
improvements.

ORDINANCE #20 -19
"BOND ORDINANCE PROVIDING FOR AID TO THE
PERFORMING ARTS CENTER PROJECT LOCATED IN THE
COOKS AVENUE MIXED -USE REDEVELOPMENT AREA IN
AND BY THE BOROUGH OF CARTERET, APPROPRIATING
$3,000,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF
$3,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE
PART OF THE COST THEREOF"
The Clerk stated that Ordinance 420 -16 was introduced and adopted
on First Reading on August 6, 2020. It was duly published in the Star
Ledger on September 7, 2020, with notice that it will be considered for
final passage after Public Hearing to be held on September 17, 2020 at
approximately 6:00 p.m. The Ordinance was posted on the bulletin
board and copies were made available to the general public and
according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmember Diaz and Bellino and unanimous
affirmative vote of the Rill membership present, Mayor Reiman
declared the Public Hearing to be open.
Mayor Reiman said this is the salary schedule for fall time uniformed
fire division.

There being no further continents or objections to the Ordinance, HEARING CLOSED
Mayor Reiman declared the Public Hearing to be closed, upon

affirmative vote of the full membership present.
