SPRING MOUNTAIN RANCH: The committee discussed at length, the entire SMR agreement. Several concerns were voiced, and a list of these concerns will be provided at the meeting between City Council, Golf Committee and Spring Mountain Ranch, scheduled for Saturday, December 7, 1991, and are attached as part of these minutes. Chairman Engen thanked the committee and staff for the opportunity to work with them for the past 3 1/2 years as his term is nearing completion. He noted that he has declined consideration for reappointment for personal reasons and the committee may want to consider recommendation for his replacement. DRIVING RANGE Dan Hormaechea reported that the Golf Course Foundation is working with Marvin Whiteman to get clear title to the Golf Course Driving Range property to deed to the City. With no further business the meeting adjourned at 9:45 p.m. Respectfully Submitted, Dave Enge , Chairman COMMITTEE REVIEW SPRING MOUNTAIN RANCH (P3) 1. Is Robert Muir Graves still the architect chosen by SMR and is he mutually acceptable the City and SMR? (P3) 2. The pedestrian paths discussed are in direct conflict with a City Ordinance already in place on the existing 18 holes. (P4) 3. The Committee feels that the City should have some representation during construction of water amenities. An operation and maintenance manual for these water amenities will be provided by O.E.I. when construction is complete. This manual should be in great detail for future superintendents to be able to operate the water amenities properly. (P5) 4. A City representative shall be advised of all changes, material or minor. (P5) 5. The City should accept the addition when it's ready for play. SMR shall be responsible for cost incurred during "break-in" period. The City would be supplying the equipment for mowing until it is ready for play, as well as man power and some materials on a time and materials basis charged to SMR. (P7) 7. The City should own all property in rough areas and allow easement at its discretion. Building should be setback 50' from property line of Golf Course. (P8) 8. The Committee feels that a Home Owners Association should not have control over what can or cannot be done on a golf course. SMR would be advised of any changes on the addition without the City having to go to all H.O.A. meetings to plea their case. (P8) 9. Eliminate water rights from agreement. This can be negotiated separately after the City has explored all options.
