AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI PROVIDING FOR THE
EXTENSION OF THE CITY LIMITS OF THE CITY OF JEFFERSON, MISSOURI BY
ANNEXING AND INCLUDING UNINCORPORATED REAL PROPERTY LOCATED IN I
THE COUNTY OF COLE,STATE OF MISSOURI, KNOWN AS THE VENTURA AREA,
LYING NORTHWEST OF THE PRESENT CITY LIMITS. f
WHEREAS, on January 21, 1997 the City of Jefferson, Missouri declared by resolution
of the City Council its intent to annex the unincorporated territory described
in Section 1 below into the City of Jefferson, Missouri.
WHEREAS, the City of Jefferson has developed a"Plan of Intent" to provide services
to the area proposed for annexation on the same basis upon which
services presently are provided to the residents of the City of Jefferson,
Missouri; j
WHEREAS, on March 14, 1997 notices of the annexation public hearing were sent by
certified mail to all fee owners of record having property in the proposed
annexation area; and
WHEREAS, a public hearing concerning the annexation was advertised on April 2,
1997 in the Jefferson City News Tribune; and
WHEREAS, a public hearing was held by the City Council at 5:30 p.m.,April 21, 1997
in the Council Chamber of the John G. Christy Municipal Building, in
Jefferson City, Missouri,at which time the"Plan of Intent"was presented;
and
WHEREAS, the effective date of the annexation of the above-described real estate will
be when approved by the voters.
NOW THEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON,MISSOURI,AS FOLLOWS:
Section 1. The City of Jefferson, Missouri,intends to and shall proceed to annex,
as provided by law,the unincorporated area of land described as follows:

BEGINNING at the northwest corner of the Southwest Quarter of said
Fractional Section 4, said corner also being the northwest corner of said
Mall Ridge Addition-Section 8;thence S03 043'40"E along the west line of
said Fractional Section 4 and the west line of said Mall Ridge Addition -
Section 8, 1004.34 feet to the southwest corner of said Mall Ridge Addition
-Section 8, said southwest corner also being the northwest corner of said
Mall Ridge Addition -Section 2; thence continuing along the west line of
said Fractional Section 4 and along the west line of said Mall Ridge
Addition-Section 2, SO4'11 0'08"E, 338.25 feet to the southwest corner of
Lot 51 of said Mall Ridge Addition - Section 2; thence S86°04'52"E along
the south line of Lot Nos.51 and 49 of said Mall Ridge Addition- Section
2, 255.32 feet to the southeast corner of said Lot No.49, said corner also
being the southwest corner of Lot No. 47 of said Mall Ridge Addition -
Section 2; thence N86°52'59"E along the south line of Lot Nos.47 and 45
of said Mall Ridge Addition-Section 2, 200.00 feet to the southeast corner
of said Lot No.45,said corner also being the northwest corner of Lot No.

Fractional Section 4 to the easterly right-of-way line of Ventura Avenue;
thence N1 7'38'07"W along said easterly right-of-way line to the northwest
corner of Lot No. 11 of said Mall Ridge Addition-Section 1;thence leaving

Section 2. The City Council determines and does affirmatively state that the
unincorporated area described in Section 1 is contiguous to the existing city limits.
Section 3. The City Council determines and does affirmatively state that the s
length of the contiguous boundary common to the existing city limit and the proposed
area to be annexed is at least fifteen percent(15%)of the length and the perimeter of the
area proposed for annexation.
Section 4. The City Council finds and declares that the annexation of the
unincorporated area described in Section 1 is reasonable and necessary to the proper I
development of the city.
Section 5. The City has developed a "Plan of Intent"to provide services to the
area proposed for annexation after the date of annexation.
Section 6. A public hearing has been held,as provided by law,on the annexation
of the unincorporated area described in Section 1.

Section 7. The annexation shall be effective immediately upon approval by the
voters.
Section 8. This ordinance shall be in full force and effect from and after its
passage and approval.

RE: Ventura Annexation- CerbAcation of Contiguous Boundary
I,Martin A Brose,P.E.,Director of Public Works,hereby certify the contiguous
boundary common to the existing city and the proposed Ventura annexation area as
described in the Plan of Intent dated March 14, 1997 is ninety four(94%),which
exceeds fifteen(15%)percent of the length of the perimeter of the area proposed for
annexation as required by State Statute.
