MINUTES OF THE POND PROPERTY PLANNING COMMITTEE

Call to Order Declaration of a Quorum, Meeting Participation Statement and Recording Statement
Chair Wilcock called the meeting to order at 4:00pm and declared a quorum. Chair Wilcock read the meeting
and recording statements.
Public Announcements and Comment
None
Reed Hilderbrand Consulting Team Update, Continued Brainstormina Exercise
Madeleine Aronson provided a scheduling update, noting we are currently in the Discovery phase and at the
next meeting Reed Hilderbrand will be sharing the analysis. The community forum will be held on May 20,
2023 where information learned in the Discovery phase will be shared.
Melissa Lowe, Mass Audubon Regional Director and committee liaison shared a presentation on potential
programming. Ms. Lowe provided a brief intro to Mass Audubon, an overview of sanctuaries, conservation
and education efforts by Mass Audubon and program ideas for the Pond Property. Some of the key slides of
the presentation included:
• Sanctuaries Bring Mass Audubon Mission to Life
o 6 Mass Audubon wildlife sanctuaries with trails on Cape Cod.
o 2,088 acres on Cape Cod owned and protected by Mass Audubon.
o 11 miles of trails open to the public on Mass Audubon Cape Cod sanctuaries.
o 8+ natural communities found on the sanctuaries from pine woods to salt marsh.
• Balancing Act of Conservation and Human Use
o Proper planning and understanding of community goals.
o Understanding the natural features and the landscapes ecology.
o Establishing an acceptable use: what, when, where, and why.
• Review of programs that are offered by Mass Audubon, both on and off Cape
• Some Mass Audubon Program Ideas
o Small summer camp for 30 children
o Field trip site for Wellfleet Bay camp

Elizabeth Randall stated that once we complete the discovery phase, we will begin to work with Mass
Audubon to draw through scenarios in the Visioning phase on what it would mean to implement some of
these possibilities.
Short Term Uses of Property
a. Possible vote to proceed with temporarvl Pop-up/ traveling signs as well as requesting a
Video
requesting a building side sign at Bay Parcel
The temporary sign has been produced; Chris Williams will present to the Bay Property Planning
Committee for approval for use at First Light Beach. The sign will also be available to use at different
events. The next project is getting the traveling exhibit put together, which is a more hands on
project. This will be a portable tabletop exhibit with the same general outline as the temporary sign.
Ms. Hoffmann shared that a QR code has been created that connects to the Sea Camps information
page on the Town website. There will also be a link from the webpage to the video. The QR code can
be used on any of these signs.
Final Cut and Possible Vote
Member Hackert moved to accept the final cut of the video and to prepare for distribution to the
public. Member Bingham second. A roll call vote was taken. Member Bingham -yes, Member

b. Distribution of Video, including vote on press release
Press release is still in draft form for the committee's approval. The press release provides updates
with what the committee has been up to since April 2022, including a link to the video and how to
contact the committee. Members of the committee provided feedback on the press release.

Elizabeth Randall stated that there is no reason that the video should not be released soon, as it
would not cause people to have questions or concerns that would need to be answered right away.
Ms. Kalinick noted that the video will live on the Town website, there will be an announcement on
Town social media pages about the video. Ms. Kalinick suggested to wait until the new website is
launched, and that the video should be placed on an agenda of an upcoming Select Board.
Short Term Uses of Pro ert
b. Canoe Kayak trip with Audubon and Recreationsponsorship for 6/3 with 6/4 rain date
Mike Gradone shared that this will be posted on the Recreation website with the rest of the Spring
programs. Ms. Kalinick shared that the Select Board has approved the facility use application for Long
Pond landing for the event. It was suggested to post the video with the programming on the
Recreation website.
c. Spring programs update
Mike Gradone noted that details have been released and is almost full.
d. Guided walk working group report update
Cynthia Baran shared that the working group discussed goals and objectives, target audiences,
resources needed and possible scripts and routes. The overall consensus is that the working group
needs to be on site to get a better idea of what routes would work best. The working group will meet
on site on March 10 and will update the committee at the next meeting.
Ch. 91 License U date
Ms. Kalinick shared that there was a Ch. 91 License (Waterways license), a copy has been provided in the
packet. The license expires a year after the property changes hands, it does not convey permanently with
the property. There would be a permitting process the Town would follow through the Conservation
Commission.
Membership Update
Chair Wilcock welcomed Tim Hackert to the Committee, Tim replaces Paul Ruchinskas as the Affordable
Housing Trust representative. Allen Ryone will serve as the Recreation Commission liaison and Suzanne
Kenney will be the Vision Planning liaison.
Report from Quarterly Meetinit of Bay and Pond Committees
Chair Wilcock shared information from the quarterly meeting that included:
• The community forum on May 20, 2023 will be held at the dining hall on the Bay Property. Ms.
Kalinick requested members hold the date to be available to attend the public forum.

Conservation Restriction process will begin after the first two community forums. Ms. Kalinick
reminded the Committee that Conservation Restriction is the purview of the Select Board. The Select
Board and Town Administration will work with partners and typically work with a consultant to assist
in writing the Conservation Restriction.
The Town will enter into an agreement with Eastham to share their Economic Development
Coordinator, the coordinator will dedicate eight hours in Brewster supporting community
engagement, initially focusing on assisting with the Sea Camp properties.

Chair Wilcock reviewed two items in the public packet, information from the APCC and Ethics training that is
required by March 11, 2023.
