BREWSTER MA 02631 Minutes of Public Heal Monday, June 5th, 2023 The Brewster Old King's Highway Regional Historic District Committee, acting under the Massachusetts General Laws, Chapter 470, Acts of 1973 as amended, came to order at 7:00 pm in person and being recorded at the Brewster Town Hall. Committee members present were Jim Trabulsie (Chairperson), Carol Appleton, George Carey and Steven Bergquist. The Chairman, Jim Trabulsie determined a quorum. SCHEDULED APPLICATIONS H-23-67 Adding Windows Jen and Neil Kaplan, 108 Old North Rd, Map 68 Lot 144 • Fred Bassett and Neil Kaplan were both present at the meeting. • Fred described the project for a double hung window slightly smaller 1 over 1 to replace the existing one over the sink. • Carol made a motion to approve as presented. Steve seconded. A vote was taken and H-23-67 was unanimously approved. D-23-89 Two Bay Garage Demolition Department of Natural Resources, 359 Main Street, Map 16 Lot 3 • David Johnson attended the meeting online. The committee mentioned the fact that the garage wasn't very noticeable and if anything was an improvement. Steven made a motion to approve as presented and George seconded. A vote was taken and the application was unanimously approved. H-23-90 6 Feet High Fence Installation Laurie and Michael Mitchell, 300 Harwich Rd, Map S6 Lot 43 • One of the applicants, Michael Mitchell was present at the meeting. • Michael said they were proposing a 6 foot high cedar, stockade fence, finished side out and not scalloped like in the picture submitted and 5 foot black chain link on the sides. • Jim asked if there were any abutters and there was one. Todd Higgins, from 9 Gages Way, said that he had no problem with the project as long as the setbacks were correct. Michael told him that his fence would go between 10 and 15 feet off the neighbor's fence since no markers were found. • Carol made a motion to approve as presented. Steven seconded. A vote was taken, and the application was approved unanimously as presented. H-23-97 Solar Panels Ralph and Peter Marotti, 61 Paddock Way, Map 47 Lot 41 Neil Holmgren represented the applicant in the meeting. Neil explained the two proposed arrays of panels. One would go on the breezeway between the house and the garage and the other would go on the dormer on the back of the house. George seconded the motion. The committee voted and the project was approved. H-23-102 New Pavilion and Shed Rosemarie Fiore, 91 Clipper Way, Map 67 Lot 25 • Trey Logie with DexTerra was online representing the applicant. • Jim asked if there was a fence proposed in the project and the applicant said yes and that the Certificate of Exemption had already been signed. Jim also asked if there were going to be plantings in place and the representative said yes. • Jim proceeded to read the two abutter letters submitted to the committee. The first one from Mr. Cicarelli. • The second letter was from Peter Sturr, 107 Clipper Way, who expressed his concerns about the placement of the shed and pool equipment as it related to the potential noise level and lighting (See attached). Jim said that pool equipment was relatively quiet nowadays, especially with the proposed plantings around it. As far as the lighting, the representative said there were only proposing two overhead fans with lighting. • Jim stressed the importance of the plantings proposed around the pool equipment as to help not only with the noise, but the visual impact on the neighborhood. • Carol asked what the material for the shed's siding was and Trey said it was white hardiplank. • Jim asked if the colors of the shed and pavilion would match and Trey said that yes, in fact they both would match the iko Cambridge of the house. • Steven asked if there were going to be any windows on the shed and Trey replied that there were going to be two windows and a singe door facing the pool. • Carol made a motion to approve the project as presented. George seconded the motion. A vote was taken and project H-23-102 was approved. H-23-103 New Deck and Steps Gillian Mackenzie, 373 Stony Brook Rd, Map 15 Lot 49 • Trevor Dash represented the applicant at the meeting. He described the project as a front landing and three steps to the front entry of the house. • Jim told the committee that this was originally applied for as an exemption, but since it was a Historic home, he felt that abutters should be given a chance to comment. • Carol asked about the materials for the risers and Trevor said there were pressure treated wood left natural. George pointed out that the house was covered by vegetation and wasn't very visible. George made a motion to approve as presented. Carol seconded. A vote was taken and the application was unanimously approved. H-23-109 Solar Panels Stacy Monette, 73 Keith Lane, Map 65 Lot 5 2 ILW . These panels would be visible from the road in the winter. • Carol asked if they would consider eliminating the panels facing the garage's front panels, but Steve Kelly said they had already maxed out the capacity of panels on the back of the house. Steven Bergquist pointed out that the house was at the end of a cul-de-sac. The rest of the committee agreed they would not be opposed to the project if the front panels remained as proposed. • Jim read a letter from an abutter, Ed and Joanne Kenney, where they stated they supported the project as long as the panels were installed according to the HDC guidelines. • Steven made a motion to approve as presented and George seconded. A vote was taken and H- 23-109 was approved. H-23-105 Solar Panels Outslay Lowell, 39 McGuerty Rd, Map 94 Lot 75 • There was no representation from 39 McGuerty Road in the meeting and it was decided to table the discussion and revisit after the other applicants. After discussing all the other applications, the Committee was informed there was still no representation for the application. Jim reviewed the application to see if the waiver was signed and it was. Steven made a motion to continue the application to the next meeting. George seconded the motion and after voting, the committee agreed on continuing the application on the July 10th meeting. H-23-110 Solar Panels Brian Daggett, 732 Satucket Rd, Map 94 Lot 75 • Chris Santos with Davenport Companies represented the applicant in the meeting. • Chris described the project as a 20x20 addition with a 10ft breezeway to match existing roof and siding. • Carol asked if the West elevation was the front of the house and if there were going to be any windows. Chris said they had planned a wall-to-wall fireplace with built-ins that wouldn't allow room for windows. • Steven, Carol and Jim thought it looked too much like a barn rather than a house and didn't look appropriate. • Chris asked if adding two windows would help and the committee agree that it would make a difference. He signed the 45 days waiver and the Request for Continuance so he could check with the homeowner and the project could be revisited. • Jim asked if there were any abutters and there were none. • Steven explained to Chris, that it was important to know the changes requested matched the style of that classic bungalow, especially since it faced Satucket Road. • Steven made a motion to continue the application to the next meeting. • Carol seconded the motion. A vote was taken and the application was to be continued at the next meeting. TORN OF BftESTER 4� dam, OLD KINGS HIGHWAY REGIONAL DISTRICT p►{ONE'508} 896-3701 EXT 1125 HISTORIC DISTRICT PHONE:( 508) MAIN STREET EMAIL: 14DCMEETINGOBREWSTER-MA.GO SREWSTER MA 02631 H-23-116 4 Feet High Fence and Arbor Leslie Larosa, 2821 Main Street, Map 90 Lot 158 • Patrick Larosa, homeowner was present at the meeting. • Jim said to the applicant that they usually didn't approve vinyl fences, but this one wouldn't be visible, especially on the right side. • The committee talked about the new vinyl fences, like the one proposed, and how they now are matte and mildew resistant. • Jim read a letter from Mr. Moore from 2837 Main Street, who expressed his support for the project. • Steven made a motion to approve the project as presented. Carol seconded the motion and the project was approved unanimously. H-23-120 Window Replacement Jack Bicker, 101 Tubman Rd, Map 47 Lot 28 • Jay Bronov, general contractor, represented the homeowner at the meeting. • Jay said they were proposing to replace some of the windows with the same style and size windows, but with a black sash and trim around them instead. • Carol told the applicant they needed some working drawings rather than free handed and rugged. • Jim told the applicant that his drawings were not correct and were difficult to understand. He also said they needed either professional drawings or pictures of the house from the South, East, West and North elevations showing the windows that were going to be replaced, otherwise they didn't know what they were voting for. • Jay said this was a state funding program and that was why all windows weren't being replaced, but Jim pointed out that the actual and proposed windows had to match. • Jim pointed out that he wasn't comfortable approving the new black trim windows on the front of the house and leaving the other tan color ones because they all should be consistent, especially in a Historic Home. Jim also said that Jay might have to contact the homeowner to ask if they could paint the trim tan instead of black, so all the windows matched. • George agreed that they needed some uniformity on this project and suggested the proposed windows were painted to match the rest of the existent windows. • The committee told the applicant that the application was going to have to be continued to the next meeting. • Carol made a motion to continue the application to the next meeting. Steven seconded the motion. The committee voted and the application was scheduled to be continued in July 101h's meeting. S-23-118 New Sign Paraclete Press, 95 Southern Eagle Cartway, Map 138 Lot 43 Ext. 17199 • Clint Kanaga was online as the representative for Paraclete Press. • Jim asked if the letters were going to be vinyl or painted. Jim reminded the applicant that the signs couldn't shine on the street and needed to be under 60 watts. • Clint mentioned they were thinking about doing solar lights either on the ground or in the planter. Jim explained that if they were proposing self-contained free standing solar spotlights on the ground, it was ok, however if they needed a solar panel, they needed to follow those specifications. • Jim asked if there were any abutters and there were none. • Jim also mentioned that the application listed the lights as above lights and not ground ones. Clint said that he had just talked to his client, and they decided to go with ground solar lights due to the difficulties of running electricity down to the sign from the actual site. • Carol asked what ShouSugi Ban wood was and Clint explained that was a Japanese style finish of wood that acted as a stain to make the wood black and preserve it and that it matched the actual building. • Jim confirmed with the applicant on the amendment needed to be done for the ground mounted solar stakes instead and Clint agreed. • Carol made a motion to approve as amended. Steven seconded the motion. The committee voted and application was approved as amended 3 to 1 with Jim, Steven and Carol for and George against. ENFOFilU1Al.
