AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING POLICY ON THE
RECOVERY OF TRAINING COST FOR NEW EMPLOYEES.
WHEREAS, The City regularly recruits new employees to municipal service who do not
necessarily have all have training r ositions for which they are hired; and

WHEREAS, The City provides training opportunities and certification for new employees at
considerable.cost to the City; and

WHEREAS, The City has experienced the departure of recently trained employees to other
s employment upon completion of training or shortly thereafter; and r
.-. WHEREAS, The City wishes to secure amortization of training costs through the service p'a
rendered by the employees to the City.

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, A'
` MISSOURI, AS FOLLOWS:
Section 1. It is hereby declared to be the policy of the City that all direct training costs '
{ ;4;t which provide a new employee with minimum job requirement skills, and which is required for
certification by the State or other regulatory body for the performance of the position occupied by
the employee, shall be recovered. In order to provide for the uniform application of this policy to
new employees of the City, the costs of training shall be recovered if the employee leaves a{
municipal service within three (3) years of the date of employment, pro rated over the initial thirty-
six(36) month period. The City Administrator shall develop and administer appropriate rules and
' regulations, and enter into agreements with new employees that specify the obligation of new
employees' adherence to this policy. if
Section 2. This Ordinance shall be in full force and effect from and after the date of its
passage and approval.
