ENFORCEMENT WITHIN THE CITY OF JEFFERSON, MISSOURI, AND PROVIDING PENALTIES FOR VIOLATORS. WHEREAS, it has become distressingly commonplace for dogs used in the K-9 Unit of the City of Jefferson Police Department to be threatened, assaulted, mistreated and otherwise abused while assisting law enforcement officers in the performance of their duties; and WHEREAS, the Council desires to protect the health and well-being of dogs and all other animals used by the Police Department and other law enforcement entities within the City of Jefferson, NOW THEREFORE BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI AS FOLLOWS: Section 1: Chapter 18 of Code of the City of Jefferson, Missouri, shall be amended to add anew Section 18=175 prohibiting the abuse of animals used in law enforcement within the City of Jefferson, Missouri, and providing penalties for violators and said new section shall read as follows: Section 18-175. Abuse of Police Animals. A. It shall be unlawful for any person to willfully or maliciously kill, assault, torture, torment, threaten, beat, strike, kick, mutilate, injure, disable, arouse, anger, excite or otherwise Interfere with any animal while it is being caged, kenneled, transported, exhibited, exercised, or ` used in discharging or attempting discharge of any lawful duty or function or power of office by any bona fide police officer or his representative for any police agency. B. Any person violating any provision of this ordinance, upon conviction shall be fined not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00), or shall be imprisoned for not more than three (3) months, or shall be both fined and sentenced. Section 2: This ordinance shall be in full force and effect upon its enactment and approval due to the urgent need to protect dogs and other animals used in law enforcement.
