ORDINANCE NO. 12019
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE CITY
LIBRARY BOARD TO PETITION THE COUNTY COMMISSION FOR THE FORMATION OF A
CITY/COUNTY LIBRARY BOARD.
C, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
WHEREAS, the Thomas Jefferson Regional Library System has recently undergone a
number of changes; and
WHEREAS, as a result of much discussion and investigation, it has been determined that
formation of a City/County Library Board would better serve the patrons of the public library
located in the City of Jefferson, Missouri; and
WHEREAS, the state statutes specify the method of formation for a city/county district.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI:
t action 1. The Board of the City of Jefferson Library District is hereby authorized to
petition the Cole County Commission under the provisions of Chapter 182, RSMo., for the
formation of a city/county library.
Section 2. The petition shall be substantially the same in form and content as that petition
attached hereto as Exhibit A.

Section 3. City Staff is directed to assist in all reasonable ways the pursuit of a city/county
library.
Section 4. This Ordinance shall be in full force and effect from and after its passage and
approval.

IN RE:
THE ORGANIZATION OF
THE CITY OF JEFFERSON-COLE
COUNTY LIBRARY DISTRICT
P E T I T I O N
COMES NOW the Board of Trustees of the Jefferson City Library
District and for its ]Petition to organize the City of Jefferson-
Cole County Library District, states the following:
1. The Jefferson City Library District is organized as a
city library within Cole County, Missouri.
2. The library tax levy for the Jefferson City Library
District is equal to the library tax levy for the Cole County
Library District.
4 3. The Cole County Library District has a population of
under 250,000.
4. The Jefferson City Library District has sought and
i received the approval of the City of Jefferson to permit the
organization of the City. of Jefferson-Cole County Library District
to provide library service to all of the residents 'of Cole County
by appropriate means from the library of the Jefferson City'Library
District.
5. The Board of Trustees of the Jefferson City Library,
,.District believes that it is in the best interest of all of the
residents of Cole County to establish the City of Jefferson-Cole

WHEREFORE, the Board of Trustees of the Jefferson City Library
District respectfully requests the Cole County Commission to issue
its decision by Order of record approving the organization of the
City of Jefferson-Cole County Library District, effective April 1,
1994.
