Mayer moved that $200.00 be donated to the Savannah Beach Chamber of Commerce for use in connection with Tybee Day activities, Councilman Kreitzer seconded and the motion passed unananmously. The regtlar meeting of Council was held to -night at 8:00 ta,i the Council Chamber, and was attended by Mayor McMillan, who presided, and Councilmen Kreitzer, May, Tant, Farrell, Mayer, Haar, Town Attorney E.A.Dutton, and Mr. S.F.Smith. The minutes of the meetings held on jui eao8th, 10th, '.23hd., July 6th, llth, 15th, 26th,(first meeting) were read and on motion of Caouncilman Tant that they de adorfted seconded by Coun- cilman Mayer, the motion passed unanamously Mr. S.F.Smith petitioned for allowance of discounts on 1937 and 1938 taxes on property repesessed by him from J.A.Taylor. Councilman Haar moved that he be allowed 20% on 1937 and 38 taxes., if paid at once. Councilman Tant seconded and the motion passed, those voting yes -- Tanjt,Haar,May,Farrell, - voting no - Mayer, - not voting, Kreitzer. The matter of charging Mrs. Willis rent of the cottage occupied by her was discussed, aletter from Mr. 0.B.Strong was read stating that the Town at}d Board of Education had an agreement to furnish the teacher a house, rent free. Councilman Mayer moved that it be de- ferred to the next meeting of Council, Councilman Farrell seconded and the motion passed unanamoulsy. Councilman Mayer called attention to the need of having the several drinking fountains put in condition for the use of the public, the fountain at 16th street on the boardwalk was not working, the one at 15th street was in working condition. The matter was referrdd to the Public Works Committee for handling:. A committee conststing of Mrs. McMillan, Mrs. Wallender and Mrs. Greeno representing the Librauy Board appeared before the Board and requested that the Town donate $100.00 for use in buying new books that are badly needed for the Library. Tae committee was excused, and after some discussion Councilman Haar moved that due to the financial Condition of the Town the request could not be granted. Councilman Kreitzer secondad and the motion passed unanamously. 126 The bad condition of some of the buildings on the property of the Estate of Mrs. Mary McFadden was called to the attenta dfipRuncil, they should either be torn down or put in first class where tHey do not constitute a fire hazard or cause an unsanitary condition to exist. Several letters were written about this, one by W.J.Bryan, - t.ated May 12/38, another by M.R.Young, Fire Chief, dated May 9,1938, Mr. Joe Daniels, who represents the estate was notified to put the property in condition. Council was informed that the eastern portion of the property had been leased to W.H.Haar, ( who stated that he would take care of the portion leased to him). Councilman Tant moved that Mr. Daniels be notified that if the property is no+ put in condition in a reasonable time that condemnation proceedings will instituted. Councilman Mayer seconded and the motion passed unanamaously. Councilman Haar informed Council that W.J.Byyan had requested that he be furnished with a pick up truck or that he be allowed 15.00 per month for maintenance of his automobile. Councilman Mayer moved thatvthe request be rejected - there was no second, and the Councilman Tant then moved that he be furnished gasoline and oil and that Mechanic Reed maintain truck. Councilman Haar seconded. The motion was lost. Councilman Haar moved that the town purchase a second hand light truck for not over 200.00 for the use of sir. Bryan in connection with town work, and natogiteihim any allowance for gasoline and oil, when the financial condition of the,°'b.rrants the purchase. Councilman Tant seconded and the motion passed unanamou iy. J.A.Brown, Manager Hotel Tybee petitioned to be relieved of paying a :50.00 license for selling beer, After some discussion Councilman Mayer, moved that be:be charged $12.50 provided he stops selling beer at once. Councilman Kreitzer seconded and on the voting, those voting yes - Mayer,Kreitzer,May, Farrell,Haar, Tant voting - no. The motion passed. A letter was read from 0.E.Bright, Recorder, requesting that his salary be increased to )50.00,per month and be made retroactive, Councilman Tant moved that the request be granted. There was no second. The motion was lost. Councilman Mayer moved that due to the financial condition of the town the request be refused, Councilman Haar seconded and the motion passed. Those w6ting - yes - Mayer ,Haar,Kreitzer,MayriFarrell. Voting - no - Tant. An application for employement in coprreg ion with WPA work was read from Capt. W.A.Ross. CouncilmeamL ' ,rL eiloved that it be tabled, Councilman Mayer seconded and the motion passed unanamously. The matter of employing a Consulting Engineer for the Beach erosion project was d iscussed and a nci11man Haar moved that any action be postponed until after the bonds are validated, Councilman Mayer seconded and the motion passed unanamously. Councilman Haar moved that in the matter of 1937 and 1938 licenses due by R.H.Seay that the town accept $282.50 in full for both years. Councilman Mayer seconded andbthe motion passed unanamously. Council was informed that A.P.Solomon,3rd, has not paid all of his licenses, it was the opinion of council that he musy pay the fill amount due for M.V.Machines of 325.00 each. 127 T.B.McCarroll, a partner of A.P.Solomont3rd, requested more time to pay his licenses on M.Y.Machines fear 1938, he stet a that he could pay 350.00 now and 325.00 per week until paid up. Mr. McCar- roll was a *cused. It was deck d that the resolution as already passed be Carried out. A note was presented by the Tybee Amusement Company to cover their 1937 licenses as agreed on amounting to 552.67,11:dated.August 1,1938 and made payable May 15, 1939, Councilman Tant moved that it be accepted, Councilman Farrell seconded and the motion passed unani- mously. Town Attorney Dutton presented several letters from law firms in Savannah written to him, in connection with his work on the two relent bond issues, suggestingbthe fee to charge the town for his services, they ranged from 31000.00 to :1500.00. It was decided to defer any action on the payment of,any fees at this time. Cbuncilmani Tant moved that the follwwing resolution be adopted Councilman Mayer seconded and the motion passed unanimously; RESOLUTION. BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island in Council assembled, that the TOWN HALL BONDS, issued by the Mayor and Councilmen of the Town of Savannah Beach, Tyb..;e Island, under the authority of the election held on Ju =y 11, 1938, and subject to validation by the Superior Court of Chatham County, Georgia, shall be numbered from one (1) to four (4), said bonds to be in denominations of five hundred (500) dollars each, and shall mature as follows; No. , 000.00 - shall become due August 1,.1939. No. p, 3500.00 - Shall become due August 1, 1940. No, 3, 000.00 - shall become due August 1,1941. No. 4, 3500.00 - shall become due August 1, 1942. The interest coupons upon said bonds shall become due on the let day of February and the let day of August of each year commencing in the year, 1939. This Bond is one of t[e series aggregating the sum of $2,000.00, issued for the ercetion of a new Town Hall in the Town of Savannah Beedh, and is issued by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, under and by virtue of the authority conferred by the Constitution and laws of the State of Georgia, and pursuant to the results of an election duly called and held in the town of Savannah Beach, TybeeIsland, on the 11th day of July *1938, for the purpose of authorizing the issuance of said bonds, whereat more than two thirds of the qualified voters of the said town of Savannah Beach, Tybee Island voting in said election voted in favor thereof; said two- thirds so voting being a majority of the registered voters of the said town. It is hereby certified, recited and declared that all acts, conditions and things required to exist to happen and to be performed, precedent to and in the issuance of this bond exist,have happened, and have been performed in due time, form and manner, as required by the Constitution add laws of said State of Georgia, and ordinances and resolutions of tree town of Savannah Beach, Tybee Island appli- cable thereto; and that the amount of this bond, together with all other indebtedness of said town of Savannah Beach, Tybee Island does not exceed the stautory and Constitutional limitations. C ouncilman Tant moved that the following ordinance be adopted, Councilman Haar seconded and the motion passed unananmously; T- ORDINANCE AN ORDINANCE TO BE ENTITILED AN ORIDINACE TO REGULATE THE USE OF- TRAILERS AND %OR AUTOMOBILES HOUSED UPON THE STREETS OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLXND, TO FOX A PENALTY FOR SAID VIOLATION AND FOR OTHER PURPOSES. SECTION 1. Be it enacted by the Mayor and Councilmen of the town of Savannah Beach, Tybee Island in council assembled, and it id hereby enacted by the authority aforesaid thatithis unlawful for any person, firm, or corporation, who owns, operates, or is in charge or control of any house trailer and /or automobilehouse to park on any street or streets in the town of Savannah Beach, Tybee Island unless said trailer or automobile house is parked in a regularly license trailer camp or parking lot. SECTION 2. Any person, firm or Corporation in charge of or in control of any trailer and /or automobile house violating any provisions of this ordinance shall, upon conviction before the Mayor's Court of said :town, be subject to be fined in the sum of not more than one hundred ($100.00) dollars or to be imprisoned for not more than thirty (30) days either of both or any part of either or both in the discretion of the Court. SEC, ^_ION 3. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. . • Councilman Tent moved that the following ordinance be adopted, Councilman Haar seconded and the motion passed unanamously; ORD INANCE 133 AN ORDINANCE TO AMEND THAT CERTAIN ORDINANCE ENTITLED" Al ORDINACE TO PROVIDE FOR THE TAXATION OF REAL AND PERSONAL PROP ERTY IN THE TOWN OF SAVANT AH BEACH, TYBEE ISLAND FOR THE FISCAL YEAR COMMENCING MAYl, 1938 AND TO PROVIDE FOR THE RATE OF LICENSES FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND FOR THE FISCAL YEAR ENDING APRIL 30, 1939, FIXING PENALTIES FOR THE VIOLATION, AND FOR OTHER PURPOSES, ADOPTED BY COUNCIL ON DAY OF 1938, BY ADDING THERETO AT THE END OF SECTION 4ACH AND-EVERY OWNER AND /OR OPERATOR IN CHARGE OF A TRAILER AND /OR AUTOfOBILE HOUSE, CAMP AND /OR PARKING LOT, TWJNTY -FIVE (.25 )DOLLARS, AND FOR OTHER PURPOSES. SECTION1. Be it enacted by the Mayor and Councilmen of the town of Savannah Beach, Tyee Island in council assembled, and it is hereby enancted by the authority aforesaid thatvthe section of this ordinance entitled "An ordinance to provide for the .taxation of real and personal property in the town of Savannah Beach, Tybee Island for the fiscal year commencing May 1, 1938, and to provide for the-, rate of licenses for doJng business in the town of Sav- annah Beach, Tybee Island for the fiscal year ending April 30, 1939, fixing penalties for the violation, and for other purposes ", adopted by Council on the day of , 1938, be and the same is hereby amedded by add ig the following words at the end of section 4: each and every owner and /or operator in charge of a trailer and /or automobile house camp and /or parking lot, twenty -five (254 dollars. SECTION 2. Be it further enacted by the authority that all ordinates or parts of ordinances conflicting with this ordinance be and the same is hereby repealed.
