AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACT WITH CME ASSOCIATES, FEE ESTIMATE FOR THE
NJDOT FY 2019 LOCAL FREIGHT IMPACT FUND GRANT
IMPROVEMENTS TO PETER J. SICA INDUSTRIAL HIGHWAY
AND MIDDLESEX AVENUE
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the NJDOT Fiscal Year 2019 Local Freight Impact Fund Grant Program
with regard to Improvements to Peter J. Sica Industrial Highway and Middlesex Avenue;
and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $125,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. # 04 -20- 102 -202
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services related to the
NJDOT FY 2019 Local Freight hnpact Fund Grant Program with regard
to hnprovements to Peter J. Sica Industrial Highway at a cost not to
exceed $125,000.00 is hereby approved. -
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

Dear Mayor Reiman:
We are pleased to present our estimate of fees for professional engineering services for the
above- referenced project.
In April 2018, CME Associates was authorized to provide survey, basemap, design, bid, and
construction phase services for a portion of the project from Drift Way to Lower Roosevelt Avenue
based on anticipated funding of $2,000,000. As you are aware, In July 2019, the Borough was
awarded a $4,000,000 grant from the Local Fight Impact Fund (LFIF) for the FY2019 funding
cycle. The project was awarded to Lucas Brothers, Inc. in the amount of $3,276,495.00. Our
office is coordinating between the Borough, NJDOT, and the team working on the Ferry Terminal
project to maximize the use of the funding made available.
The scale of this funding appropriation allowed the Borough to expand the limits of the project to
include the southern portion of Industrial Highway and Middlesex Avenue from the southern
intersection of Roosevelt Avenue to the municipal boundary with Woodbridge Township.
Accordingly, our office prepared construction plans to include the section of Industrial Road from
Roosevelt Avenue to the Woodbridge border, as well as Drift Way and Middlesex Avenue in order
to take advantage of the NJDOT grant award. At this time, we are requesting additional design
and construction phase services for the expanded limits of the improvements.
With this being said, we anticipate that the following tasks will be required:

A) Design Phase Services —Work under this phase consisted of the preparation of construction
plans for the following roadway segments:
Industrial Avenue from Roosevelt Avenue to the Woodbridge Township border.
2. Drift Way (Full Length); and,
3. Middlesex Avenue (Industrial Avenue to Roosevelt Avenue).
B) Construction Phase Services — Work under this phase will include construction phase
services for the additional limits of the improvements identified in A above. Work will include
the following:
1. Assist with interpretation of the contract documents;
2. Review shop drawings for site - related items;
3. Coordinate scheduling between the Contractor, Borough, and property owners;
4. Provide daily construction observation services and prepare contractor punch lists; and,
5. Review and approve monthly progress pay estimates.
We will provide the necessary engineering services as described above based upon the cost
breakdown as noted below:
A. Design Phase Services ..................... ............................... $26,000.00
B. Construction Phase Services .......... ............................... $99,000.00
Total Fee for Services ........................... ............................... $125,000.00
It should be noted that inspection phase services will be reimbursed by the NJDOT under the
grant agreement up to 15% of the final construction cost, or approximately $495,000. The
requested funding for these inspection services totals $195,000 which will fully be reimbursed
under the grant.
Exceptions:
Any work not specified as listed in the above phases shall be considered additional services
and will be invoiced at the time said work is authorized by the Borough.
