Minutes were approved from the previous meeting.
At the previous meeting, Angela had presented a purchasing ordinance to go to council for adoption. In the meantime, Bubba and Tommy
also wrote one, as well as reworking the RFP and ITB templates. Wanda would like to discuss the purchasing ordinance at the next workshop. Monty would like a summary of changes in the
RFP/ITB templates to be brought to that workshop as well. Diane will work with Bubba and Tommy beforehand. Jason had concerns about the problems with the Mini-pumper bid, and wants to
make sure that is addressed.
There was discussion about how to use the beach renourishment funds. The State portion will go towards removal of derelict structures on the North Beach
and renourishment at SBRC beach. The City portion will be go towards the 4 months ‘reserves’ and possibly the renovation of City Hall.
It was presented that Karen Reese would move from
DPW to Finance. Wanda would like to discuss personnel issues with Council before the move is approved.
The RFP for banking services will go out in March.
There was discussion about hotel/motel
tax scofflaws and how to proceed with fines and/or consequences for nonpayment. Bubba will have to set up a procedure and meet with Judge Scheer, Lt Bruce Saunders, and Angela to put
into code. Then will go on Council agenda for approval.
Angela will set up CEMA training for department heads and Council members
Angela got a proposal from Tyler to use their court
software package at TIPD. It is very difficult for finance to reconcile the court collections with the current software. Monty wondering how much we are spending now, and how much more
or less it would be with the new software. Angela will get that information.
DPW has RFP out for a scale for the dump. They will be collecting a fee for dumping, and will use credit
cards only, at a kiosk to be set up with the scale. Wanda wants to make sure there is a policy in place before the scale is put to use.
