Frid ay nigh t, (?) 5-7pm. Saturday there was no charge for en trance...The even t was h eld fro m 10-2(?)

Th e s o ciety d id h old this event at s everal of the local Inns for a co up le of years . As the even t g rew it was not pos s ible to us e the s pace offered b y the Inn 's .
IF we were to h ave it this year we would like to have it eith er th e firs t o r s eco nd weekend in Octo ber. I am not s ure of the numbers of peop le wh o wen t th rou gh ...h owever we did
mon ito r th e n umber in the building at one time. It was very s u cces s ful an d we rais ed a larg e amount of money for BHS. We gave a don atio n to The M ans ion an d paid Brian fo r his
s erv ices . A s we are doing this as a fundrais er we are not in a p os itio n to p ay a large amo un t fo r the us e of any buildings ...bes t s cenario is do nated s p ace!!!
Fin ding a s pace large enough to accommodate this event and n eeding it fo r 4 day s is p rob lematic. The Mans ion was perfect...we us ed the big ballro om. Brain d id to urs of the
Man s io n if any on e was interes ted. There is the need for plenty o f p arkin g, which I b elieve the Sea Camp property has . I am not familiar with any o f th e b uild in gs and I wo uld
ap preciate b ein g able to go through any building that mig ht be acceptab le for this ty pe of even t.

MINUTES OF THE BAY PROPERTY PLANNING COMMITTEE MEETING

Call to Order, Declaration of a Quorum, Meeting Participation Statement and Recording Statement:
Amanda Bebrin called the meeting to order at 4:07pm and read the meeting participation and recording
statements. Ms. Bebrin announced all members of the committee who were present, a quorum was
declared. There were no public announcements or comments.

Follow-up on Pool Public Input Session & Resident Feedback and Potential Vote on Summer 2023 Pool
Program
Ms. Bebrin thanked Town staff for putting together the forum, and Brewster residents for attending and
offering feedback. Ms. Bebrin proposed a pool season of July 1st – August 15th, providing the pool can be
adequately staffed with lifeguards. Town Manager Peter Lombardi said that making decisions around season
hours would be essential for the purposes of putting together the RFP. Selectperson Mary Chaffee said that,
if possible, opening the pool one week before July 1st in order to get staff comfortable on the operational
side, and ending the season on Labor Day, staff permitting, would be ideal. Clare O’Connor-Rice asked if the
week preceding July 1st could be a test week. Mr. Lombardi responded that it would be hard to put
limitations on access once the pool was open. Karl Fryzel asked Mr. Lombardi for his thoughts on opening on
July 1st. Mr. Lombardi responded that Monday, June 26th might be a good day to have a “soft opening”,
allowing staff to work out operational kinks ahead of the peak holiday weekend. Caroline McCarley asked
when First Light Beach will open. Mr. Lombardi responded that no decision has been made yet, but the
opening of the beach should not be a limiting factor on opening the pool. Mr. Gradone agreed that June 26th
would be a better date, logistically speaking, to open the pool. Selectperson Chaffee asked Mr. Gradone
when he envisioned the swim lesson program would end. Mr. Gradone responded that it would likely end on
August 11th. Katie Jacobus asked what the closing date would be in the event of being unable to staff the
pool through Labor Day – Mr. Fryzel followed up by asking how staffing availability would be factored into
the RFP. Donna Kalinick responded that proposals would be rated according to specific criteria, and the
results would be aggregated – the ability to staff through Labor Day could be included as one of these
criteria. However, there is the potential that no proposers will meet this criteria. Thomas Wingard

commented that, all the camps are shut down in the last two weeks of August, and the pool is the one place
in town that a recreational space for families could be offered. Peter Johnson said that July 1st – August 15th
should be listed as the key dates in the RFP, and anything beyond that would be beneficial and could be
considered – this is the first year of the pool being open, and the committee should take the time to make
sure this is done correctly. Katie Jacobus said that opening from June 26th – August 20th would be a very good
season for the first year. Mr. Lombardi noted that he worried about listing August 20th as an end date, due to
the school opening dates. Griffin Ryder asked if it would be possible to separate the start dates and end
dates in the criteria for the proposal. Ms. Kalinick responded that she did not think this would be fair to the
proposers. Mr. Johnson moved to set the desired standard for pool operating dates from June 26th-August
15th. Mr. Fryzel second. A roll call vote was taken. Selectperson Chaffee – yes, Selectperson Chatelain – yes,

Ms. Bebrin announced that the next item for discussion was the operating hours. At the previous week’s
presentation, the committee had proposed 8:00am and 6:00pm in order to be consistent with the operating
hours for First Light Beach. Mr. Fryzel agreed with this approach, saying it made sense to keep things as
simple as possible for the first year. Pat Hughes said that some residents have expressed an interest in
swimming earlier in the day. Selectperson Chaffee said she expected significant demand for early lap lane
swimming, and wondered if this could be factored into the RFP – a 6:30am or 7:00am opening time in the
RFP could be listed as “highly advantageous”. Mr. Lombardi said that a staff operational meeting was
occurring the week of January 30th to discuss this, but members should keep in mind that opening hours
would also affect the hours of other staff on the premises such as gatekeepers. Depending on the outcome
of this meeting, the RFP could potentially be structured to list an earlier opening time as being “highly
advantageous”. Clare O’Connor-Rice stated that older, retired lifeguards could potentially work at the pool if
staffing issues were a complicating factor in setting earlier opening hours. Mr. Johnson moved to set the
desired standard for pool operating hours from 8:00am-6:00pm, with the potential to open earlier pending
in-house staff review. Mr. Fryzel second. Selectperson Chaffee – yes, Selectperson Chatelain – yes, Pat

Mr. Lombardi reported that feedback from the forum regarding the proposed fee structure had been largely
positive. Some feedback proposed the introduction of something in-between an individual membership and
family membership. Mr. Lombardi proposed the following membership fees: senior membership: $75,
individual membership: $100, family membership: $200, senior & plus one: $125, resident & plus one: $150.
Ms. O’Connor-Rice asked if the plus one would be named – Mr. Lombardi confirmed that it would be. For the
senior memberships, the primary applicant would have to be a senior. Mr. Fryzel asked if there was some
way that a subsidy could be introduced for people who cannot afford the fees. Mr. Lombardi responded that
the COVID-19 relief fund had a defined process for this already in place, and there was currently $25,000 left
in this fund – this could be converted into a more general “needy fund”. This idea will be brought to the
Select Board on February 13th, and offered to families who were interested in pool membership but have
trouble with the fees, as well as for general recreational programs. Mr. Fryzel asked if the Town has

discussed the notion of guest passes. Mr. Lombardi responded that, after residents have purchased their
pass, there could be a date when residents could come in-person on site and purchase 2 cards with 5 guest
passes on each of them. A price for this has not been set yet. Mr. Lombardi added that up to 6 days over the
summer could also be set aside for residents who didn’t want to purchase a pass but wanted to try out the
pool. Selectperson Chatelain asked Mr. Lombardi for clarification on how the resident test swims would work
– if they would be on specific days or if they would occur at the person’s leisure. Mr. Lombardi responded
that there were logistical challenges with this occurring at a person’s leisure, and that it would have to occur
on designated days. Maggie Aguilar-Spade recommended that the name of the fund for in-need residents be
called a “scholarship fund”, and the process for proving eligibility to benefit from this fund should be as
straightforward as possible. Ms. O’Connor-Rice suggested that the “good neighbor fund” is the most
appropriate name for the fund. Mr. Fryzel asked if the aforementioned guess passes could be purchased
online at the same time as the resident passes, to make things easier for residents. Ms. Kalinick said this
suggestion could be taken under consideration, but that adding this step would complicate the online
permitting system. Mr. Lombardi added that most towns on Cape Cod have a permitting office, whereas
Brewster handles these requests through the Town Manager office. Separating these passes out from the
usual process would likely make things easier for staff at Town Hall. Mr. Lombardi clarified that the Town
would define senior membership as 70+. Sharon Tennstedt noted that traditionally, a senior was defined as
60+. Selectperson Chatelain responded to Ms. Tennstedt that budgetary issues meant that defining senior in
as 70+ for the purposes of pool operations was more appropriate. Mr. Johnson moved to approve the
recommended 5 levels of membership, the option for a Brewster resident to purchase 2 punch cards with 5
guest passes on them, the proposed price structure, a minimum of 4 test swim dates, and setting the
eligibility for senior membership at 70+. Mr. Fryzel second. Selectperson Chaffee – yes, Selectperson

Mr. Gradone outlined a rough sketch of planned programming for the summer. Firstly, swimming lessons
could be moved to the pool from Long Pond, and lap swimming early in the mornings could occur. The
Brewster Recreation Department could host children from the summer program a few days a week in one
hour blocks. David Rost of the Nauset Youth Alliance has indicated that he would also like to see the same
programming offered for NYA members. A water aerobics class could also occur a couple of days a week. Ms.
O’Connor-Rice asked if swim lessons would take up the entire pool. Mr. Gradone replied that this would
likely not be the case, as the majority of the lessons would take place in the shallow end. Selectperson
Chaffee stated her support for aqua aerobics programming, as well as lap swimming – perhaps even certain
lanes could be kept open at certain times of the day for lap swimming. Mr. Wingard asked Mr. Gradone if
most of the program activities would be in the morning, leaving the pool free in the afternoon. Mr. Gradone
responded that parental work schedules meant that swim lessons would be better taking place in the
afternoon. Mr. Lombardi asked if the provider would be providing programming, or simply lifeguard services.
Mr. Gradone responded that, in the case of aqua aerobics, the Recreation Department could find someone
to teach this. Ms. McCarley noted her opposition to having designated lap lanes. Mr. Fryzel moved to
recommend programming to include swim lessons, dedicated lap swim, open swim, and programming for
groups such as NYA, Brewster Recreation, and water aerobics. Ms. Jacobus second. Selectperson Chaffee –

Mr. Fryzel asked about the current parking plans, specifically why the basketball courts were no longer part
of the planned temporary parking. Mr. Ryder explained that Reed Hilderbrand had informed him that
because the basketball courts were not directly next to the tennis courts, this plan would have involved
developing a sizable area in-between the two courts. Ms. O’Connor-Rice asked if the bus system would drop
off for the pool. Mr. Lombardi responded that providing transportation options for children was a good idea,
and that the CCRTA will generally drop off at any location along their route.

Mr. Lombardi confirmed that Reed Hilderbrand will be attending the February 7 meeting, as well as
attending the Pond Committee first meeting in February. They will be getting feedback from the committees
around programmatic uses for the parcels, to help them prepare for their first public forum. Mr. Lombardi
explained that this will likely take up at least an hour of the meeting.
