A special meeting of Council was held to -day at 8 :00 p.m. in the Council Ckamber, and we}s attended by Mayor McMillan, who presidedi and Councilmen Kreitzer, Farrell, Haar, Mayer, May, Tant and Town Attorney Dutton. The meeting was called for considering and adopting a resolution providing for the issuance of bonds of the Town of Savannah 3each, Tybee Island, and to provide for an election of the qualified voters to be called and ordered to determine the question of whether bonds shall be issued. Also to request Mrs. W.J.Bryan to -stop renting rooms in house occupied by her, which is owned by the Town. Also to notify Mrs. Eugenia Willis that effective July 1st, 1938 shoe will be charged rent of the house occupied be her and which is owned by the Town. Councilman. Haar moved that the following resolution be adopted Councilman Tant seconded and the motion passed unanamously; RESOLUTION BE IT RESOLVED b the Mayor and Councilmen of the Town of Savannah each, Tybee Is.landre in Council assembled, as follows: FIRST: That an electiohbe held by the qualified voters of the Town of Savannah Beach, Tybee Island, on the llth dais of July, 1938, under the constitution and Laws of Georgia, for the purpose of authorizing the i suance of bonds of the Town of Sava, nah Beach, Tybee Island, within the meaning of paragraphs One and Two, Section &ven, Article Seven of the Constitution of Georgia, in the amounts and for the purposes set out herein, to -wit: lst. BONDS, the proceeds shall be used by the Mayor and Councilmen of' the Town of Savannah Beach, Tybee Island, to correct and prevent erosion, to be used for the improvement of the beach and to stop erosion in the sum of $ 28,000.00, to be known, desognated, and de- scribed as PUBLIC IMBROVEMENT.BONDS. 2nd BONDS, in the sum of $2000.00, proceeds of which shall be used by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, for the purpose of eecting a new Town Hall, to be known designated, and described as TOWN HALL BONDS. ::SECOND That the following notiwe to be signed by the Mayor ort . the acting, Mayor of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, and the Clerk of Council, under the seal of the Town of Savannah Beach, Tybee Island, of the said election sha 1 be published for the space of thirty (30) days next preceeding 1 the date of election in the Savannah Press, a newspaper published in the City of Savannah, Chatham County, Georgia, in which the Sheriff's advertisements are inserted and published, to -wit: NOTICE TO QUALIFIED VOTERS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, OF AN ELEI:T I ON FOR THE ISSUANCE OF BONDS. WHEREAS, the erosion at Savannah Beach, Tybee Island, has washed awaylarge areas of public and private property and jeopardizes and threatens a large - -area of public and private property; and AREAS, the erosion of said beach will cause unsanitary and un- healtyconditions on the island, affecting the general welfare; aid WHEREAS, in -order to stop IMsion it is necessary to build and construct groins, retiening walls and bulkheads within the limits of this municipality; and WHEREAS, the danger of further erosion is immanent; and WHEREAS, the Town has not sufficient funds from current taxes to do the necessary work- -to prevent and correct the said erosion; and WHEREAS, under and by virtue of the laws of the State of Georgia, theMayor a.nd Councilmen of the Town of Savannahs Beach, Tybee Island, a municipal corporation, is authorized to issue bonds of said mun- icipal corporation for anyand all the seveal purposes and in tk =e amount of for each purpose hereinafter set out, and designated and described respectively as: 1st. BONDS, the proceeds of which shall beused by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, to correct and prevent erosion, to be used for the improvement of the beac4 and to stop erosion in the sum of $28,000.00. to be known, designated, and described as PUBLIC IMPROVEMENT BONDS. 2nd. BONDS, in the amount of $2000.00, proceeds of which shall be used by the Mayor and Councilmen of the Town of Savannah Beach, for the purpose of erecting a new Town Hall, to be known, designated and descirbed asTOWN HAILB ONDS. PROVIDED, the requisite assent of the qualified voters of the Town of Savannah Beach, Tybee Island, to the issuance of said Bonds is first obtained, as prescribed by law. THEREFORE, notate is hereby given by the said Mayor and Councilmen ofthe Town of Savannah Beach, Tybee Island, as follows: PARAGRAPH Oi4E That for the purpose of obtaining the said requisite assent og the qualified voters of the Town of Savannah Beach, Tybee Island, and in accordance with the laws of the State of Georgia in such cases made and provided, the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, hereby give notice to the qualified voters of said town of Savannah Beach, Tybee Island, that an electioh of the,, qualified voters has been duly ca led and ordered ny the saod Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, and will be held on the 11th day of July, 1938, to determine the question of whether the said bonds or any of them shall be issued by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, said bonds being severally designated and described as follows: Tst. (a) PUBLIC IMPROVEMENT BONDS, the proceeds of which shall be used by the -Mayor and Councilmen of the Town of Sava nah Beach, Tybee Island, to correct and prevent erosion, to be used for the improvement and to stop erosion in the 'sum of $28,000.00, to be known designated and deeribed as PUBLIC IMPROVE sir NT BONDS. Said bonds to be dated as of the first day of August, 1938, and to bear interest at the rate of (4) per cent, payable eemi - annually on the 1st days of February and August of each year, covered by interest coupons attached thereto, principal and interest to be paid in lawful currency of the United States: 20 of said bonds to be in denominations of 31000.00 each, and 16 in denominations of $500.00 each. The prin- cipal of said bonds shall mature and be paid and retired as follows: the bonds in denominations of $1000.00 shall be retired at the rate of $1000.00 of bonds each year, consecutively, beginning August 1, 1939, and the said bonds in denominations of $500.00 shall be retired $500.00 each year, consecutively, beginning August 1, 1943;___ the interest to be paid annually on all of said bonds being four per cent on the amount of the bonds outstanding each year. lst (b) TOWN HALL BONDS, proceeds of which shall be used by the Mayor and Councilmen of the Town of Savannah Beach, for the pur- pose of erecting a new Town Hall, to be known, designated, and described as TOWN HALL BONDS. 1 1 Said bonds to be dated as of the lst day of August, 1938, and to bear interest at the rate of four (4) per cent, payable semi- annually on the lst days of February and August of each year, covered by interest coupons attached thereto, principal and interest to be paid in legal currency of the United States; the said bonds shall bebin denominations of4500.00 each, and shall mature and be paid and retired in four annual installments of $500.00 each, beginning _August 1, 1938, the interest to be paid annually being four (4) _August on the amount of bonds outstanding each year. The proceeds arising from the sale of said bonds, if authorized and assented to by said voters, shall be used for the purposes respectively as enumerated. The form and manner in whfdh all of said denribed bonds and interestcoupons attached thereto shall be executed and how said bonds may be registered and all other questions and details incident to the lawful issuance, sale and payment of laud bonds shall be determined and fixed by the said Mayor and Councilmen of the Town of Savannah Beadh, Tybee Island, or their successors in office, in conformity with the laws for such cases made and provided. PARAGRAPH TWO That said election for the issuance of said bonds as set forth in Paragraph One of this notice shall be held at the voting and precincts within the limits of the Town of Savannah Beach, Tybee Island, established by law, and be held by the same persons and in the same manner and under the same Rules and Regulations that elections for the Mayor and Councilmen of the Town of the Town of Savannah Beach, Tybee Island, are held, and the returns of said election shall be made to said Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, who shall in the presence of, and together with, the several managers ( who shall bring up the returnd) consolidate said returns and de clate the result. Due proviSior shall be made in the holding of said election for the separate vote upon each of the propositions submitted, so that each of the voters at said election may vote for.or against any or all of the bonds in question, as set forth in Paragraph One of this notice. Voters favoring the issuance of said PIBLIC IMPROVEMENT BONDS, shall have written or printed upon their ballots the words " For PUBLIC IMPROVEMENT BONDS, in the sum of 328000.00." Voters opposing the issuance of said PUBLIC IMPROVEMENT BONDS, shall have written or printed upon their ballots the words "Against PUBLIC IMPROVEMENT BONDS, in the sum of 328000.00" 2. Voters favorong the issuance of said Town Hall Bonds, shall have written or printed upon their ballots the words "For TOWN HALL BONDS; in the sum of 32000.00 ". Voters opposing the a seance of said TOWN HALL BONDS, shall have written or printed upon their ballots the words "Against TOWN HALL BONDS, in the sum of 32000.00. Witness the official signature of the Mayor and the official signature of the Clerk of Council, under the Seal of the Town of SqTannah Beach, Tybee Island, and under a resoultionlof Council of the Town of Savannah Beach, Tybee island, this 10th day of June, 1938. BE IT FURTHER RESOLVED, bybthe authority aforesaid, that in the event said bonds or any of them are authorized to be issued, and before the time of the issuing of the same, the said Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, or their successors in office, shall provide for the a;sescments, levy and • collection annually of a tax sufficient in amount to pay the principal and interest of the said bonds as the same become due, so that said bonds will be fully paid pff within the time named in the foregoing notice, and as fexed by law, and without incurring debt thereby. BE IT FURTHNR RESOLVED, by the authority aforesaid, that the Mayor and Councilmen of the Town of Savannah Beac3i, Tybee Island, shall and does reserve the right to sell said bonds in such amounts and at any time as the funds may be needed by the Mayor and Councilmen of the Town of Sava nah Beach, Tybee Island, fDr the purposes for which they are authorized ans issued, but no sale of said bonds shall be made below the face value of said bonds. BE IT FURTHER RESOLVED, by the authority aforesaid, that said election shall be held and the vote consolidated and the bonds issued ( if authorized) as provided in said notice. - o- o- o- o -o -o- The Clerk was instructed to write Mrs. W.J.Bryan a letter to dis- continue renting rooms at the house occupied by her and owned by the Town. The Clerk was instructed to write Mrs. Eugenia Willis notifying her t }at effective July lst she would be charged 315.00 per month rent on the house occupied by her and owned by the Town. A special meeting of Council was held to -day at 8 :00 p.m. in the Council Chamber, and was attended by Mayor McMillan, who presided, and Councilmen May, Farrell, Mayer, Kreitzer, Tant and Haar, also by Mr. Jack Gordon and g.J.Bryan. The meeting was called for the purpose of acting on the following matters; (1) A placation for building permit of Wm. A.Snow and Andrew A.Smith to construct a corral and stable on 15th Street and Chatham Avenue. (2) Adopt an Ordinance requiring all places serving the public handling and serving food be subject to inspection each month. (3) Consider request of W.F.Lingenfelser for an artificial leg. (4) Consider the appointment of an Engineer as requested by D.G.Nichols of WPA, for the beach protection project. (5) Consider the granting of a whiskey license to J.A.Taylor at Lovell Station, in connection with Sam Goldberg. Mr. Gordon protested against the ereetion of a horse stable in front of his property on Fifteenth Street. There was considerate, _ dis- cussion relative to the proposed erection of this stable. Nr. Snow had stated that he would abandon the idea.:_ of erecting the stables but requested permission to let the fence remain. Councilman Haar moved that the fence be permitted to remain on lot 298, ward 4, Councilman Farrell seconded and the motion passed unanamously. Councilman Tant complained about the operation of the BINGO game on the Brass Rail he stated that amaximum price was agreedupon of 25% at these games and that the Bingo game was sebling any- one as many cards at they wanted to buy and that other concess- ionests were complaining. No action was taken. The Mayor appointed a Health Committee composed of Dr. M.J. Epting, Chairman, and Doctors L.W.Shaw, Henry Levington, M.J. Egan, J.R.Broderick. Cbuncilman Tant moved that $ 125.00 be appropriated to pur- chase an artificial leg for W.E.Lingenfelser, Councilman Farrell sedonded. Tant, Farrell, May, Haar. voting yes. Councilmen Mayer and Kreitzer voting no. The motion passed. Cheatham E.Fields petitioned that his license issued to him to opesrate the place known as Ma Carters's be transferred to Eugene Ginn. Councilman Haar moved that the petition be granted Councilman Tant seconded and the motion passed unanamously.
