Meeting was called to order at 3:30PM
Captain Fobes
Representatives from other beach communities were not able to attend the meeting today
Wrightsville Beach will be happy to attend at another date
Hilton Head and Folly Beach have open container prohibition
Need to have questions for them prior to the meeting so they will be prepared

Questions should be sent to Jan by August 6th to compile and then sent to Task Force for their final approval.
Need to set up telephone conference/Skype on August 20th with other beach communities such as Wrightsville and Hilton Head
This needs to be generated by the TIPD

Due to the onset of school and end of summer, recommended the telephone conference/Skype be done at the September 17, 2015 meeting. This would also give them more time to prepare for
the meeting and response to our questions and concerns.

St Simons has a Task Force regarding banning alcohol during the weekend of the UF/GA football game

Block off parking lots and charge a fee for admission to the beach

Need to move forward with alcohol ban
Need to look at changing the perception of Tybee
Need to find a way to roll-out
To ensure everyone knows this is not solely due to Orange Crush as other activities cause as much havoc
Need to attract a greater and better range of people

Alcohol is brought to the Island not purchased on the Island for the most part

If you rope off a portion of the beach, you need a reason for them to go there
There was a discussion regarding the liability of banning alcohol and there is a drowning or other incident on the beach. Who is responsible?

Need to present to mayor and council as well as residents in such a way that they will support banning of alcohol
Need to know the who, what, when and how from the communities that have ban alcohol
Need an ordinance for complete banning of alcohol on the beach
There was a discussion regarding parking and traffic coming on the Island to include enforcement.

Need to alert social media traffic conditions and parking availability
Need to get information out to the public
Road blocks and road checks will not stop people from coming

Mindset is that people are willing to pay the parking ticket fee
As the City won’t
tow car
suspend their license
send warrant for their arrest

Expressed her concerns with parking on Orange Crush weekend
Orange Crush is no different from any other event
Largest drinking crowd is Beach Bum
Events are what they are – naissance for the Island

Need to go to council with a uniform alcohol ban which will send a uniform message for all events
Social media needs to be informed

Need way to notify public with signage that Tybee is full
Consensus of Task Force is to have Mr. Hughes send a draft ordinance “Ban of Alcohol/Open Container on the Island” for discussion at next meeting.

Need to let the citizens know why we are recommending a ban on alcohol
Not just due to Orange Crush
Need to change the perception of the Island
