to the City Council of the City of Jefferson, Missouri for its acceptance; and

WHEREAS, it is essential as a matter of public necessity and public welfare and public
interest and convenience that real estate hereinafter described, located in the City of
Missouri, be acquired by the City for purposes of expanding, improving, and
