Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING
was called to order by Council President Randy Krum at
approximately 6:00 p.m. on Monday, November 16, 2020, remotely,
via telephone call -in.
Upon individual roll call, the following were noted present: ROLL CALL
Councilmember Vincent Bellino
" Jorge Diaz
" Dennis DiMaseio
" Ajmar Johal
" Randy Krum
" Susan Naples
Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
Noted absent was Mayor Daniel J. Reiman. NOTED ABSENT
The meeting was opened with a moment of silent prayer and the SILENT PRAYER
Pledge of Allegiance and led by Council President Krum. PLEDGE OF
ALLEGIANCE
The 2020 Annual Notice was mailed to The Home News Tribune, The
Star Ledger and posted on the bulletin board on December 31, 2019. STATEMENT
Notice was published in The Home News Tribune and The Star MEETING NOTICE
Ledger on January 7, 2020. Notice of tonight's meeting was sent to
the Home News Tribune, posted on the Borough's website, bulletin
board and the doors of the Memorial Municipal Building on August
25, 2020. Notice was published in the Home News Tribune on August
27, 2020. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
Upon MMS &C, by Councihnembers Diaz and Bellino and unanimous APPROVAL OF
affirmative vote of the full membership present, the minutes of MINUTES
November 5, 2020 were approved as transcribed and engrossed by the
Clerk.

ORDINANCE #94 -23
CREDIT UNION
ORDINANCE #20 -20 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing, upon MMS &C, by Councilmembers Naples and Krum.
Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.
ORDINANCE #20 -20
"AN ORDINANCE RE- ADOPTING, AMENDING
AND RE- INSTATING ORDINANCE NO. 94 -23,
FINALLY ADOPTED MAY 26,1994"
A copy of each Resolution was posted on the Borough's website for
PUBLIC PORTION public review prior to the meeting in accordance with the Rules of
RESOLUTIONS/ Council and upon MMS &C, by Councilmembers Diaz and Krum and
AGENDA ITEMS unanimous affirmative vote of the full membership present, the
& NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items
and new business.
There being no comments or objections to the Resolutions /Agenda
PUBLIC PORTION items or new business, upon MMS &C, by Councilmembers Diaz and
CLOSED Krum and unanimous affirmative vote of the full membership present,
the meeting was closed.
RESOLUTIONS RESOLUTIONS:
1. #20 -180 Appointing Acting Municipal Clerk.
2. 420 -181 Professional Services —Beacon Planning &
Consulting Services, LLC., Re: Various
Planning/Engineering Services.
CONSENT AGENDA Council President Krum asked for a motion on the Consent Agenda.
Resolutions #20 -180 and #20 -181 were introduced by Council
President Krum and referred to the Council for action.

were Adopted. Upon individual Roll Call Vote, Councilmembers ADOPTED
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.
Upon MMS &C, by Councilmembers Diaz and Bellino, all bills PAYMENT OF BILLS
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.

1. Board of Health — October 2020
Upon MMS &C, by Councilmembers Diaz and Bellino, and unanimous
affirmative vote of the full membership present, all reports were
ordered to be received and placed on file.

There being no further comments or discussion, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the full membership present the meeting was adjourned at
approximately 6:05 p.m.
