It was decided that Melissa will email meeting notes to each participant after the meeting. Monty Parks had some questions about the proposed budget amendment: Police Vehicles seem to have cost much more than budgeted. It is apparently due to the high cost of outfitting. We may have to look into ways of lowering said cost. The electric bill for TIPD was higher than expected. Diane explained that there were unusual circumstances for the first month which caused exceptionally high electric usage. We will monitor usage and cost closely over the next year to be prepared for the 2016 budget. The City Dump Pick Up line item was cut in anticipation of purchasing a scale. Since that has not happened yet, the expenses have gone over budget. Diane will check with Joe and Downer Davis to see when we’ll be able to put out the RFP for the scale. This will reduce the cost of pick up, and have the added bonus of increasing revenue as the City will charge residents for dumping. Angela reported on the collection of past due hotel motel taxes. There has been some question as to what kind of penalties and punishment we are able to assess. There is a loophole in the State code that Angela will discuss with Bubba. Accordingly, Diane will come up with guidelines for Judge Scheer. Angela presented a new purchasing ordinance which will go to Bubba for review, and then tie into the manual. It will be on the next Council agenda. It was collectively decided to add a line item to the budget for flowers or memorial donations when needed. Angela will put out an RFP for banking services. SunTrust seems to still be the best bet, but it will perhaps get them to lower some fees and give better service in the process. We will determine which projects to spend the excess beach nourishment money on during the next Finance Committee Meeting in February. The next meeting will be held February 18, 2015 at 3:30
