f} This scope of services will produce engineer's design report, construction plans,
contract documents/technical specifications, tabulation of construction quantities,
and an estimate of construction costs. The Consultant will assist the Sponsor in the
advertisement for construction bids, receipt of bids, award of construction contract,
material testing, and observation of construction. All services will be performed in
accordance with good engineering practice and applicable published design criteria
of the Federal Aviation Administration (F.A.A.),primarily F.A.A. Advisory Circular
150/5300-13, Airport Design, Change 4, dated November 10, 1994, and in
accordance with the attached Exhibit A, "Standards for Construction Observation +'
uServices", dated December 1, 1994. The following is a detailed description of the s
' specific services that are a duty of this Agreement.

by Sponsor personnel, consisting of three (3) on-site visits.

warranty as to the compatibility of the data files beyond the above
specified hardware and release or version of the stated software. The
Consultant shall remove his nameplate from all electronically
submitted data and will be released and held harmless of subsequent x.

The Consultant shall not proceed with the services described herein until written
' authorization in the form of Notice to Proceed is received from the Sponsor.
For Item A. Basic Services and Item B. Special Services partial payment shall be made to
the Consultant for those portions of the services completed. The Consultant shall submit to the
' Sponsor a monthly statement showing an estimate of completion, and the portion of compensation
requested for each element and phase of the services. The request for partial payments will not be
in excess of the value of the services completed at the time the statement is rendered.

For engineering services applicable to Item C., the Consultant shall submit monthly
r statements to the Sponsor for payroll costs and all other expenses incurred on the project and shall

Services shall be $1,000.00 and the total payment to the Consultant shall not exceed $7,700.00

If the construction period exceeds seventy-five (75) calendar days, the Consultant can renegotiate
the fixed payment and not-to-exceed amount if additional engineering services are required as a
result.
The travel on or off the job required of Bucher, Willis & Ratliff employees will be
compensated at $0.29/mile. Travel expenses and labor will be charged for trips to and from the
' Bucher, Willis &Ratliff Kansas City office.
Progress payments shall be made to the Consultant with thirty (30) days of receipt of proper
statement.

IV Testing L.aboratory
rr` A. The laboratory furnishing testing services for the project shall be tested for proficiency by an 'r

acceptable accreditation program. Acceptance of laboratory accreditation programs must come from the

B. Testing functions occurring in the field such as density testing, material sampling,or specimen
preparation may be performed by accredited laboratory personnel or other qualified personnel. The

under Part VII, field testing personnel shall have as a minimum, one year of experience with the

A. At least a minimum of 10 days prior to the pre-construction meeting the Engineer shall submit a

substandard construction materials. In no case shall the Contractor be verbally notified later than 4
working hours after the test results have been completed. Additional written notification shall be rovided
to the Contractor within 7 days after the tests have been completed. P

2. Final Report: At the end of the job the Project Engineer shall submit n final test and quality
