Meeting Minutes
August 12, 2021

Vice-Chairman Weiss called the meeting to order at 12:07 p.m.
Public comment: Mr. Shoemaker introduced himself and stated his interest in building
hangars.
Approval of Minutes from July 1, 2021, meetinu (Action item): No corrections.
Member Fereday motioned; Member Thoreen seconded. Approved 3-0.
Development in the Airport Influence Area (Information Item)• Staff provided
information on attending the Valley County Planning and Zoning Committee meeting to
discuss the proposed 360' Ranch Development south of the airport.
Staff also described efforts to assist VCP&Z write up-to-date Airport Land Use zoning
guidance - and efforts to write a new checklist for all developments near the airport, both
in Valley County and the City of McCall.
Ms. Scott asked about possible obstructions caused by the proposed 2,000 runway
extension shown in the 2007 Airport Master Plan. Mr. Bissell explained the runway
extension was propose at a time when McCall Municipal was interested in attracting
airline service. Airline service is not being considered at this time for the 2021 Airport
Master Plan.
A question was asked about the 400-foot runway extension proposed in the 2021 AMP.
The answer is the obstruction clearance is already considered for the 400-foot extension.
AIP 28—Airport Master Plan (Information Item): Wayne Reiter of T-O Engineers
provided an update of the Airport Master Plan.

AIP 30-East-West Taxiway Update(Information Item):Mr.Bissell provided an update
on the project.
Lori MacNichol Hanzar (Action Item): Mr. Bissell displayed a drawing showing the
proposed MacNichol hangar. Member Fereday asked about the taxiway. Mr. Bissell and
Airport Staff explained a temporary taxiway will be installed by the developer. A motion
was recommended by Member Thorian to recommend to City Council approval of the
MacNichol Hangar. Member Fereday seconded. Approved 3-0.
Utility Location Maps: Per AAC request, maps for the locations of Idaho Power, water
and sewer mainlines were presented.
Three-month calendar review: A review of the airport calendar was provided:
Aug 10 Caldwell Airport Construction
Aug 12 AAC meeting
Aug 12 Valley County P&Z
Aug 16 - 20 Cascade Airport Closure
Sept 2 AAC meeting
Sept 6 Labor Day Holiday
Oct 7 AAC meeting
Items for Future Committee Aeendas: The committee recommended that the next
AAC meeting be held on Thursday, September 9th instead of the original September 2nd
date—due to the Labor Day Holiday.
