Select Board Town Manager PARTICIPANTS: Chair Doug Wilcock, Cindy Bingham, Kari Hoffmann, Elizabeth Taylor, Tim Hackert, Jan Crocker, Steve Ferris, Donna Kalinick, Chris Williams REMOTE PARTICPANTS: Tino Karmarck, Catie Fyfe, Amy Henderson, Mike Gradone, Reed Hilderbrand Representatives: Elizabeth Randall, Madeleine Aronson, David Vega-Barachowtiz ABSENT: Cindy Baran Call to Order Declaration of a Quorum, Meeting Partici ation Statement and Recording Statement Chair Wilcock called the meeting to order at 4:00pm and declared a quorum. Chair Wilcock read the meeting and recording statements. Public Announcements and Comment: None Reed Hilderbrand Consulting Team Uj2date Presentation of Discovery Findings & Analysis Elizabeth Randall shared that the presentation is the summary of Reed Hildebrand's findings, observations about the site, the buildings and landscape features. The highlights of the presentation titled Town of Brewster Sea Camps Pond Parcel Discovery Analysis included: • History of the parcel, Brewster, and the camps • Historic Site Evolution • Context- set within an Open Space network, access, and relationship to town amenities • Topography and Hydrology • Ecology (includes recommendations) and circulation (pedestrian and vehicular) • Open space and landscape character • Opportunities and constraints (topography, current zoning regulations, natural buffer zones, biomap critical landscapes and habitats and development feasibility) • Building Analysis including Pond Parcel key questions o Review of current structures o Potential Development • Key Opportunities o Consider appropriately scaled development along Route 137 o Balance access with site capacity o Connect to adjacent Open Space at Long Pond Woodlands o Determine zone for potential conservation area o Capitalize on the natural features through education and small-scale program o Protect key habitat and resources PPPC 3.29.23 www.brewster-ma.gov Page 1 of 3 E W ST�io��� Office of: Town o Brewster p�,E e9,9 % Select Board Q v 2198 Main Street Town Manager 3 a Brewster, MA 02631-1898 — _ v Phone: (508) 896-3701 www.brewster-ma.gov There was discussion regarding the Long Pond Woodlands parcel and how the two parcels interact. Ms. Kalinick added that the Long Pond Woodlands has a full conservation restriction on the entire property held by the Brewster Conservation Trust that needs to be considered along with the limitations that are currently in place on that parcel. Ms. Kalinick also reminded the group that anything that is discussed should be completed with the lens of accessibility compliance. Adding that the committee's first task is to present the public with the facts so they have a good understanding of the existing conditions so that they can start to think about what we can do with this parcel. There was discussion regarding wetland delineation. At this time Reed Hilderbrand believes there is enough initial information provided and when the Town has better plans on how to move forward, we will have to go through all permitting that any other party has to go through. The committee also discussed possible programming on the parcel with Mass Audubon. Ms. Kalinick reminded the group that we are not in the visioning phase at this point. There needs to be some clarity on what can be done from a regulatory point, and need to be careful about what the committee says we are going to do on the parcel. The task is to create a comprehensive plan for the parcel with public input to bring to Town meeting. Ms. Randall expressed that the public forum will be used to educate the public about the parcels. The presentation will include more photos, engage people's excitement, and understand their imagination on what the parcels could be used for. The presentation will describe what has been learned through the discovery phase, outlining the various restrictions and constraints. The community will then be invited to respond to the materials actively and be able to make suggestions about the things they care most about. This will help Reed Hilderbrand understand the community's values, priorities, and interests. The committee reviewed the public forum briefly, the discussion will continue at the next meeting. Pond Property Video Roll Out & Discussion of plan for Video Distribution Ms. Hoffmann shared that the video was presented recently at a Select Board meeting, a press release was created and is posted on the Town website. Ms. Kalinick requested that committee members that belong to other boards or committees add the video to their agenda for a future meeting, preferably before the public forum. It was also suggested to re-release the video in conjunction with the forum and again right after. Jan Crocker will inquire with the library about the possibility of promoting the video there. Short Term Uses of Propert a. Possible vote to proceed with designer for temporary pop-up traveling signs as well as u date on request to place a building side sign at Bay Parcel. Chris Williams shared that the Bay Property Planning Committee provided good feedback on the display. The committee decided on the title "The OTHER Sea Camp: The Long Pond Property." A local designer will be providing a professional draft of the sign that can be used for the traveling sign and the tabletop signs. Member Bingham second. A roll call vote was taken. All members voted in favor. The vote was 8 -Yes, 0 -No. b. Guided walk working group report update Chair Wilcock noted the sub committee will be meeting again on Friday and has been out on the property. The walk is about an hour long and they are considering two trips a day. c. Update on Spring Recreation Programs Mike Gradone will be adding the program to the Recreation website, along with the video. The April vacation camp with Mass Audubon has two spots available. Discussion and vote to send Thank you letters for work on video Chair Wilcock is requesting permission to send thank you notes to those involved in helping to create the video. Member Hackert moved to officially thank all those involved in the preparation of the pond video and send thank you notes confirming the committee's official thank you. Member Bingham second.
