Discussion regarding the two different purchasing policies that were brought to the table. The committee voted on the policy that Angela had presented. Tommy will make the minor changes that were approved by the committee and present the document to Council for codification. The Committee recommends Council approval. New ITB and RFP Documents. Tommy has prepared new Invitation to Bid and Request for Proposal documents to use from now on. The Committee recommends Council approve these documents. Insurance for Domestic Partners. Tabled for future discussion. The Mayor asked that Tommy provide the City with more information so that Council will be able to make an informed decision when the time comes. SPLOST 2014. It was suggested that the purchase of the Fire Truck be put off until next fiscal year, due to the fact that Splost money is not coming is as quickly as expected. It was decided that the Police Dept would purchase two vehicles ($60,000) and the Fire Dept would purchase new breathing apparatus ($114,000). The Fire Dept will also donate one of its mules to Ocean Rescue. SPLOST 2008 is expected to have $121,000 left in contingency. The Committee recommends spending $57,000 on mobile bathrooms as originally planned. Will decide what to do with remaining balance in the future. Jason suggested DPW construct a screened in pavilion at Memorial Park and the City will contract out construction of the bathrooms. SPLOST 2003. Leaving current balance for Marine Science Center. Any spending of residual funds will be decided on at a later date. Discussion of how to use $1,000,000 left from beach renourishment. Committee recommends applying $400,000 to economic stability fund and possibly use part of $600,000 to balance 2015-16 budget.
