Call to Order The meeting was called to order at 6:30PM. 2. Declaration of a Quorum All present. 3. Recording Statement Noted. 4. Chair announcements None. 5. Citizen's forum None. 6. Re -organization of Board of Health Kimberley Crocker Pearson nominated David Bennett for Chair. Abigail Archer seconded. 5 yes David Bennett nominated Kimberley Crocker Pearson for Vice Chair. Abigail Archer seconded. 5 yes 7. Appoint Liaisons for: Recycling Commission; Water Quality Review Committee; Water Quality Task Force; Opioid Funding and Council on Aging Kimberley Crocker Pearson nominated Abigail Archer to be on the Recycling Commission. Penny Holeman seconded. 5 yes. David Bennett nominated John Keith to be on the Water Quality Review Committee. Kimberly Crocker Pearson seconded. 5 yes. Kimberly Crocker Pearson nominated David Bennett to be on the Water Quality Task Force. Abigail Archer seconded. 5 yes. Kimberley Crocker Pearson nominated Penny Holeman to be the Council on Aging liaison (unofficial) Abigail Archer seconded. 5 yes. Penny Holeman nominated Kimberley Crocker Pearson to be on the Opioid Funding Task Force (unofficial). Abigail Archer seconded. 5 yes. 8. Consent Agenda * 110 Seaway Road — Septic Depth Variance AVH explained to the new Board Members what a consent agenda was. This is a standard upgrade. They requested to be allowed to have the leaching facility 4.5' below grade. There will be a vent. Motion: Accept the Consent Agenda Motion: Penny Holeman Second: Abigail Archer Vote: 5-0 Action: Motion carried 9. Opioid Funding discussion AVH - The Human Services Committee will be brought in to jointly work with the BOH liaison and the Town Managers office. The Town has already received roughly $56,000. The amount varies each year. DB - 60% of the funds are being held by the State and 40% is being distributed to the Town's. KCP- at a future meeting she would like to have a brief summary presentation. JK — asked how other Towns were using this money. AVH — the County would be willing to pool the money from each Town, but they haven't come up with how to use the money yet. KCP — it is important to know the population at risk that we are dealing with. 10. Discussion and possible vote on Pressure Dose Educational letter DB- explained what was happening with the Title 5 changes that are coming out and explained what Pressure Dose systems were. An example of the letter that will go out to the engineers was included in the packet. He would like to send this information letter to homeowners now to see how these systems are functioning. JK — asked if the Board had compared this to what other Towns were doing. DB — Falmouth had a regulation that had to do with I/A systems, but doesn't know if it included Pressure Dose systems. He doesn't know of any other Towns that have a Pressure Dose regulation. PH — she is not aware of any other Towns either. She believes that Brewster may be the first Town. Motion: Approve the letter Motion: Penny Holeman Second: John Keith Vote: 5-0 Action: Motion carried PH- stated that she thinks the BOH should share this letter with other Towns. AVH — stated that the spread sheet is currently being worked on with a deadline of July 1St. She asked the BOH if they wanted all the letters to go out at once and the Board stated that they would. 11. Review & approve minutes from 4/5/23; 4/19/23 and 5/3/23 meetings AA -on the 5/3 minutes, under the Conservation Day section of the minutes, it should read "Healthy Habitats" not "Healthy Habits". Motion: Approve the 4/5/23; 4/19/23 and 5/3/23 meeting minutes with the correction. Motion: Abigail Archer Second: Penny Holeman Vote: 5-0 Action: Motion carried 12. Liaison Reports MC- at the last Select Board meeting, a discussion was held on an invitation that was extended by the Massachusetts Environmental Protection Agency (EPA) for citizen and entity comment on their draft report on the proposed machine gun range at Joint Base Cape Cod. The EPA released its draft report in April and in summary has said that the proposed machine gun range is a possible public health issue to all of Cape Cod because of our sole source aquifer. The EPA is accepting additional comments until June 26th. The Select Board has submitted a letter in opposition and the Barnstable County Assembly of Delegates and the County Commissioners have also submitted letters in opposition. Barnstable County Health Department did an evaluation of the EPA draft report and concurred with their assessment that the machine gun range is a threat to the Cape's sole source aquifer. Comments can be sent to an email address (R1SSAcomments@epa.gov) There is a link on the Brewster website if anyone is interested. KCP-WQRC did meet. They reviewed some smaller properties in Town. 13. Matters not reasonably anticipated by the Chair None. 14. Items for next agenda DB- asked about the I/A systems and how things were going with the flow chart and spreadsheet. AVH — it is all still a work in progress. 15. Next meeting: June 21, 2023 Noted. Informational items were noted. Meeting adjourned at 7:30PM
