Account# C- 04 -18- 104 -201 NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: . 1. The proposal from Maser Consulting for professional planning and surveying services with regard to the NJDEP ONRR Grant, River Walk Phase R — Northern Section Carteret Waterfront Park, geotechnical services Task 1.0, 2.0 and 3.0 disposal of historic fill at a total cost not to exceed $7,500.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A: 11- 5(1)(a) awarded pursuant to the Borough's Fair and Open process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, Director of Engineering and Maser Consulting. Adopted this 15th day of October, 2020 and certified as a true copy of the original on October 16, 2020. White 11I, P.E., P.P., CME, CFM, CPWM Principal Date: May 8, 2020 Re: Material Disposal — Scope and Estimated Costs NJDEP ORR Grant River Walk Phase II — Northern Section Carteret Waterfront Park MC Project No. 17001048B The scope of work in our recently authorized Proposal for Geotechnical services, last revised on March 16, 2020, excluded the disposal of the historic fill material generated by the soil boring operation. As you are aware, as part of the Borough's efforts to finalize an access agreement with Geosyntec, they have indicated that the Borough will be responsible for off -site disposal of excess material from our geotechnical operations. If the Borough would prefer that Maser Consulting P.A. dispose of this material during the geotechnical work, the following outlines the anticipated scope of work and cost for the disposal of this material TASK 1.0 DRUMMED MATERIAL SAMPLING AND PROFILING Three (3) drums of historic fill from soil borings are planned to be generated and (per the property owner's Licensed Site Remediation Professional (LSRP)) shall be shipped off -site for disposal. Maser Consulting will collect one (1) composite sample representing the three (3) drums of historic fill. The sample will be analyzed for EPA's Toxicity Characteristic Leaching Procedure (TCLP) and hazardous waste characteristics (ignitability, corrosivity, reactivity) tests using normal 10- business day laboratory turnaround time (TAT). Maser Consulting will complete required documentation (i.e. waste profiling) to support proper off -site disposal of these drums. Estimated cost includes sampling and profiling of the drummed material as non - hazardous waste by the off -site disposal facility. Should the drummed material be determined to be hazardous waste, Maser Consulting will prepare a separate proposal for transportation and disposal. MC Project No. 17001048B May 8, 2020 Page 2 of 2 TASK 2.0 DRUMMED MATERIAL TRANSPORTATION AND DISPOSAL Maser Consulting will arrange for transportation and off -site disposal of these three (3) drfmis. Fee includes preparing the documentation (manifesting) and supporting the waste shipment in the field, subcontractor waste transportation and disposal costs for three (3) drums classified as non- hazardous waste and obtaining proof of proper disposal. Task 2.0 Estimated Cost TASI{ 3.0 REPORT (OPTIONAL) $2,500.00 Maser Consulting will prepare a letter report, which will document the sampling, profiling, waste classification, transportation, and disposal activities required by the LSRP for the subject property. Task 3.0 Estimated Cost UNDERSTANDINGS $1,500.00 • Estimated cost of disposal ofmaterial classified as hazardous waste is not included in this scope of work. Maser Consulting can provide estimated costs for this if it becomes necessary.
