HomeMy Public PortalAbout10-01-20 AgendaOCTOBER 1, 2020 The Agenda Meeting of the Mayor and Council of the Borough of Carteret, preceding the Regular Meeting October 15, 2020, was held October 1, 2020, at approximately 6:00 p.m, remotely, via telephone call -in. The following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted Absent was Mayor Daniel J. Reiman. The meeting was opened with a moment of silent prayer and the Pledge led by Council President Krum. The 2020 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Notice of tonight's meeting was sent to the Home News Tribune, posted on the Borough's website, bulletin board and the doors of the Memorial Municipal Building on August 25, 2020. Notice was published in the Home News Tribune on August 27, 2020. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the minutes of September 17, 2020 were approved as transcribed and engrossed by the Cleric. AGENDA MEETING ROLL CALL NOTED ABSENT PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE *Clerk's Note: the wrong statement was read at the meeting, the dates read were April. APPROVAL OF MINUTES 1 OCTOBER 1, 2020 (continued) ORDINANCE #20 -17 The Clerk stated that Ordinance #20 -17 was introduced and adopted NO PARKING on First Reading on September 17, 2020. It was duly published in the WASHINGTON AVE. Home News Tribune on September 23, 2020, with notice that it will be considered for final passage after Public Hearing to be held on October 1, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the full membership present, Council President Krum declared the Public Hearing to be open. There being no continents or objections to the Ordinance, Council HEARING CLOSED President Krum declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the fill membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #20 -17 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Approved and Adopted October 1, 2020 Introduced: September 17, 2020 Advertised as Adopted on First Reading with notice of Public Hearing: September 23, 2020 Hearing Held: October 1, 2020 Approved by: Mayor Daniel J. Reiman Advertised as Finally Adopted: October 7, 2020 OCTOBER 1, 2020 (continued) The Clerk stated that Ordinance #20 -18 was introduced and adopted ORDINANCE #20 -18 on First Reading on September 17, 2020. It was duly published in the "ONE WAY STREETS Home News Tribune on September 23, 2020, with notice that it will be IRVING STREET' considered for final passage after Public Hearing to be held on October 1, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Couneilmember Diaz and Bellino and unanimous PUBLIC HEARING affirmative vote of the full membership present, Council President Krum declared the Public Hearing to be open. Upon MMS &C, by Councilmembers Diaz and Naples ORDINANCE 420 -18 "AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 254 SECTION 27 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. It was duly published in the IMPROVEMENT Star Ledger on September 23, 2020, with notice that it will be ORDINANCE considered for final passage after Public Hearing to be held on October 1, 2020 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the full membership present, Council President Krum declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Council President Krum declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #20 -19 "A BOND ORDINANCE PROVIDING FOR AID TO THE PERFORMING ARTS CENTER REDEVELOPMENT PROJECT LOCATED IN THE COOKE AVENUE MIXED -USE REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $3,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: October 7, 2020 0 OCTOBER 1, 2020 (continued) A copy of each Resolution was posted on the Borough's website for PUBLIC PORTION public review prior to the meeting in accordance with the Rules of RESOLUTIONS / Council and upon MMS &C, by Councilmembers Diaz and Bellino and AGENDA ITEMS unanimous affirmative vote of the fall membership present, the & NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items and any new business. There being no comments or objections to the Resolutions /Agenda PUBLIC PORTION items or new business, upon MMS &C, by Councilmembers Diaz and CLOSED Bellino and unanimous affirmative vote of the full membership present, the meeting was closed. RESOLUTIONS: RESOLUTIONS 1. #20 -148 Authorizing Receipt of Bids, Re: Snow Plowing and Council President Krum asked for a motion on the Consent Agenda. CONSENT AGENDA Resolutions #20 -148 through #20 -154 were introduced by Council President Krum and referred to the Council for action. 5 Removal Services. 2. #20 -149 Declaring an Emergent Condition and Authorizing Emergency Contracts Without Public Bidding Pursuant to NIS.A. 40A:11 -6. 3. #20 -150 Rejecting and Rebidding the Waterfront Northern & Southern Walkways Project. 4. #20 -151 Appointing a Tax Assessor for the Borough of Carteret. 5. #20 -152 Property Tax Cancellation. 6. #20 -153 Governing Body Certification of the Annual Audit. 7. #20 -154 Adopting Corrective Action Plan for 2019 Municipal Audit. Council President Krum asked for a motion on the Consent Agenda. Upon individual Roll Call Vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Bellino, all bills PAYMENT OF BILLS appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMaseio, Johal, Kann and Naples voted in the affirmative. Reports: 1. Clerk's Office — September 2020 Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. Council President Krum asked if any of the Councilmembers had anything to add before adjourning the meeting. Comieilmembei Johal said he had nothing at this time and thanked Council President Krum. Councilmember Diaz said he had nothing at this time and told Council President Krum he did a nice job with the meeting. Councilmember DiMascio said he had nothing at this time..
