A special, meeting of Council was1 eld to -day at 9:00 p.m. in the Council (iaamber, and was attended by Mayor McMillan, who presided, and Councilmen Kreitzer, May, Mayer, Tant, Farrell, Haar and Town Attorney Dutton. The meeting was Balled for the following purposes; Passing an Ordinance amending the Bcuilding code,% t `; " Plumbing code, " Electrical code. Collection of past due and current licenses. Financial status of Town. Ektension of time for notifying property owners of past due taxes. Year petition of Mrs. Lillian Gordon protesting against nuisance in front of her home. Letter Blom Capt. Gabbett, U.S.C.G. in reference to proposed C.G.SitR. Councilman Mayer moved the adoption of the following ordinance. Councilman Farrell seconded and the motion passed unanamously; ORDINANCE. AN ORDINANCE ENTITLED AN ORDINANCE CREATING BUILDING CODE FOR THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, CREATING THE OFFICE OF BUILDING INSSPECTOR, FIXING HTS COMPENSATION, PRESCRIBING HIS DUTIES, PROVIDING FOR TEE PENALTY FOR TEE VIOLATION OF THIS ORDINANCE AND FOR QTR PURPOSES. Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee 'eland in council assembled and it is hereby enacted by the authority aforesaid that from and after the passage of this ordinance all building permits issued for construction or alterations or repairs within the limits of said town shall be subject to the following conditions and restircions which shall constitue the building code of the said Town of Savannah Beach: SECTION 1. The following provisions shall constitue and be known as the building code and may be cited as such and presumptively provides for all matters concerning, affecting or relating to the construction, equipment, alterations, repairs or removal of buildings or any structure whatsoever erected of to be erected inthe town of Savannah Beach. Unless existing buildings or structures are spreiffi ¢ally men- tioned, the provisions of this code' shall apply only to buildings or tructures hereafter erect.#d`` or altered. SECTION 2. The Building Inspector, to be appointed by the Mayor, 118 subject to the approval of Co ncil, shall be a builder of suf- ficient practical experience to pass upon blue prints and speci- fications and approve same and inspect buildings in course of construction or alteration, and determine whether the provisions of the building code are being properly observed. He shall have the power and it shall be his duty to enforce the provisions of this code; to approve or disapprove within a reasonable time, applications, pla s, detail irawings and amendments thereto; to pass u?on questions relative to the mode and manner of con - struc3tion or materials to be used in the erection or alteration of a building; to require that such node, manner of construction or materials, shall conform to the true intent and meaning of the several provisions of this code, or of any pther ordinance of the town of Savannah Beach, governing building within its limits. Building permits sha 1 be issued by the Mayor upon recommendation or approval of the building inspector. All permits, Where new construction is to be donemmust show the lot number and in what ward the lot is located, also a set of building plans drawn to scale with specifications. If lot does not show sur- veyors pegs it must be surveyed before work is started. SECTION 3. All the officers designated under this code or any future amendments to the same, shall,as faras may be necessary fpf-the performance of their respective duties, have thenright to enter any building or premises in Braid town at any time. SECTION .4, f' Jap.1t.ant for a building permit shall have the right to appeal to Council should the building inspector refuse to approve the issuance of a permit. SECTION 5. No permit shall be issued for the erection, alteration, or removal of a building until the required fee for same has been paid in accordance with the following schedules: Were the cost of work does not exceed $500.00 $1.50 Where the cost of work exceeds $500.00 and is not over $1000.00 3.00 For building costing over $1000.00 and not exceeding $5,000.00 5.00 For each a:iditt&onal $1,000.00 .50 SECTION 6. Excavate for all footings, piers, columns to a depth not less t an two feet below grade level. 11oundations must be at least 20x20 inches and not less than 12 inches thick, subject to inspector's approval; the bottom of all footings to be well tamrned and tamped ready to receive the footings; all footings to be of concrete, the mixture to be cement, sand, and crushed stone in the proportiJns or brick. Every pier shall be built of concrete or approved brick, concrete or brick piers shall be laid in Portland cement mortor. Evey exterior pier shall be securely anchored to the beams or girders at the level of each tier. All piers shall not be less than 10x 10 inches except corners and angles which shall be 20x20 inches. No piers to be over 10 feet on centers or apart. AECTION.71 The walls of chimneys used for stoves, ranges, fire, places, heating furnaces or toper heating appliances, whether the fuel used be wood, coal, oil or gas.ect., shall be built of brick, concrete,stone or hollow tile, of such thickness and construction as is needed. All chimneys irrespective of which materials the walls are built, shall be lined with terra cotta flue lining 8 x 12 inches or 8 x 8 as the needs require, well 119 laid in mortar and securely set together, with no metal fl es for any purpose other extention of top of a brick chimney for the purpose of eliminating smoke. All chimneys must be built from the ground up. Chimneys nnist be built on proer footers on brick or concrete. No chimney must be used as a bearing for floor loads. Flue linings must run to entrance or boilers breechings or stave pipe entrance, and have terra cotta sleeves extending to intide of flue lintgs and made tight. No wooden headers as flue place openings will be allowed. SECTION 8. Roofs must covered with fireproof material recog- nized by the Fire. Underwriters of America. SECTION 9. Plumbing must be installed according to the plumbing ordinanceof the town of Savannah .Beach.and.must be inspected befinre sealed. SECTION 10. All wires must run in strict accordance with he electrifal code and must be inspected before sealed and must pass the test of the Fire Underwriters. SECTION 11. Lumber must be of good grade lumber. Sizes to be used in house, stores, ect.: First floor and Second Floor -- Joist 2x10 or 2x8 inch, on 16 inch centers to be bridged eery eight feet with lx3 cross bridge. Ceiling Joist -- 2x6 on 24 inch centers, not over 14 feet spans. Rafters -- 2x6 or 2x8, according to span, 24 inches on center collar braced with lx6 boards „except on one car garage or similar small buildings where rafters are not longer than eight feet,in such cases 2x4 rafters may be used, 20 inches on center. Corner Posts -- 4x4 or 2 pieces 2x4 spiked together, also window and door posts. All angles must be braced at right angles with not less than 2x4 boards. All intermediate stidding 2x4, not over 20 inch centers. Each 2x4 partition shall ce crossed, bridged at the middle of height od each story, all to be well spiked together. Sills -- 4x6 and larger, accordingbto weight of building, and must be approved by inspector. All frame work must be two inches from each side of chimneys and flues. Where fire hearth is used shall be full length of chimney breast and not less tha 20 inches from brick work. Roofs to be covered with good 7/8x6 inch roofers. Porch floors -- Joist to be not less than 2x8 on 16 inch centers. Buildings to be storm sheithed at an angle of 45 degrees if morethan one story high. All buildings must be 20 feet apart except brie: veneer, brick, stone, of other sin le masonry walls and an wproved type of asbestos siding, which must be not less than 15 feet apart. SECTION 12. All two -story or large buildings of balloon con- struction,; all walls or partitions must be fire- stopped at each floor with not less than two inch thickness of lumber, brick or other material. 120 SECTION 13. Be it further ordained that any person, firm or company who shall violate any of the provisions of this ordinance , or fail neglect or refuse to comply with the rules and provisions of this ordinance, or who shall fail, neglect or refuse to comply with any order or request of the building inspector in pursuance of this ordinance or rules therein contained, upon the conviction thereof, before the recorder's court„ shall be fined a sum not exceeding one hundred ($100.00) dollars, or be imprisoned not ex- ceeding thirty (30) days, either or both in the discretion of the Court. SECTION 14. Be it further ordained that all ordinances or parts of ordinances in conflict with this ordinance be and the same are hereby repealed. Councilman gayer moved that the following ordinance be adopted, Councilman Farrell seconded and the motion passed unanamously; ORDINANCE. AN ORDINANCE ENTITLED " AN ORDINANCE REGULATING AND REQUIRING PLUMBING IN ALL BUILDINGS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND TO BE SUBJECT, AT ANY TINE,-TO INSPECTION, TO CREATE THE OFFICE OF PLUMBING INSPECTOR OUTLINING DIS DUTIES, FIXINH HIS C0EPE"SATION, PROVIDING A PENALTY FOR VIOLATION OF THIS ORDINANCE, AND FOR OTHER PURPOSES." SECTION 1: Be it ordained by the Mayor and Councilmen of the town of Savannah Beach, Tybee. Island in Council assembled and it is hereby ordained by the authority aforesaid that from and after the date of the passage of this ordinance, all buildings, whether occupied as dwellings or otherwise, shall be subject at any time to inppection by the duly elected p_t4bing inspector of thetown of Savannah Beach, Tybee Island, who°(_lis charged by this ordinance with the enforcement of its provisions. SECTION 2: The following provisions shall be known as the plumbing code and may be cited as suck for all matters ooncerning, affecting or relating to the construction, equipment„ alterations ans repairs whatsoever erected or tobe erected in the town of Savannah Beach, Tybee 'gland. (a) All basins and bath -tub waste mus* either run in septic tank overflow or separate dry well. Dry wells to be built of wood, brick or tile. To have suitat:le openings for quick drainage of water. No wooden dry well to be less than two inch thickness. Capacity as follows: 200 gallon septic tank -- 50 elbic feet 300 " " " -- 75 " 500 " " -- 150 " " Dry wells for other fixtures as follows: Lavatory 4 cubic feet Bath tub 10 " " Sink 12 " " Showers 12 " " Laundry trays 12 " Drains from soda founts or other such fixtures not less than 121 fifty (50) cubic feet capacity. No smaller pipe thanone and a half (1i) inch shall be used on drainage. All septic tanks must have overflow or dry well;. septic tanks must conform to specifications of the U.S Public Health Service and also to the Georgia State Department od. Public Health. all septic tanks should be of the following sized: Up to two toilets 200 gallons Three to five toilets 300 Six to eight toilets 500 Over this amount, size of septic tank to be deter- mined by plumbing inspector. (b) All main or breach soil, waste and vent pipes within the building, shall be of cast iron, lead, brass, copper t:.ning or galvanized steel or Galvanized iron pipe. No second hand or used pite shall be used except galvanized steel or galvanized iron, and that must be in good condition and subject to the approval of the plumbing inspector. Not less than two (2) inch pipe must be used for all wastes to sinks and traps are not to be less than one and one -half inches and no relent will be required if trap is within three (3) feet of stack. Stack must continue through the roof undiminished in size. One (1) cubic foot per minute or seven and one -half (7i) gallons per minute, is the basis for a fixture unit discharge. The following table shall be employed to determine fixture equi valett: Fixture Units Drinking Fountain Lavoratory or wash basin 1 Refrigerator or ice box 1 Bath tub 2i Laundry tray 3 Shower bath 4 Floor drein 4 Combination Fixture 4 Urinal 4 Kitchen sink 5 Slop sink 6 Water closet 6 (c) Every building in wheth plumbing fixtures are installed shall have a soil or waste stack, or stacks, extending full size through the roof. Soil and waste stacks shall be as direct as possible and free from sharp angles and turns. The required size of a soil and waste stack shall be independently determined by the total fixtures units of all fixtures connected to tote stacks. Waste stacks Fixture Diameter of Length Unfits Stacks Permitted 1 to 3 11 inches 25 feet 4 to 10 2 " 50 " OD ll to 40 3 inches 100 feet Soil pipe wastes for toilets or equivalents: Fixture Diameter of Lentith Units Stack Permitted 1 to 60 4 inches 100 feet 61 to 300 6 " 200 " (d) In existing builings where the soil or waste vent pipe is not extended undiminished through or above the roof, or where there is a sheet metal soil or waste /vent pipe, and the fixture its changed in style or location or is replaced, a soil or waste ventpipe of the size and ma erial prescribed for work shall be installed. All extensions of soil waste ►fd vent stacks shall be run full size at least (1) one foot above the roof, and when the roof is used for other purposes than weather protection, such extension shall not be less than seven (7) feet above the roof. The roof terminal of any stack or vent, if within fifteen (15) feet of any door, window, scuttle or air shaft, shall extend at least three feet above the same. Vent pipes shall not terminate under the overhang of the building. (e) Every fixture trap shall be protected against siphonage and back pressure by means of a soil waste vent, continous vent, stack vent, loop or circuit vent. No croen vent shall be installed. (f) No trap shall be placed more than five feet (5) horizontal and vertical deveoloped length, from its vents. The distance shall be_ measured along the central line of the waste or soil pipe from the seal of the trap to the vent opening. (g) All main vents or vent stacks shall connect fuli,size at or below the lowest fixture branch and shall extend, undiminished inrsize above the roof or shall be reconnected with the main soil or waste vent at least six (6) inches above the overflow point of the highest fixture. (h) All vent and branch vent pipes shall be free from drops or sags and be so sloped and connected as to drip back to the soil or waste pipe by gravity. Where vent pipes connect to a horizon- tal soil or waste/ pipe, the vent branch shall be takes: off above the center line of pipe. (3) All septic tanks must be open for inspection when required by the plumbing inspector and cleaned and repaired when directed by him. (j) All lead bends and ferrels must be wiped to brass ferrell; all cast iron pipe must be caulked with lead and oakum; all basins and bath tubs must bettrapped; closet bowls must be of cyphon type; washdown bowls not allowed. (k) No plumbing fixtures of any kind replaced, repaired,or installed without a permit. (1) All installations in new houses, or complete jobs, the 123 1 1 sewers and drain pipes must be su..ject to water test made in the presence o the plumbing inspector. All plumbing to be done by and authorized plumber or person competent to do the work, the building inspector to be the judge as to whether the person doing the work is competetnt. (m) All dry wells are subject to inspection when required by the plumbing inspector and if condemned by him must be replaced by a new and suitable dry well, or if repairs are required they must be made subject to his appro a].. (n) The plumbing inspector is directed and required to inspect plumbing an all premises and require all plumbing to be put in proper sanitary condition subject to his inspection and approval. SECTION 3. The plumbing inspector shall be appointed by the Mayor subject to the approval of Council; shall be a plumber of sufficient practical experiece to pass upon plumbing, blue prints and to reject or approve same, to inspect all plumbing in the course of construction, alteration, and repairs and de- termine whether the provisions of the plumbing code are being properly observed. He shall have the power and it shall be his duty to enforce the provisions of this code; to approve and dis- approve within a reasonable time, applications or $rpi8p mfor all plumbing construction; to pass upon questions $ ode or Manner of construction or materials to be used in the erection, alteration or repairs of plumbing; to require thatbsuch mode, manner of construction or materials, shall conform to the true, intent and' of the several provisions of this code. 3z SECTION 4. The plumbing inspector shall receive and deliver to the Town Treasurer, the following fees and same must be paid by the plumber or the contractor; for every fixture inspected, fifty (50) cents; no water to be turned on in new houeeeor where alterations have ben required and are being made until same shall have been approved by t e plumbing inspector. SECTION 5. Any person, firm, or corporation violating any of the provisions of this ordinance shall upon conviction before the Recorder's Court of said Town, be subject to be fined in the sum of not more than $100.00 or be imprisoned not more than thirty (30( days, either or both or any part of either of both in the discretion of the Court. SECTION 6. All ordinance or parts of ordinance conflicting with the provisions of this are hereby repealed. Gbundlman Mayer moved that the following ordinance be adopted, Councilman Farre.Ll seconded, and the motion passed unananmoui1y; ORDINANCE I AN ORDINANCE TO AMEND THAT CERTAIN ORDINANCE EBTITLED, REQUIRING ELECTRICAL INSPECTION, ADOPTD BY COUNCIL ON THE 7TH DAY OF AUGUST, 1931, BY S HIKING FROM SAID ORDINANCE SECTION 7 and IN LIEU THEREOF INSERT Thy FOLLWOING: SEDTION .7: BE IT FURTHER ORDAINED THAT ALL EIEOTRIBAL CONSTRUCTION, ALL MATERIAL AND ALL APPLIANCES USED IN CONNECTION WITH ELECTRICAL WORK AND THE OPERATION OF ALL ELEC- TR ICAL APPiARATUS, SHALL BE IN CONFORMITY WITH TEE RULES AND REGULATIONS AS SET DOWN IN WHAT IS KNOW AS THE " NATIONAL ELEC- TRICAL CODE", BEING REGULATIONS OF THENATIONAL BOARD. OF FIRE UNDERWRITERS AS ,RECO 'DED BY THE - ATIONAL FIRE PROTECTIVE ASSOCIATION, AS THE SAME ARE NOW ESTABLISHED BY THE CODE EDITION FOR 1937, AND ALL RULES AND REGULATIONS ARE HEREBY ADOPTED AND A APPROVED, AN7 FOR TONER PURPOSES. SECTION 1, Be it enacted by the Mayor and CouE;cilen of the Town of Savannah Beach, Tybee Island in council assembled and it is hereby enacted by the authority afnresddd that that certain ordinance ebtitled, Requiring electrical inspection, adopted by Council on the 7th day of August, 1931, is hereby amended as follows: by striking from said ordinance section 7 and in lieu thereof, insert the following: Section 7 : Be it further ordained that all electrical construction, all material and all appliances used in connection with electrical work and the operation of all electrical a_varatus, shall be in conformity with the rules and regulations set down in what is known as the "National Electrical Code ", being regulations of the National Board of Fire Underwriters as recommended by the National Fire Protective Assocation, as the same are now establistdad by the code edition for 1937, and all rules and regulations are hereby adopted and approved. SECTION 2. Be it further enacted by the authority aforesaid that all ordinance or parts of ordinances in conf ict with this ord- inance be and the same is hereby repeailed. • • • • • • It was the sense of Council that all back licenses be paid by September lst. Councilman Haar moved that an extension of time be granted for the payment of back taxes until September 15th, Councilman Mayer seconded and the motion passed unnanamouely. The Mayor read aletter he had received from Capt Gabbett of the USCG relative to the proposed site at Estill Station for use of a coast guard station, Capt Gabbett requested that a site 320 feet long on Bay Street and also on the river be acquired. The Mayor appointed a committee consisting of Councilmen Haar, Mayer and May to look at the property and rpport back to Council what they agreed was a reasonable price to pay for it. re, J.L.Gordon petitio #ed Council protesting agidnst the horse stable recently erected in front of her home on 15th street and Chatham Avenue.
