AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH
EXCEL ENVIRONMENTAL RESOURCES, INC.
WHEREAS, the Borough of Carteret is in need of professional environmental services
related to the preparation and submission of a Remedial Action Protectiveness /Biennial
Certification paperwork with regard to 35 Cooke Avenue; and
WHEREAS, Excel Environmental Resources, Inc. possesses the requisite knowledge,
training, experience and professional license to provide said services; and has submitted a
proposal to provide said set-vices at a cost not to exceed a total amount of $2,000,00; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Account # 0- 01 -20- 165 -254
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret as follows:
1. The proposal from Excel Environmental Resources, Inc. for
professional environmental services related to the preparation
and submission of Remedial Action Protectiveness/Biennial
Certification paperwork for 35 Cooke Avenue at a total cost
not to exceed $2,000.00 at the rate set forth in Excel
Environmental Resources, Inc.'s existing contract with the
Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services
contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance
with the Borough's Fair and Open Process as authorized by
law.
4. A copy of this Resolution to be forwarded to the Borough's
Purchasing Department and Excel Environmental Resources,
Inc.

In accordance with the attached detailed cost estimate, Excel Environmental Resources, fine. (Excel) has
prepared this lump sum Cost Estionale to provide environmental consulting services to assist the Borough of
Carteret with completing a Biennial Certification for Soil as the remedy at the above - referenced property.
The scope of work includes preparation and submission of a Remedial Action Protectiveness / Biennial
Certification Form for Soil by a Licensed Site Remediation Professional (LSRP) in order to maintain compliance
with the approved Remedial Action Permit Effective October 1, 2012 as part of the Response Action Outcome
issued by the LSRP. 'file Certification includes inspection of the engineering control, municipal research, and
form completion /execution.
This Cost Estimate is submitted pursuant to the conditions set fo lln in the Borough's annual RFQ for professional
pre - qualification process. if the scope of work Bud associated costs are acceptable, please sign in the space
