HomeMy Public PortalAboutVision Planning Committee -- 2023-06-26 MinutesTOWN OF BREWSTER - VISION PLANNING COMMITTEE MEETING MINUTES - - - — Monday, June 26, 2023, at 3:30PM - Sharon Tennstedt, Chair, convened the Brewster Vision Planning Committee in person with members: Amanda Bebrin, Vice Chair, Suzanne Kenney, Patricia Hess, Andi Genser, Fran Schofield and Alex Wentworth (virtual) were present. A quorum was determined. Also present: Jon Idman, Town Planner, Ellen Murphy, Department Assistant and Kari Hoffman, Select Board Liaison The Chair read the Recording or Taping Notification: This meeting will be conducted in person at the time and location identified above. This means that at least a quorum of the members of the public body will attend the meeting in person and members of the public are welcome to attend in person as well. As a courtesy only, access to the meeting is also being provided via remote means in accordance with applicable law. Please note that while an option for remote attendance and/or participation is being provided as a courtesy to the public, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast or affect remote attendance or participation, unless otherwise required by law. Members of the public with particular interest in any specific item on this agenda, which includes an applicant and its representatives, should make plans for in-person vs. virtual attendance accordingly. To submit public comment or questions to the Vision Planning Committee, please email: brewplan@brewster-ma.gov. • Review and approval of June 511 meeting minutes Andi requested an amendment of the minutes to state she attended the June 5th meeting. Amanda made a motion to approve the June 5th meeting minutes as amended, Suzanne seconded the motion, a roll call was taken, and the June 5th meeting minutes were unanimously approved. • Welcome our new VPC member Sharon Tennstedt welcomed Fran Schofield as the new member of the Vision Planning Committee. She stated Fran has previously been a member of the Vision Planning Committee and has rejoined. Discussion of public outreach and education, including timeline. Sharon referred to the document with discussion points. Patricia asked about the Annual Ponds Summit held on Friday, June 16th. Sharon updated the Committee stating she attended with Fran Schofield and the meeting was well attended. She spoke at the end of the meeting but unfortunately a lot of people had already left the meeting. They handed out copies of the Water Resource sheets. No questions were asked. Patricia stated there was a write-up in the Cape Cod Chronicle. Sharon informed the Committee that the topic of the Summit was the new septic regulations and Title 5 and impact of water quality which aligns with the LCP. Moving on to the discussion points, the Committee discussed handouts for upcoming events. Suzanne asked if there would be a poster board at the upcoming events. Sharon informed the Committee that the next event is Brewster Conservation Day, Saturday, July 8, where the Committee will have a table. The VPC banner will be in front of the table, the FAQs with a QR code will be available. The Committee reviewed the list of upcoming events and after discussion decided to provide a document that could be used at all of the events. Using the current diagram from the LCP as a baseline, Fran will design a one-page summarizing the Building Blocks including the goals and FAQs on the back page. This is printed material that will provide high level information and key points of the LCP on a single page. The QR code will also be on the material to access more detailed information on the Town website. It was also decided a 24x36 poster will be designed to be used at the events. The Committee talked about ways to get the word out, such as email blasts, attending community organizations, letters to the editor, and articles in the Cape Cod Chronicle, most to be scheduled in the Fall. Sharon informed the Committee an update to the Select Board will be scheduled for August. She will also update the Select Board in a memo, which will be sent in July. Sharon and Amanda will start working on the memo. Jon suggested once all LCP comments are received from town staff an email with a link to the website will be sent to all committee chairs informing them of the update and to share with their committees. Page Iof2 • Review Action Items from the June Sth meeting No outstanding items. • Update from Bay and Pond Property Planning Committees A ribbon cutting ceremony for the pool was held on Sunday, June 25th and the pool opened on Monday, June 26th Key themes from the survey and the public forum for the Bay and Pond properties on May 20th were discussed at the meetings last week. The themes will be the basis for the 2"d forum scheduled for Saturday, August 5th • Matters Not Reasonably Anticipated by the Chair: Honey Pivirotto, Finance Committee Liaison has resigned from the Finance Committee and a new liaison will be appointed. More to come. • Next Meeting Monday, July 17th Amanda made a motion to adjourn the meeting, Suzanne seconded the motion, a roll call vote was taken, and the meeting was unanimously adjourned at 4:56 pm.
