AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE AGREEMENT
WITH BURNS & MCDONNELL FOR PROFESSIONAL SERVICES PERTAINING TO THE

FROG HOLLOW BELT SYSTEM.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. The Mayor and City Clerk are hereby authorized and directed to execute
an amendment to the agreement with Burns & McDonnell for Professional Services
Pertaining to the Frog Hollow Belt System. The amount expended for the amended
contract shall not exceed $294,520.
Section 2. The amendment to the agreement shall be substantially the same in form
and content as that agreement attached hereto as Exhibit A.
' Section 3. This Ordinance shall be in full force and effect from and after the date of
its passage and approval.

WHEREAS,the City of Jefferson, Missouri,a municipal corporation hereinafter designated
"City", entered into an Agreement with Burns &McDonnell, hereinafter referred to as "Engineer",
k on April 16, 1991;
WHEREAS,the Agreement was for certain technical and professicnal services described in
Exhibit "A," which was attached to the Contract dated April 16, 1991, in connection with the Fro
Hollow Belt System; and g
entitled "Scope of WHEREAS, the parties wish to amend Exhibit "A" to the Contract dated April 16, 1991,
Engineering Services set out ng Services for Frog Hollow Belt System," to include the Scope of

reference; which reflects the additional work requirements after the preliminary design stage was
completed and revision to topographic information; and
WHEREAS, the parties wish to amend the Contract of April 16, 1991, to increase the
contrast amount as this change is necessitated by additional work requirements after the preliminary
design stage was completed and revision to topographic information; and
WHEREAS,the parties wish to extend the contract period p nod for completion of the project;
NOW, THEREFORE, be it agreed as follows:
The parties hereby agree to amend Exhibit "A" to the Contract dated April 16, 1991,
concerning the scope of services entitled "Scope of Engineering Services for Frog Hollow Belt
System," to include the engineering services set out in the attached revised Exhibit "A," which is
made a part hereof by reference,which is necessitated by the additional work requirements after the
preliminary design stage was completed and revision to topographic information.
2. Subparagraph"a"ofparagraph 6,entitled"Compensation,"is hereby amended to read
as follows:
a. For the services outlined in Paragraph 1 - SCOPE OF SERVICES,the City agrees
to pay the Engineer a fee computed on the basis of(1)hourly rates that include base
salary cost, direct payroll additives,general administrative overhead and profit, and
(2) reimbursable direct expenses. The term base salary cost" shall be the actual
amounts paid employees of the Engineer,prior to deductions or withholding, based
on each employee's hourly rate. Base salary cost does not include direct payroll
additives;general and administrative overhead or profit. The tern "directive payroll
additives" shall include payroll tax, retirement, health and accident insurance,

vacation pay,holiday pay, sick leave pay and incentive pay. The term "general and
administrative overhead" shall include such indirect costs as clerical,telephone, dues
and subscriptions, accounting services, office supplies, maintenance, depreciation,
general insurance, rent, general taxes, survey stakes, equipment rental, non-profit
Ea. salary cost and non-profit general expense. The maximum compensation
encumbered under this Agreement shall be Two Hundred Ninety-four Thousand
Five Hundred Twenty Dollars ($294,520.00).
3. It is hereby agreed to by the parties that the contract period be extended to provide
for final plans ready for bid by January 15, 1995.
4. All other sections of the Contract dated April 16, 1991, shall remain in effect as
stated.

SCOPE OF ENGINEERING SERVICES
for
+ FROG HOLLOW BELT SYSTEM
j 1. PROJECT LOCAT 0NI-1 The "project" Includes West Edgewood Drive as an
arterial street from Stadium Drive to Fairgrougds Road and Wildwood Drive from
Its existing termination near Missouri Boulevard south to Rock Ridge Road. Major
component project elements to be included in the project design are:
a. Clearing and grading
b. Pavements, curbs, and walks
c. Storm drainage facilities
' d. Street lighting
E e. Utility coordination
} f. Seeding, sodding, and erosion contrcl
Preliminary.design only Is included for Wildwood Drive south of West Edgewood Drive.
Design for right of way acquisition stage only is Included for Edgewood Drive west of
Wildwood Drive. One bid package will be prepared for Wildwood Drive north of
Edgewood Drive, a second package will be prepared for Edgewood Drive between
Wildwood Drive and Stadium Boulevard„ and a third package for the federally funded
greenway construction.
2. STORM DRAINAGE STUDY: Conduct a study of the storm drainage system
tributary and adjacent to the project to develop recommendations for project design
t of drainage detention and conveyance facilities, and to provide recommendations
for planning of future development of drainage systems in the tributary watershed. '
Specific services are:
a. Review of data from all previous studies furnished by the CITY.
b. Review of current and planned land uses, and existing major storm drainage
facilities as determined from field observations by the ENGINEER, and from CIT Y
> and County records and zoning information.
c. Perform hydrologic analyses and computer modeling to verify/determine existing
and future peak flows for Frog Hollow Branch based on current and proposed
° future land use conditions.
d. Perform hydraulic analyses and modeling to verify/determine flood elevations on
Frog Hollow Branch based on both current-and future peak flows.
e. Perform computer modeling of major drainage facilities, including detention or other
control measures to evaluate the effects on peak flows within the drainage basin.
f. Perform a hydrologic analyses and concept design for a potential "off-channel"
t detention basin generally located on a site southwest of the intersection of Stadium
Boulevard and Edgewood Drive and east of the Frog Hollow Branch channel.
(1) Prepare concept grade designs and corresponding preliminary construction
cost estimates.
AM (2) CITY will furnish topographic Information to the ENGINEER for the detention
site.

(3) Detailed design plans and specifications for the potential detention facility
are not Included as part of ENGINEERS services.
g. Prepare and submit a written report of the drainage study.
3. SURVEYS: Perform (by subcontract) field right-of-way and topographic surveys
to supplement the aerial topographic survey to be furnished by the CITY to the
ENGINEER-for use as the basis of computerized design for the roadway grading'
and related facilities. Include the following survey tasks:
a. Field stake and reference the project centerline for later construction staking
recovery.
b. Set and describe project bench marks
c. Tie the project centerline to section and ownership lines as necessary for writing
right-of-way and easement descriptions.
d. Tie the project centerline to available Missouri Highway and Transportation .
Department survey controls for their proposed Route 179 extension across the
project. FY:
e. Obtain supplemental field topography and cross sections as necessary for the {
design of roadway channel crossings and at project connections to existing
roadways.
f.. City crews will obtain cross-section information after revisions to the preliminary
alignment are finalized.
4• PRELIMINARY DESIGN: Perform preliminary design of the project to evaluate
grade/alignment/right-of-way alternatives and to establish the basic project design i
to be developed in the final design plans and specifications. Tasks included are:
a. Create a terrain data base from the aerial topographic survey, rectified during
digitizing, for use in subsequent computerized project design and drafting. 5
b. Define alternative alignments, profiles, and finish "typical" sections using integrated '
coordinate geometry modules.
c. Computer cut existing and finish cross sections referenced to the terrain model.
d. Prepare alternative alignment plans and estimated for CITY selection/concurrence
on
final alignment, profile grade, and section, Alternatives shall include both a
"Greenway" and initial construction as a two-lane uncurbed roadway.
5. REVISIONS AFTER APPROVAL OF PRELIMINARY DESIGN: Perform design
work necessary to evaluate grade/alignment/dght-of-way alternatives requested
after approval of preliminary design. Tasks included are: t
a. Up to four revisions to alignment as requested by property owners. r
b. Preparation of sketches reflecting change.
c. Provision of survey data required for field staking alignment.
d. Modification of cross section information based on revised alignment and field
elevation Information obtained by City.
6. UTILITY COORDINATION: Assist the CITY In the coordination of the project
design with concurrent relocations and/or extensions of utility facilities within the
project right-of-way and easements, including the following tasks.
a. Meet with utilities to Identify and arrange for field location of their facilities prior to
supplemental surveys.

meetings in Jefferson City for coordination, review, and reporting of the project as
follows:

c. Initial meeting with utilities to establish coordination.

a Preliminary estimates including comparative estimates of alternatives.
b.' Final estimate, itemized for bidding the project on a unit price basis.
9. RIGHT-OF-WAY ACQUISITION SUPPORT: Support the CIIY'S appraisal and
acquisition of right-of-way and easements for the project by performing the
;- following tasks:
a. Prepare written legal descriptions of the right-of-way and easements to be acquired
` from each tract. f
b. Calculate the areas for each class of taking.
c. Prepare acquisition sketch maps for each parcel to indicate each class of taking
relative to the tract boundaries.
d. Prepare a descriptive narrative "Impact Summary" statement for each tract as an
Informational supplement to the plans. Impact Summaries will describe the
expected physical effect of the project and Include identification of existing
Improvements to be effected.
